均衡發(fā)展的隱形壁壘:方言、制度與技術(shù)擴(kuò)散

【摘要】：技術(shù)差異是地區(qū)間貧富差距的核心表征,理解技術(shù)擴(kuò)散的深層障礙是有效推行區(qū)域均衡發(fā)展政策的前提。本文利用方言數(shù)據(jù)測(cè)度文化差異,基于中國(guó)代表性城市樣本進(jìn)行實(shí)證研究,結(jié)果顯示:以上海和廣州作為技術(shù)前沿,各個(gè)城市與技術(shù)前沿的相對(duì)方言距離對(duì)技術(shù)差距有顯著影響,表明文化差異阻礙了技術(shù)從前沿地區(qū)向其他地區(qū)擴(kuò)散,并且制度是這一過(guò)程的重要中介變量,即文化差異通過(guò)阻礙制度傳播進(jìn)而阻礙了技術(shù)擴(kuò)散。進(jìn)一步考察技術(shù)擴(kuò)散壁壘的異質(zhì)性,發(fā)現(xiàn)在同等條件下,更高的人力資本水平、更高的外來(lái)移民人口比例、更多的外國(guó)直接投資能削弱文化差異的阻礙效應(yīng);清末開(kāi)埠通商、西方傳教以及近代工業(yè)發(fā)展等早期對(duì)外開(kāi)放和采用新技術(shù)的歷史經(jīng)驗(yàn),同樣有助于削弱文化差異這一技術(shù)擴(kuò)散的隱形壁壘。
[Abstract]:Technology difference is the core representation of the gap between the rich and the poor in different regions. Understanding the deep obstacle of technology diffusion is the premise of carrying out the policy of regional balanced development effectively. This paper uses dialect data to measure cultural differences, and makes an empirical study based on the sample of representative cities in China. The results show that Shanghai and Guangzhou are the technological frontiers. The relative dialect distance between cities and technological frontiers has a significant impact on the technological gap, indicating that cultural differences hinder the diffusion of technology from the frontier to other regions, and institution is an important intermediary variable in this process. That is, cultural differences hinder the spread of technology by hindering the spread of institutions. By further studying the heterogeneity of technology diffusion barriers, we find that under the same conditions, higher human capital level, higher proportion of immigrant population, more foreign direct investment can weaken the barrier effect of cultural difference. Western missionary and modern industrial development, such as the early opening to the outside world and the adoption of new technology, will also help to weaken cultural differences, the invisible barrier to the diffusion of technology.
