【摘要】：在“十二五”規(guī)劃中明確提出發(fā)展開放型經(jīng)濟(jì)的重要性后,國內(nèi)結(jié)構(gòu)調(diào)整加快,傳統(tǒng)比較優(yōu)勢(shì)日益削弱,使得培育新優(yōu)勢(shì)成為發(fā)展開放型經(jīng)濟(jì)的主要途徑。眾所周知,開放型經(jīng)濟(jì)水平的高低對(duì)促進(jìn)經(jīng)濟(jì)的增長具有重要影響,倘若不能積極融入世界經(jīng)濟(jì),不參與國際貿(mào)易和分工,經(jīng)濟(jì)發(fā)展將十分有限。想要有效提高廣西開放型經(jīng)濟(jì)發(fā)展水平,縮小與發(fā)達(dá)地區(qū)的差距,只能充分發(fā)揮新優(yōu)勢(shì)。因而研究廣西開放型經(jīng)濟(jì)新優(yōu)勢(shì)培育具有重大理論和現(xiàn)實(shí)意義。 本文基于波特的競爭優(yōu)勢(shì)理論和對(duì)新優(yōu)勢(shì)概念界定的基礎(chǔ)上,首先對(duì)廣西發(fā)展開放型經(jīng)濟(jì)新優(yōu)勢(shì)的理論依據(jù)進(jìn)行了回顧與評(píng)述；其次詳細(xì)分析了廣西開放型經(jīng)濟(jì)的發(fā)展歷程,并對(duì)其發(fā)展現(xiàn)狀進(jìn)行了具體指標(biāo)分析,尤其詳細(xì)闡述外資和外貿(mào)的發(fā)展現(xiàn)狀,將其與中國開放型經(jīng)濟(jì)平均水平、東西部代表性省份進(jìn)行了橫向比較,發(fā)現(xiàn)廣西開放型經(jīng)濟(jì)發(fā)展水平低下、質(zhì)量有限,通過歷年廣西開放型經(jīng)濟(jì)數(shù)據(jù)的對(duì)比,可以知道廣西開放型經(jīng)濟(jì)水平提高速度緩慢；再次,對(duì)廣西培育開放型經(jīng)濟(jì)新優(yōu)勢(shì)方向如創(chuàng)新、產(chǎn)品質(zhì)量、服務(wù)、產(chǎn)業(yè)集聚與升級(jí)、基建與環(huán)保、科教文化等層面提出了具體的衡量指標(biāo),對(duì)指標(biāo)進(jìn)行了詳細(xì)數(shù)據(jù)分析,找出相應(yīng)的新優(yōu)勢(shì)現(xiàn)狀和有待提升之處；最后,在前文研究的基礎(chǔ)上,以理論為指導(dǎo),以現(xiàn)實(shí)為依據(jù),從不同角度提出廣西培育開放型經(jīng)濟(jì)新優(yōu)勢(shì)的對(duì)策建議。
[Abstract]:After putting forward the importance of developing an open economy in the 12th Five-Year Plan, the adjustment of domestic structure is accelerated and the traditional comparative advantage is weakened day by day, which makes the cultivation of new advantages become the main way to develop the open economy. As we all know, the level of open economy has an important impact on promoting economic growth. If we can not actively integrate into the world economy, do not participate in international trade and division of labor, economic development will be very limited. In order to effectively improve the development level of Guangxi's open economy and narrow the gap between Guangxi and developed regions, we can only give full play to the new advantages. Therefore, it is of great theoretical and practical significance to study the cultivation of the new advantages of Guangxi's open economy. Based on Porter's theory of competitive advantage and the definition of the concept of new advantage, this paper reviews and comments on the theoretical basis of Guangxi's development of new advantages of open economy. Secondly, the development course of Guangxi's open economy is analyzed in detail, and the present situation of Guangxi's open economy is analyzed, especially the current situation of foreign capital and foreign trade, which is compared with the average level of China's open economy. The representative provinces of east and west have made horizontal comparison and found that the level of development of Guangxi's open economy is low and the quality is limited. By comparing the data of Guangxi's open economy over the years, we can know that the level of Guangxi's open economy is improving slowly. Thirdly, the paper puts forward specific measurement indicators for Guangxi to cultivate new advantages of open economy, such as innovation, product quality, service, industrial agglomeration and upgrading, infrastructure and environmental protection, science and education culture and so on, and makes detailed data analysis on the indicators. Find out the corresponding new advantage status and need to be improved; Finally, on the basis of the previous research, guided by theory and based on reality, the countermeasures and suggestions of cultivating new advantages of open economy in Guangxi are put forward from different angles.
