【摘要】：科技創(chuàng)新是提升社會(huì)生產(chǎn)力和綜合國(guó)力的戰(zhàn)略支撐。文章在構(gòu)建科技創(chuàng)新復(fù)合系統(tǒng)的理論模型基礎(chǔ)上,利用北京市2001年至2015年的相關(guān)數(shù)據(jù)采用復(fù)合系統(tǒng)協(xié)同度模型,實(shí)證研究了北京市科技創(chuàng)新系統(tǒng)的協(xié)同發(fā)展程度,并通過(guò)方差分解動(dòng)態(tài)檢測(cè)了系統(tǒng)協(xié)同度與子系統(tǒng)有序度之間的響應(yīng)關(guān)系以及影響程度。研究結(jié)果表明:北京市科技創(chuàng)新系統(tǒng)的協(xié)同度總體一直處于協(xié)同有序的發(fā)展?fàn)顟B(tài),協(xié)同度的變動(dòng)依次歷經(jīng)低度協(xié)同、一般協(xié)同和高度協(xié)同三個(gè)階段;北京市科技創(chuàng)新各子系統(tǒng)的有序度整體呈現(xiàn)震蕩式上升趨勢(shì),且各子系統(tǒng)有序度對(duì)系統(tǒng)協(xié)同度的貢獻(xiàn)力度各有差異。最后,文章從研發(fā)人員、財(cái)政支持、人文環(huán)境、金融發(fā)展、產(chǎn)業(yè)結(jié)構(gòu)方面對(duì)北京市科技創(chuàng)新系統(tǒng)的協(xié)同發(fā)展提出了針對(duì)性的政策建議。
[Abstract]:Scientific and technological innovation is the strategic support for improving social productivity and comprehensive national strength. Based on the theoretical model of science and technology innovation complex system, this paper makes use of the relevant data from 2001 to 2015 to adopt the composite system synergy degree model, and empirically studies the degree of cooperation development of Beijing science and technology innovation system. The dynamic response relationship and influence degree between the system cooperation degree and the subsystem order degree are detected by variance decomposition. The results show that the synergy degree of science and technology innovation system in Beijing has always been in the state of coordinated and orderly development, and the change of coordination degree has experienced three stages in turn: low degree coordination, general synergy and high synergy; The degree of order of each subsystem of science and technology innovation in Beijing is on the whole showing an upward trend of oscillation, and the contribution of the degree of order of each subsystem to the degree of system coordination is different. Finally, the paper puts forward some policy suggestions on the coordinated development of Beijing science and technology innovation system from the aspects of R & D personnel, financial support, human environment, financial development and industrial structure.
