【摘要】：在市場經濟體制下,如何將貧富差距限制在一個合理的、具有激勵作用的范圍內,是全球各國都沒有解決的一個世界性難題。新中國的經濟發(fā)展史,是國家為加速工業(yè)化而不斷探索能夠與之相適應的經濟體制的歷史,而其中的收入分配制度則同時包含著兩個目標:一是現有制度能夠保障有足夠的積累可以投入到經濟發(fā)展中去;二是實現社會主義的共同富裕目標。在發(fā)展是硬道理和加快工業(yè)化這個大前提下,改革開放之前是在高積累和按勞分配兩個基本政策下,實行高度平均的基本生活保障。而在改革開放以來的30多年里,特別是在1992年確定市場經濟改革目標后,其政策目標是:既要通過保證資本的收益以提高積累和鼓勵投資,加快經濟發(fā)展;又要增加人民的流動性收入,并將貧富差距控制在一定范圍內,以保證內需和社會的安定。在進入21世紀后,在全面建成小康社會目標下,黨和政府將消除貧困、縮小收入差距和擴大公共產品供給和均等化作為實現共同富裕的近期目標。
[Abstract]:Under the market economy system, how to limit the gap between the rich and the poor in a reasonable and stimulating range is a worldwide problem that has not been solved by all countries in the world. The history of the economic development of the people's Republic of China is the history of the country's constant exploration of a suitable economic system in order to accelerate industrialization. The income distribution system includes two goals: one is that the existing system can guarantee enough accumulation to be invested in economic development; the other is to realize the common prosperity goal of socialism. Under the premise that development is the ultimate principle and industrialization is accelerated, before the reform and opening up, the basic living guarantee of high average is implemented under the two basic policies of high accumulation and distribution according to work. In the more than 30 years since the reform and opening up, especially after the market economy reform goal was determined in 1992, its policy goal is to accelerate the economic development by guaranteeing the income of the capital to increase the accumulation and encourage the investment; We should also increase people's mobility income and control the gap between the rich and the poor within a certain range to ensure domestic demand and social stability. After entering the 21st century, under the goal of building a well-off society in an all-round way, the Party and the government will eliminate poverty, narrow the income gap and expand the supply and equalization of public goods as the short-term goals of realizing common prosperity.
