【摘要】：供給和需求是市場(chǎng)構(gòu)成的兩個(gè)基本要素,分別與“供給側(cè)”和“需求側(cè)”相對(duì)應(yīng),供給側(cè)結(jié)構(gòu)性改革下如何實(shí)現(xiàn)供給側(cè)與需求側(cè)的均衡也是亟待解決的問(wèn)題。本文首先梳理了供給側(cè)改革與需求側(cè)調(diào)控的理論與政策依據(jù),進(jìn)而對(duì)供給側(cè)與需求側(cè)協(xié)調(diào)與實(shí)現(xiàn)路徑進(jìn)行探討。在供給側(cè)結(jié)構(gòu)性改革背景下,實(shí)現(xiàn)供給側(cè)與需求側(cè)的均衡需從以下四個(gè)方面進(jìn)行:首先,使用貨幣政策與宏觀(guān)審慎政策等需求側(cè)調(diào)控手段應(yīng)對(duì)供給側(cè)改革中的金融風(fēng)險(xiǎn);其次,應(yīng)注重產(chǎn)品管理和貨幣調(diào)控相結(jié)合,保持市場(chǎng)流動(dòng)性;再次,供給側(cè)結(jié)構(gòu)性調(diào)整與需求側(cè)總量調(diào)控相結(jié)合,并注重需求側(cè)調(diào)控的結(jié)構(gòu)性改革;最后充分發(fā)揮需求側(cè)的逆周期監(jiān)管功能。
[Abstract]:Supply and demand are two basic elements of market composition, which correspond to "supply-side" and "demand-side" respectively. How to realize supply-side and demand-side equilibrium under supply-side structural reform is also an urgent problem to be solved. This paper firstly combs the theoretical and policy basis of supply-side reform and demand-side regulation, and then discusses the coordination and realization path between supply-side and demand-side. In the context of supply-side structural reform, the realization of supply-side and demand-side balance should be carried out from the following four aspects: first, to deal with the financial risks in supply-side reform by means of supply-side regulation such as monetary policy and macro-prudential policy, etc. We should pay attention to the combination of product management and monetary control to maintain market liquidity, third, to combine supply-side structural adjustment with demand-side aggregate regulation, and pay attention to the structural reform of demand-side regulation and control. Finally, the function of counter-cycle supervision on demand side is brought into full play.
