【摘要】：隨著安徽省經(jīng)濟(jì)的快速發(fā)展,安徽省的社會(huì)生產(chǎn)力也向前邁進(jìn)了一大步。放眼全球,我們看到,在大多數(shù)發(fā)達(dá)國(guó)家在不斷地依托工業(yè)化發(fā)展本國(guó)經(jīng)濟(jì)的同時(shí),引發(fā)了環(huán)境質(zhì)量下降、生態(tài)環(huán)境遭受破壞、物種濱臨滅絕等等一系列問(wèn)題。人類的生活也因?yàn)樵馐苓@些因素影響而生活質(zhì)量下降,因而也引起了經(jīng)濟(jì)學(xué)家和環(huán)保學(xué)家的高度重視,引起了學(xué)術(shù)界廣泛的討論與研究。經(jīng)濟(jì)增長(zhǎng)是否既是引起環(huán)境質(zhì)量下降,又是伴隨經(jīng)濟(jì)發(fā)展解決環(huán)境污染問(wèn)題的原因呢?所以,這也就自然的成為了學(xué)術(shù)界研究環(huán)境庫(kù)茲尼茨曲線的焦點(diǎn)和原因。因此,以此為思想啟迪,通過(guò)研究環(huán)境庫(kù)茲尼茨曲線在安徽省是否存在,進(jìn)而對(duì)改善安徽省環(huán)境質(zhì)量和促進(jìn)安徽省經(jīng)濟(jì)得到長(zhǎng)足發(fā)展提出建設(shè)性的政策建議。一方面,現(xiàn)如今看來(lái),經(jīng)濟(jì)增長(zhǎng)引發(fā)的環(huán)境質(zhì)量下降的問(wèn)題正在逐步的凸顯,自然資源開(kāi)發(fā)竭盡,工業(yè)污染有增無(wú)減,霧霾天氣彌漫整個(gè)中華大地。從另一個(gè)角度而言,經(jīng)濟(jì)的未來(lái)發(fā)展趨勢(shì)卻深深的受到了被破壞的環(huán)境和被采竭的生態(tài)資源所抑制。 文章通過(guò)選取2005—2012年安徽經(jīng)濟(jì)和環(huán)境的面板數(shù)據(jù),經(jīng)濟(jì)發(fā)展指標(biāo)即人均GDP數(shù)據(jù),三個(gè)環(huán)境質(zhì)量指標(biāo)即工業(yè)廢氣、廢水、固體廢棄物的數(shù)據(jù)為基礎(chǔ)驗(yàn)證環(huán)境庫(kù)茲尼茨曲線存在性,先通過(guò)選擇建立模型,進(jìn)而進(jìn)行實(shí)證分析研究。經(jīng)濟(jì)發(fā)展與環(huán)境質(zhì)量之間有著密不可分的關(guān)系,探究二者之間的關(guān)系也顯得尤為重要,對(duì)安徽經(jīng)濟(jì)發(fā)展的意義也異常深遠(yuǎn)。通過(guò)研究論證環(huán)境庫(kù)茲尼茨曲線,給我們的啟示是改善經(jīng)濟(jì)增長(zhǎng)模式,減少污染與消耗；推進(jìn)工業(yè)化發(fā)展的同時(shí)通過(guò)轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式,調(diào)整傳統(tǒng)的產(chǎn)業(yè)結(jié)構(gòu),在推進(jìn)經(jīng)濟(jì)發(fā)展的同時(shí),使得環(huán)境質(zhì)量得到提高,控制環(huán)境污染水平,使二者能夠協(xié)調(diào)可持續(xù)發(fā)展；要提高政府對(duì)環(huán)境質(zhì)量改善的財(cái)政投入,切實(shí)發(fā)揮政府的主導(dǎo)作用,將監(jiān)督機(jī)制貫徹落實(shí)。
[Abstract]:With the rapid economic development of Anhui Province, the social productivity of Anhui Province has also advanced a big step forward. Looking at the whole world, we can see that while most developed countries continue to rely on industrialization to develop their own economy, it has caused a series of problems, such as the deterioration of environmental quality, the destruction of ecological environment, the imminent extinction of species, and so on. Human life is also affected by these factors and the quality of life has declined, which has aroused great attention of economists and environmentalists, and has aroused extensive discussion and research in academic circles. Is economic growth not only a cause of environmental quality decline, but also a reason to solve the environmental pollution problem with economic development? Therefore, this naturally becomes the focus and reason of the environment Kuznitz curve. Therefore, by studying whether the environmental Kuzniz curve exists in Anhui Province, this paper provides constructive policy suggestions for improving the environmental quality of Anhui Province and promoting the rapid development of Anhui's economy. On the one hand, it now appears that the environmental quality decline caused by economic growth is gradually highlighted, natural resources exploitation exhausted, industrial pollution unabated, haze weather throughout China. On the other hand, the future development trend of economy is deeply restrained by the damaged environment and exhausted ecological resources. By selecting the panel data of Anhui economy and environment from 2005 to 2012, the economic development index is GDP data per capita, and the three environmental quality indicators are industrial waste gas and waste water. Based on the data of solid waste, the existence of environmental Kuzniz curve is verified. There is an inseparable relationship between economic development and environmental quality, and it is particularly important to explore the relationship between them, which is of great significance to the economic development of Anhui Province. By studying and demonstrating the environmental Kuzniz curve, the enlightenment to us is to improve the economic growth model, reduce pollution and consumption, promote the development of industrialization and adjust the traditional industrial structure by changing the mode of economic development. While promoting economic development, the quality of the environment can be improved, the level of environmental pollution can be controlled, and sustainable development can be coordinated between the two. It is necessary to increase the government's financial investment in improving the quality of the environment, and give full play to the leading role of the government. The supervision mechanism will be implemented.
