【摘要】：實(shí)施創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略過(guò)程中,科技創(chuàng)新政策的研究制定面臨著新的形勢(shì)和要求,重要性、多樣性和復(fù)雜性都前所未有。本文從企業(yè)技術(shù)創(chuàng)新、科研體系和科技成果轉(zhuǎn)化、科技人才、科技創(chuàng)新治理、科技金融等角度分析了科技創(chuàng)新政策的熱點(diǎn)領(lǐng)域,并對(duì)未來(lái)科技創(chuàng)新政策的理念、導(dǎo)向、功能、設(shè)計(jì)等方面進(jìn)行深入思考,主要包括科技創(chuàng)新供給、科技的投資引導(dǎo)作用、創(chuàng)新系統(tǒng)內(nèi)部協(xié)調(diào)、企業(yè)創(chuàng)新政策等議題。
[Abstract]:In the process of implementing innovation-driven development strategy, the research and formulation of sci-tech innovation policy is faced with new situation and requirements, importance, diversity and complexity are unprecedented. This paper analyzes the hot areas of science and technology innovation policy from the aspects of enterprise technological innovation, scientific research system and transformation of scientific and technological achievements, scientific and technological talents, science and technology innovation governance, science and technology finance, and analyzes the concept, orientation and function of the future science and technology innovation policy. It mainly includes the supply of scientific and technological innovation, the guiding role of investment in science and technology, the internal coordination of innovation system, the enterprise innovation policy and so on.
