【摘要】：蘇南國家自主創(chuàng)新示范區(qū)成立兩年多來在推進(jìn)創(chuàng)新一體化發(fā)展方面取得了一定成效,但由于地區(qū)間存在創(chuàng)新功能定位同質(zhì)化、行政壁壘、創(chuàng)新資源差異、政策差異以及缺乏鼓勵(lì)跨區(qū)域合作與協(xié)同創(chuàng)新的績效評(píng)估與考評(píng)體系等問題,影響創(chuàng)新一體化的深入推進(jìn)。為促進(jìn)蘇南國家自主創(chuàng)新示范區(qū)創(chuàng)新一體化發(fā)展,應(yīng)采取建立與完善區(qū)域創(chuàng)新協(xié)調(diào)機(jī)制、明確各地在創(chuàng)新產(chǎn)業(yè)鏈中的定位、優(yōu)化創(chuàng)新一體化發(fā)展環(huán)境、構(gòu)建跨地區(qū)協(xié)同創(chuàng)新網(wǎng)絡(luò)和建立鼓勵(lì)創(chuàng)新一體化的評(píng)估與考評(píng)體系等措施。
[Abstract]:Since the establishment of the National Independent Innovation demonstration Zone in southern Jiangsu Province more than two years ago, some achievements have been made in promoting the development of innovation integration. However, due to the existence of homogeneity of innovation function orientation, administrative barriers and differences in innovative resources among regions, Policy differences and the lack of performance evaluation and evaluation system to encourage cross-regional cooperation and collaborative innovation affect the further promotion of innovation integration. In order to promote the development of innovation integration in southern Jiangsu national independent innovation demonstration area, it is necessary to establish and perfect the regional innovation coordination mechanism, to define the position of various regions in the innovation industry chain, and to optimize the environment of innovation integration development. To build a cross-regional collaborative innovation network and to establish an evaluation and evaluation system to encourage the integration of innovation and other measures.
