【摘要】：隨著人們對(duì)環(huán)保問題和氣候變化問題的日益關(guān)注,清潔能源的開發(fā)也不斷為大家所重視,風(fēng)電產(chǎn)業(yè)在各國迎來了蓬勃的發(fā)展的機(jī)遇。在政府一系列政策的激勵(lì)之下,中國的風(fēng)電產(chǎn)業(yè)發(fā)展取得了長足的進(jìn)步,但是目前我國的風(fēng)電產(chǎn)業(yè)發(fā)展遇到了一定的障礙,首先風(fēng)電裝機(jī)容量與電網(wǎng)建設(shè)不相符,造成嚴(yán)重的棄風(fēng)限電現(xiàn)象的出現(xiàn),其次我國的風(fēng)電裝機(jī)容量日趨飽和,我國的風(fēng)電企業(yè)急需開辟國際市場尤其是“一帶一路”沿線國家的的風(fēng)電市場。與此同時(shí),哈薩克斯坦在作為“一帶一路”重要的支點(diǎn)國家,近年來加大力度引進(jìn)國外資金和風(fēng)能技術(shù)以對(duì)本國風(fēng)能資源的開發(fā)。中哈風(fēng)電產(chǎn)業(yè)合作迎來了良好的合作機(jī)遇。本文以中國與哈薩克斯坦風(fēng)電產(chǎn)業(yè)合作作為主要研究對(duì)象,對(duì)于中國與哈薩克斯坦風(fēng)電產(chǎn)業(yè)合作的基礎(chǔ)和現(xiàn)狀進(jìn)行了梳理,提出了合作可以采用的模式以及開展合作的途徑,運(yùn)用定量分析對(duì)中國與哈薩克斯坦進(jìn)行風(fēng)電產(chǎn)業(yè)合作的經(jīng)濟(jì)和環(huán)境效應(yīng)進(jìn)行研究。首先,本文分析國內(nèi)外包括風(fēng)電產(chǎn)業(yè)國際合作在內(nèi)的新能源合作的研究現(xiàn)狀以及理論基礎(chǔ),梳理目前中國與哈薩克斯坦風(fēng)電產(chǎn)業(yè)合作的基礎(chǔ)與兩國風(fēng)電產(chǎn)業(yè)合作的現(xiàn)狀、前景,以及適合兩國風(fēng)電產(chǎn)業(yè)合作的模式和方式。其次,對(duì)中國與哈薩克斯坦風(fēng)電產(chǎn)業(yè)合作的模式進(jìn)行分析,并提出兩國風(fēng)電產(chǎn)業(yè)合作的。再次,構(gòu)造風(fēng)電產(chǎn)業(yè)合作指數(shù),以中哈兩國GDP、中哈兩國二氧化碳排放之和、中國與哈薩克斯坦風(fēng)電產(chǎn)業(yè)合作指數(shù)、國際能源價(jià)格,通過建立向量自回歸模型分析中哈風(fēng)電產(chǎn)業(yè)合作的經(jīng)濟(jì)與環(huán)境效應(yīng)。在對(duì)經(jīng)濟(jì)效應(yīng)的分析中發(fā)現(xiàn),中國與哈薩克斯坦風(fēng)電產(chǎn)業(yè)合作能夠有效的促進(jìn)哈薩克斯坦的經(jīng)濟(jì)發(fā)展,而目前雙方的風(fēng)電產(chǎn)業(yè)合作并不能促進(jìn)中國的經(jīng)濟(jì)發(fā)展,分析原因是目前兩國的風(fēng)電產(chǎn)業(yè)合作并沒有產(chǎn)生很好的效益來抵消我國對(duì)于風(fēng)電產(chǎn)業(yè)發(fā)展所進(jìn)行的研發(fā)投入,即兩國目前的風(fēng)電產(chǎn)業(yè)合作還沒有充分挖掘其潛在的獲利空間;在對(duì)環(huán)境效應(yīng)的分析中發(fā)現(xiàn),中國與哈薩克斯坦發(fā)展風(fēng)電產(chǎn)業(yè)都能夠起到減排的效果。最后,提出了中哈兩國風(fēng)電產(chǎn)業(yè)合作的政策建議。
[Abstract]:As people pay more and more attention to the problem of environmental protection and climate change, the development of clean energy has been paid more and more attention, and wind power industry has ushered in the opportunity of vigorous development in various countries. Under the encouragement of a series of government policies, China's wind power industry has made considerable progress. However, at present, China's wind power industry has encountered certain obstacles. Firstly, the installed capacity of wind power does not match with the construction of power grid. As a result of the serious phenomenon of abandoned wind and limited power, the installed capacity of wind power in our country is becoming more and more saturated. The wind power enterprises in our country urgently need to open up the international market, especially the wind power market in the countries along "Belt and Road". At the same time, Kazakhstan, as an important fulcrum of Belt and Road, has increased its efforts in recent years to introduce foreign capital and wind energy technology to develop its wind energy resources. China-Kazakhstan wind power industry cooperation ushered in good cooperation opportunities. This paper takes wind power industry cooperation between China and Kazakhstan as the main research object, combs the foundation and present situation of wind power industry cooperation between China and Kazakhstan, and puts forward the mode of cooperation and the way of cooperation. The economic and environmental effects of wind power industry cooperation between China and Kazakhstan are studied by quantitative analysis. First of all, this paper analyzes the research status and theoretical basis of new energy cooperation, including the international cooperation of wind power industry at home and abroad, combing the foundation of wind power industry cooperation between China and Kazakhstan and the present situation and prospect of wind power industry cooperation between China and Kazakhstan. And suitable for the two countries wind power industry cooperation model and way. Secondly, the paper analyzes the cooperation mode of wind power industry between China and Kazakhstan, and puts forward the cooperation model of wind power industry between China and Kazakhstan. Thirdly, we should construct a wind power industry cooperation index, take the GDPs of China and Kazakhstan, the sum of carbon dioxide emissions from China and Kazakhstan, the index of cooperation between China and Kazakhstan in wind power industry, and the international energy prices. Through the establishment of vector autoregressive model to analyze the economic and environmental effects of wind power industry cooperation between China and Kazakhstan. In the analysis of the economic effects, it is found that the cooperation between China and Kazakhstan wind power industry can effectively promote the economic development of Kazakhstan, but the current cooperation of wind power industry between China and Kazakhstan can not promote the economic development of China. The reason is that the cooperation of wind power industry between the two countries has not produced very good benefits to offset the R & D investment in wind power industry development in China, that is, the current cooperation of wind power industry between the two countries has not fully exploited its potential profit space; In the analysis of environmental effects, China and Kazakhstan wind power industry can play a role in reducing emissions. Finally, the paper puts forward the policy suggestions of wind power industry cooperation between China and Kazakhstan.
