【摘要】：世界經濟特區(qū)從產生至今已有400多年的歷史，是人類經濟發(fā)展過程中出現(xiàn)的普遍現(xiàn)象，在各國和地區(qū)社會進步過程中發(fā)揮了主要作用。中國經濟特區(qū)的設立始于改革開放初期，經過30多年的努力，我國已形成了全方位、多渠道、多層次的開放格局，但我國對外開放主要是以向東開放和海上開放為主。隨著我國經濟的發(fā)展，向西開放已經成為我國重要的區(qū)域發(fā)展戰(zhàn)略，而在西部建立經濟特區(qū)也已成為必然要求。 在新的歷史條件下，中央為擴大對外開放，加快西部地區(qū)發(fā)展，于2010年5月召開新疆工作座談會，出臺《中共中央、國務院關于推進新疆跨越式發(fā)展和長治久安的意見》，提出在新疆喀什、霍爾果斯兩地分別設立經濟特區(qū)，實行特殊的經濟政策�？κ病⒒魻柟菇洕貐^(qū)建設的提出，有利于我國探索提升沿邊開放新途徑，完善我國對外^u放戰(zhàn)略體系，深化我國與中亞國家的政治互信和友好合作，同時將喀什、霍爾果斯打造成為帶動新疆經濟發(fā)展的增長極，實現(xiàn)新疆跨越式發(fā)展。 本文在全面闡述霍爾果斯經濟特區(qū)設立背景、意義的基礎上，分析了霍爾果斯經濟特區(qū)對外貿易、通關物流業(yè)、出口加工業(yè)、金融服務業(yè)、旅游服務業(yè)等方面的發(fā)展現(xiàn)狀，，并用SWOT分析法對霍爾果斯經濟特區(qū)的戰(zhàn)略環(huán)境做了進一步分析，然后運用主成分分析方法對霍爾果斯進行綜合評價，用灰色關聯(lián)度分析方法對霍爾果斯經濟特區(qū)對伊犁州經濟社會發(fā)展貢獻度作分析，找出霍爾果斯經濟特區(qū)發(fā)展存在的問題。然后闡述霍爾果斯經濟特區(qū)的發(fā)展戰(zhàn)略的原則及發(fā)展理念，確定了戰(zhàn)略目標，提出了六大核心戰(zhàn)略構想：即積極推進城市化戰(zhàn)略、積極推進對外開放戰(zhàn)略、產業(yè)布局優(yōu)化發(fā)展戰(zhàn)略、投資環(huán)境優(yōu)先發(fā)展戰(zhàn)略、管理體制創(chuàng)新發(fā)展戰(zhàn)略和人力資源開發(fā)與優(yōu)化發(fā)展戰(zhàn)略；并在此基礎上，提出了霍爾果斯經濟特區(qū)發(fā)展的五大戰(zhàn)略保障措施，即：根據周邊國家和地區(qū)需求，提升經濟特區(qū)生產力水平；推進區(qū)域經濟一體化,建設與國際市場直接接軌的經濟發(fā)展環(huán)境；增強經濟特區(qū)人才隊伍素質建設，提升科技實力水平；優(yōu)化資源配置,實現(xiàn)經濟社會的可持續(xù)發(fā)展；構建服務性開發(fā)政府，提升經濟特區(qū)公共治理水平。對霍爾果斯經濟特區(qū)未來發(fā)展以及政府制定相應的決策具有一定參考價值。
[Abstract]:The special economic zones of the world have a history of more than 400 years, which is a common phenomenon in the process of human economic development and plays a major role in the process of social progress in various countries and regions. The establishment of China's special economic zones began in the early stage of reform and opening up. After more than 30 years of efforts, China has formed an all-around, multi-channel, multi-level opening pattern, but China's opening to the outside world is mainly to open to the east and the sea. With the development of China's economy, opening to the west has become an important regional development strategy, and the establishment of special economic zones in the west has become an inevitable requirement. Under the new historical conditions, in order to open wider to the outside world and speed up the development of the western region, the Central Committee of the Communist Party of China held a forum on Xinjiang's work in May 2010. Views of the State Council on promoting the leap-forward Development and lasting Peace in Xinjiang. The State Council proposed the establishment of special economic zones in Kashgar and Horgoz, Xinjiang, and the implementation of special economic policies. The proposal for the construction of the Kashgar and Horgoz Special Economic zones is conducive to exploring new ways to open up the border, perfecting our foreign strategic system, deepening political mutual trust and friendly cooperation between our country and the Central Asian countries, and at the same time, we will take Kashgar. Horgos has become the growth pole to drive the economic development of Xinjiang and realize the leapfrog development of Xinjiang. On the basis of a comprehensive description of the background and significance of the establishment of the Special Economic Zone, this paper analyzes the current situation of the development of the Special Economic Zone in terms of foreign trade, customs logistics, export processing, financial services, tourism services, and so on. The strategic environment of the Special Economic Zone of Horgos is further analyzed by SWOT analysis, and then the comprehensive evaluation of Horgos is carried out by principal component analysis. This paper analyzes the contribution of Horgoz Special Economic Zone to the economic and social development of Ili by using the method of grey correlation degree analysis, and finds out the problems existing in the development of Horgoz Special Economic Zone. Then it expounds the principles and development concepts of the development strategy of the Special Economic Zone of Horgoz, determines the strategic objectives, and puts forward six core strategic ideas: actively promoting the strategy of urbanization and actively promoting the strategy of opening up to the outside world. On the basis of industrial layout optimization development strategy, investment environment priority development strategy, management system innovation development strategy and human resource development and optimization development strategy, the paper puts forward five strategic safeguard measures for the development of Horgoz Special Economic Zone. That is, according to the needs of neighboring countries and regions, the level of productivity of special economic zones should be improved; regional economic integration should be promoted; the economic development environment should be built up in line with the international market; and the quality of the contingent of talents in special economic zones should be enhanced. Improve the level of scientific and technological strength; optimize the allocation of resources to achieve sustainable economic and social development; build a service-oriented development government to enhance the level of public governance in special economic zones. It has certain reference value to the future development of Horgoz Special Economic Zone and the government to make the corresponding decision.
