【摘要】：隨著國家創(chuàng)新實力的增強,中國正在從南方國家向創(chuàng)新型國家演進,處境與當年日本相似。南方國家在開展技術預見時面臨知識創(chuàng)新能力相對較弱和知識資產(chǎn)不足等困境,信息不對稱可能導致技術預見失去效用。根據(jù)信息不對稱理論,南方國家在掌握信息內容和時間方面與北方國家存在很大差異。掌握信息比較充分的北方國家處于相對有利地位,而信息比較貧乏的南方國家則處于不利地位,若盲目照搬北方國家的技術預見理論和實踐,則可能落入南方國家的視野陷阱。中國創(chuàng)新全球效應日益突出,應在全球創(chuàng)新視野下開展技術預見,排除技術民族主義等干擾。
[Abstract]:With the strengthening of national innovation power, China is evolving from the south to an innovative country in a similar position to that of Japan. When developing technology foresight, the southern countries are faced with the difficulties of relatively weak knowledge innovation ability and insufficient knowledge assets, and the asymmetry of information may lead to the loss of effectiveness of technology foresight. According to the information asymmetry theory, there are great differences between the southern countries and the northern countries in mastering the information content and time. The northern countries with sufficient information are in a relatively favorable position, while the southern countries with relatively poor information are in a disadvantageous position. If the theory and practice of technology foresight of the northern countries are blindly copied, they may fall into the trap of the vision of the southern countries. The global effect of Chinese innovation is becoming more and more prominent, so we should carry out technology foresight and eliminate the interference of technological nationalism in the field of global innovation.
