【摘要】：貴州省的石漠化綜合治理在中國(guó)南方喀斯特地區(qū)具有很強(qiáng)的代表性，生態(tài)產(chǎn)業(yè)建設(shè)是喀斯特石漠化綜合治理工程的重要組成部分，生態(tài)產(chǎn)業(yè)的選擇與發(fā)展模式構(gòu)建對(duì)保持與鞏固石漠化治理成果十分重要。產(chǎn)業(yè)的經(jīng)濟(jì)效益更是直觀的反映了石漠化治理帶來(lái)的經(jīng)濟(jì)貢獻(xiàn)，，對(duì)帶動(dòng)群眾積極性具有重要作用。 本研究依托國(guó)家“十二五”科技支撐計(jì)劃重大課題，以區(qū)域經(jīng)濟(jì)學(xué)、產(chǎn)業(yè)經(jīng)濟(jì)學(xué)、生態(tài)學(xué)、巖溶學(xué)、可持續(xù)發(fā)展理論為理論基礎(chǔ)。選擇北盤(pán)江中游關(guān)嶺-貞豐花江喀斯特高原峽谷中-強(qiáng)度石漠化綜合治理示范區(qū)和烏江上游六沖河流域畢節(jié)撒拉溪喀斯特高原山地潛在-輕度石漠化綜合治理示范區(qū)作為研究樣區(qū)。運(yùn)用室內(nèi)分析與實(shí)地調(diào)研相結(jié)合的方法，從石漠化治理的視角對(duì)生態(tài)產(chǎn)業(yè)發(fā)展模式及經(jīng)濟(jì)效益進(jìn)行了相關(guān)研究。 （1）目前有關(guān)喀斯特生態(tài)產(chǎn)業(yè)的研究面不夠廣泛；模式構(gòu)建中多缺乏經(jīng)營(yíng)管理的內(nèi)容；試驗(yàn)示范方面的研究較少；發(fā)展對(duì)策相對(duì)豐富；針對(duì)喀斯特地區(qū)的經(jīng)濟(jì)效益研究較少。這些因素阻礙著喀斯特地區(qū)生態(tài)產(chǎn)業(yè)發(fā)展的研究，間接阻礙著生態(tài)建設(shè)與區(qū)域經(jīng)濟(jì)發(fā)展。應(yīng)加強(qiáng)基礎(chǔ)理論研究，補(bǔ)充完善發(fā)展模式，加強(qiáng)示范力度，從各個(gè)方面完善喀斯特地區(qū)生態(tài)產(chǎn)業(yè)的研究，促進(jìn)喀斯特地區(qū)生態(tài)產(chǎn)業(yè)的發(fā)展，從而加快生態(tài)建設(shè)與區(qū)域經(jīng)濟(jì)發(fā)展的進(jìn)程。 （2）運(yùn)用層次分析法，從產(chǎn)業(yè)增長(zhǎng)潛力、產(chǎn)業(yè)比較優(yōu)勢(shì)、可持續(xù)發(fā)展能力三個(gè)方面，探討喀斯特地區(qū)生態(tài)產(chǎn)業(yè)的優(yōu)勢(shì)內(nèi)涵。通過(guò)專(zhuān)家打分法確定各指標(biāo)權(quán)重，構(gòu)建喀斯特地區(qū)生態(tài)產(chǎn)業(yè)優(yōu)勢(shì)評(píng)價(jià)體系。對(duì)兩個(gè)示范區(qū)的生態(tài)產(chǎn)業(yè)優(yōu)勢(shì)評(píng)價(jià)得出：花江示范區(qū)生態(tài)產(chǎn)業(yè)優(yōu)勢(shì)度排名及優(yōu)勢(shì)度為：果藥業(yè)(7.77)家禽養(yǎng)殖(0.90)家禽產(chǎn)品(0.50)；撒拉溪示范區(qū)生態(tài)產(chǎn)業(yè)優(yōu)勢(shì)度排名及優(yōu)勢(shì)度為：家畜養(yǎng)殖(1.08)家禽養(yǎng)殖(0.96)果藥業(yè)(0.85)�；ń痉秴^(qū)總體生態(tài)產(chǎn)業(yè)優(yōu)勢(shì)度高于撒拉溪示范區(qū)生態(tài)產(chǎn)業(yè)優(yōu)勢(shì)度。 （3）根據(jù)選出來(lái)的主導(dǎo)優(yōu)勢(shì)產(chǎn)業(yè)，確定產(chǎn)業(yè)發(fā)展方向，構(gòu)建生態(tài)產(chǎn)業(yè)發(fā)展模式。花江示范區(qū)生態(tài)產(chǎn)業(yè)已初具規(guī)模，形成了一些模式，但是缺乏經(jīng)營(yíng)管理機(jī)制的內(nèi)容。撒拉溪示范區(qū)建立時(shí)間短，需構(gòu)建完整的模式。針對(duì)兩個(gè)示范區(qū)主導(dǎo)生態(tài)產(chǎn)業(yè)及次要生態(tài)產(chǎn)業(yè)，構(gòu)建“產(chǎn)業(yè)配置方式+經(jīng)營(yíng)管理機(jī)制”捆綁的產(chǎn)業(yè)發(fā)展模式。經(jīng)營(yíng)管理機(jī)制均用政府主導(dǎo)、合作社為樞紐“政府+合作社+科研機(jī)構(gòu)+公司/個(gè)人”的經(jīng)營(yíng)管理機(jī)制。產(chǎn)業(yè)配置形式主要有以沼氣為紐帶的生態(tài)種養(yǎng)清潔配置，種養(yǎng)的具體的環(huán)節(jié)主要包括：“草-畜-沼-草/禽”復(fù)合產(chǎn)業(yè)配置方式、林-草-禽立體產(chǎn)業(yè)配置方式、林-糧、林-藥、林-藥-草的立體配置方式。多元化的產(chǎn)業(yè)結(jié)構(gòu)結(jié)合合理的運(yùn)作機(jī)制，會(huì)使示范區(qū)生態(tài)產(chǎn)業(yè)更好更快的發(fā)展。 （4）根據(jù)不同研究區(qū)所選擇的優(yōu)勢(shì)生態(tài)產(chǎn)業(yè)與構(gòu)建的模式，結(jié)合搜集到的數(shù)據(jù)，關(guān)嶺-貞豐花江示范區(qū)主要選取GDP總值、產(chǎn)業(yè)產(chǎn)值結(jié)構(gòu)、產(chǎn)業(yè)勞動(dòng)力、勞動(dòng)生產(chǎn)率等產(chǎn)業(yè)經(jīng)濟(jì)效益指標(biāo)，從宏觀上對(duì)經(jīng)濟(jì)效益進(jìn)行分析。畢節(jié)撒拉溪示范區(qū)運(yùn)用成本收益法對(duì)主導(dǎo)生態(tài)產(chǎn)業(yè)進(jìn)行經(jīng)濟(jì)效益估算。計(jì)算結(jié)果顯示，花江示范區(qū)生態(tài)產(chǎn)業(yè)建設(shè)已取得的經(jīng)濟(jì)效益較為顯著。估算結(jié)果顯示，撒拉溪示范區(qū)生態(tài)產(chǎn)業(yè)將會(huì)取得良好的經(jīng)濟(jì)效益。
[Abstract]:The comprehensive control of rocky desertification in Guizhou Province is very representative in the karst areas of southern China. The construction of ecological industry is an important part of the comprehensive control project of rocky desertification in southern China. The selection and development model of ecological industry are very important to maintain and consolidate the results of the control of rocky desertification. It reflects the economic contribution brought by rocky desertification control and plays an important role in promoting the enthusiasm of the masses.
