【摘要】：招商引資是各級地方政府改善經(jīng)濟、加速發(fā)展的重要手段。經(jīng)過改革開放30多年的實踐,招商引資的確對我國的社會經(jīng)濟發(fā)展起到了巨大的推動作用。然而,在地方政府愈加重視這項工作、區(qū)域競爭也愈加激烈今天,經(jīng)過前20年左右時間的產(chǎn)業(yè)迅速發(fā)展與資源大量消耗,大多數(shù)政府已經(jīng)發(fā)現(xiàn)傳統(tǒng)招商引資之路變得越來越窄,鹽城經(jīng)濟技術(shù)開發(fā)區(qū)就是其中的典型代表。本文以鹽城經(jīng)濟技術(shù)開發(fā)區(qū)為例,通過大量的實踐調(diào)查訪談,對其基本情況、產(chǎn)業(yè)現(xiàn)狀、招商工作等方面的研究,系統(tǒng)地找出阻礙鹽城經(jīng)濟技術(shù)開發(fā)區(qū)招商引資工作更進一步的瓶頸�；趯ξ墨I的回顧和個案的分析,通過研究分析國內(nèi)其他城市的失敗教訓和成功經(jīng)驗,總結(jié)出對鹽城經(jīng)濟技術(shù)開發(fā)區(qū)招商引資工作更好開展帶來的一些啟示。并從定位、環(huán)境、體制和機制等幾個方面入手,逐一分析如何讓鹽城經(jīng)濟技術(shù)開發(fā)區(qū)招商引資工作更加富有成效,在產(chǎn)業(yè)、體制、策略等方面給出合理化的建議。
[Abstract]:Investment is an important means for local governments at all levels to improve the economy and accelerate development. After more than 30 years of reform and opening up, attracting investment has played a great role in promoting the social and economic development of our country. However, with the local governments paying more attention to this work and the regional competition becoming more intense today, after the rapid development of the industry and the massive consumption of resources in the past 20 years or so, most governments have found that the traditional way of attracting investment has become more and more narrow. Yancheng Economic and technological Development Zone is one of the typical representatives. This paper takes Yancheng Economic and technological Development Zone as an example, through a large number of practical investigation and interviews, to its basic situation, industrial status, investment, and other aspects of research, Find out systematically the bottleneck that hinders the further investment of Yancheng Economic and technological Development Zone. Based on the review of the literature and the analysis of individual cases, through the research and analysis of the failure lessons and successful experiences of other cities in China, this paper sums up some enlightenments for the better development of the investment attraction work in Yancheng Economic and technological Development Zone. From several aspects, such as orientation, environment, system and mechanism, this paper analyzes how to make Yancheng economic and technological development zone attract investment more effectively, and gives some reasonable suggestions in industry, system, strategy and so on.
