【摘要】：隨著全球經(jīng)濟(jì)一體化進(jìn)程的加快、加深，區(qū)域經(jīng)濟(jì)成為其強(qiáng)勁發(fā)展的重要基礎(chǔ)，經(jīng)濟(jì)發(fā)展呈現(xiàn)區(qū)域化成為主要發(fā)展趨勢(shì)，并且區(qū)域經(jīng)濟(jì)具有其獨(dú)特特征。少許具有共同性質(zhì)或互補(bǔ)關(guān)系的產(chǎn)業(yè)在一個(gè)區(qū)域聚集，就形成一個(gè)強(qiáng)大的、有很大競(jìng)爭(zhēng)優(yōu)勢(shì)的群落，就稱(chēng)為產(chǎn)業(yè)集群。在世界上許多國(guó)家和地區(qū)，大力發(fā)展產(chǎn)業(yè)集群已經(jīng)或正在成為新的經(jīng)濟(jì)增長(zhǎng)政策。對(duì)我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展來(lái)講，沒(méi)有縣域經(jīng)濟(jì)的真正發(fā)展，就沒(méi)有全國(guó)經(jīng)濟(jì)的真正發(fā)展。為此，本文在河南省大力發(fā)展產(chǎn)業(yè)集聚區(qū)的背景下，結(jié)合濮陽(yáng)市實(shí)際，對(duì)濮陽(yáng)市八個(gè)產(chǎn)業(yè)集聚區(qū)建設(shè)進(jìn)行了深入細(xì)致的調(diào)查研究，意在總結(jié)出欠發(fā)達(dá)地區(qū)發(fā)展產(chǎn)業(yè)集聚區(qū)的規(guī)律，找出符合自身實(shí)際的發(fā)展道路。 本文首先對(duì)產(chǎn)業(yè)集聚區(qū)的相關(guān)理論及文獻(xiàn)進(jìn)行了回顧和論述，，旨在為分析濮陽(yáng)市產(chǎn)業(yè)集聚區(qū)的基本特點(diǎn)和現(xiàn)狀奠定理論基礎(chǔ)，指出濮陽(yáng)市產(chǎn)業(yè)集聚區(qū)在發(fā)展建設(shè)中存在的問(wèn)題。運(yùn)用SWOT分析法，對(duì)濮陽(yáng)市產(chǎn)業(yè)集聚區(qū)的發(fā)展進(jìn)行了優(yōu)勢(shì)（S）、劣勢(shì)（W）、機(jī)遇（O）和威脅（T）的分析。然后通過(guò)橫向比較與縱向梳理，找出濮陽(yáng)市在產(chǎn)業(yè)集聚區(qū)建設(shè)方面與發(fā)達(dá)地區(qū)的差異，以及能從先進(jìn)產(chǎn)業(yè)集聚區(qū)身上能借鑒的發(fā)展經(jīng)驗(yàn)。最后提出濮陽(yáng)市產(chǎn)業(yè)集聚區(qū)發(fā)展的對(duì)策。 本文既從整體上研究分析濮陽(yáng)市產(chǎn)業(yè)集聚區(qū)，又從各個(gè)產(chǎn)業(yè)集聚區(qū)的各自實(shí)際發(fā)展現(xiàn)狀研究入手，深入探究欠發(fā)達(dá)縣區(qū)產(chǎn)業(yè)集聚區(qū)建設(shè)發(fā)展的理論和實(shí)踐。最后指出在經(jīng)濟(jì)發(fā)展水平比較落后的地區(qū)，要實(shí)現(xiàn)區(qū)域經(jīng)濟(jì)的發(fā)展和崛起，必須走產(chǎn)業(yè)集聚區(qū)的工業(yè)化模式，政府必須真正發(fā)揮其引導(dǎo)作用，做產(chǎn)業(yè)集聚區(qū)發(fā)展的助推器。
[Abstract]:With the acceleration and deepening of the process of global economic integration, the regional economy has become an important foundation for its strong development, and the regionalization of economic development has become the main development trend, and the regional economy has its unique characteristics. A small number of common or complementary industries gathered in a region to form a strong competitive advantage of the community called industrial clusters. In many countries and regions of the world, the development of industrial clusters has been or is becoming a new economic growth policy. For the economic and social development of our country, without the real development of the county economy, there will be no real development of the national economy. Therefore, under the background of vigorously developing the industrial agglomeration area in Henan Province and combining with the actual situation in Puyang City, this paper makes a thorough investigation and study on the construction of the eight industrial agglomeration areas in Puyang City. The purpose of this paper is to sum up the law of developing industrial agglomeration in underdeveloped areas and find out the way of development in accordance with their own reality. This paper firstly reviews and discusses the relevant theories and literatures of industrial agglomeration area in order to lay a theoretical foundation for analyzing the basic characteristics and present situation of Puyang industrial agglomeration area, and points out the problems existing in the development and construction of Puyang industrial agglomeration area. Using SWOT analysis, this paper analyzes the development of industrial agglomeration area in Puyang City, and analyzes the advantages and disadvantages of (S), (W), opportunity (O) and the threat to (T). Then through horizontal comparison and vertical combing, the paper finds out the difference between Puyang and developed regions in the construction of industrial agglomeration area, and the development experience that can be used for reference from advanced industrial agglomeration area. Finally, put forward the Puyang City industrial agglomeration area development countermeasures. This paper not only studies and analyzes the industrial agglomeration area in Puyang City as a whole, but also starts with the actual development situation of each industrial agglomeration area, and probes deeply into the theory and practice of the construction and development of the industrial agglomeration area in the underdeveloped county area. Finally, it is pointed out that in order to realize the development and rise of regional economy in areas with relatively backward economic development level, the industrialization mode of industrial agglomeration area must be followed, and the government must give full play to its guiding role and be the booster of industrial agglomeration area development.