This study relies on the national "Twelfth Five-Year Plan" major scientific and technological support projects, with regional economics, industrial economics, ecology, karst, sustainable development theory as the theoretical basis. The potential-light rocky desertification comprehensive control demonstration area in the mountainous area of Laxi Karst Plateau is taken as the research sample area.The development model and economic benefit of ecological industry are studied from the perspective of rocky desertification control by combining indoor analysis with field investigation.
(1) At present, the research on Karst eco-industry is not extensive enough; most of the models are lack of management content; less research on experimental demonstration; relatively rich development countermeasures; less research on economic benefits in Karst areas. These factors hinder the development of karst eco-industry and indirectly hinder it. In order to accelerate the process of ecological construction and regional economic development, we should strengthen the basic theory research, supplement and perfect the development model, strengthen the demonstration, perfect the research of ecological industry in karst area from all aspects, promote the development of ecological industry in Karst area.
(2) Analytic Hierarchy Process (AHP) was used to explore the connotation of the advantages of ecological industry in karst area from three aspects: industrial growth potential, industrial comparative advantage and sustainable development ability. The ranking and dominance degree of ecological industry in Huajiang demonstration area were fruit medicine industry (7.77) poultry breeding (0.90) poultry products (0.50); the ranking and dominance degree of ecological industry in Salax demonstration area were livestock breeding (1.08) poultry breeding (0.96) fruit medicine industry (0.85). The overall ecological industry dominance degree of Huajiang demonstration area was higher than that of Salax demonstration area. Advantage of state industry.
(3) According to the selected dominant industries, determine the direction of industrial development and construct the development model of ecological industry. The ecological industry in Huajiang Demonstration Zone has taken shape and formed some modes, but lacks the content of management mechanism. And the secondary ecological industry, the construction of "industrial allocation + operation and management mechanism" bundled industrial development model. The concrete links of planting and breeding mainly include: grass-livestock-swamp-grass/poultry compound industry allocation mode, forest-grass-poultry three-dimensional industry allocation mode, forest-grain, forest-medicine, forest-medicine-grass three-dimensional allocation mode.
(4) According to the superior eco-industry and construction model selected by different research areas, and combined with the collected data, Guanling-Zhenfeng Huajiang demonstration area mainly selects the total GDP, industrial output value structure, industrial labor force, labor productivity and other industrial economic benefits indicators, and analyzes the economic benefits from a macro perspective. This income method estimates the economic benefits of the leading ecological industry. The results show that the economic benefits of the ecological industry construction in Huajiang Demonstration Zone are remarkable. The results show that the ecological industry in Salaxi Demonstration Zone will achieve good economic benefits.
