【摘要】：產(chǎn)業(yè)轉(zhuǎn)移是企業(yè)區(qū)位遷移和產(chǎn)業(yè)空間格局調(diào)整的過程，是商品經(jīng)濟(jì)發(fā)展和社會(huì)分工的產(chǎn)物。從經(jīng)濟(jì)全球一體化的快速發(fā)展中，我們發(fā)現(xiàn)對(duì)于產(chǎn)業(yè)承接國(guó)或各區(qū)域產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和優(yōu)化的過程中產(chǎn)業(yè)轉(zhuǎn)移是一個(gè)必不可少的重要途徑。產(chǎn)業(yè)轉(zhuǎn)移更進(jìn)一步的加強(qiáng)區(qū)域間的經(jīng)濟(jì)合作與相互互動(dòng)同時(shí)還能夠通過各區(qū)域間所產(chǎn)生的經(jīng)濟(jì)關(guān)聯(lián)性與互動(dòng)性將區(qū)域產(chǎn)業(yè)結(jié)構(gòu)并入到一個(gè)更加廣泛的產(chǎn)業(yè)體系中，從而參與全球產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整過程。新疆作為西部地區(qū)重要的自治區(qū)，，要從各地實(shí)際情況出發(fā)，立足比較優(yōu)勢(shì)，合理確定產(chǎn)業(yè)承接發(fā)展重點(diǎn)，避免產(chǎn)業(yè)雷同和低水平重復(fù)建設(shè)。要充分利用國(guó)內(nèi)發(fā)達(dá)地區(qū)產(chǎn)業(yè)加快新疆地區(qū)產(chǎn)業(yè)轉(zhuǎn)移的機(jī)遇，不斷的完善交通基礎(chǔ)設(shè)施建設(shè)，強(qiáng)化公共服務(wù)支撐，改善營(yíng)商環(huán)境，積極承接資源精深加工、紡織服裝、機(jī)械電子、現(xiàn)代裝備制造、現(xiàn)代服務(wù)業(yè)及高技術(shù)產(chǎn)業(yè)等有利于發(fā)揮和增強(qiáng)新疆地區(qū)比較優(yōu)勢(shì)產(chǎn)業(yè)和勞動(dòng)密集型產(chǎn)業(yè)集群式轉(zhuǎn)移，通過引進(jìn)、消化和吸收后再創(chuàng)新，不斷延長(zhǎng)產(chǎn)業(yè)鏈，提升產(chǎn)業(yè)附加值和整體競(jìng)爭(zhēng)力，促進(jìn)新疆產(chǎn)業(yè)結(jié)構(gòu)升級(jí)，提高吸納就業(yè)能力。加快發(fā)展生產(chǎn)性服務(wù)業(yè)，促進(jìn)制造業(yè)與服務(wù)業(yè)融合發(fā)展�；诖�，本文將以新疆產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化為研究出發(fā)點(diǎn)，運(yùn)用關(guān)于產(chǎn)業(yè)轉(zhuǎn)移與產(chǎn)業(yè)結(jié)構(gòu)相關(guān)的理論基礎(chǔ)，分析了新疆當(dāng)前的產(chǎn)業(yè)結(jié)構(gòu)與承接產(chǎn)業(yè)轉(zhuǎn)移的客觀條件和現(xiàn)狀，承接的產(chǎn)業(yè)對(duì)新疆產(chǎn)業(yè)結(jié)構(gòu)的影響以及新疆承接產(chǎn)業(yè)轉(zhuǎn)移的優(yōu)勢(shì)與劣勢(shì)，所面臨的機(jī)遇與威脅的基礎(chǔ)上提出了有關(guān)優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)與承接產(chǎn)業(yè)轉(zhuǎn)移的思路及對(duì)策，從而使得新疆以承接適合自己的產(chǎn)業(yè)來推動(dòng)產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化升級(jí)與區(qū)域經(jīng)濟(jì)的全面發(fā)展。 全文共分六章： 第一章是：結(jié)合當(dāng)前新疆的產(chǎn)業(yè)結(jié)構(gòu)并給出了本文的研究背景和意義，明確了本文所要表達(dá)的研究思路，方法以及本文的創(chuàng)新點(diǎn)與不足點(diǎn)。 第二章是：理論基礎(chǔ)。本文對(duì)產(chǎn)業(yè)轉(zhuǎn)移與產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化相關(guān)文獻(xiàn)進(jìn)行分析，在此基礎(chǔ)上對(duì)承接產(chǎn)業(yè)轉(zhuǎn)移與產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的內(nèi)在聯(lián)系進(jìn)行闡述。 第三章是：，新疆產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀分析。結(jié)合新疆產(chǎn)業(yè)結(jié)構(gòu)的現(xiàn)狀從產(chǎn)業(yè)結(jié)構(gòu)的靜態(tài)與動(dòng)態(tài)分析，新疆三大區(qū)域的產(chǎn)值以及產(chǎn)業(yè)結(jié)構(gòu)動(dòng)態(tài)分析，勞動(dòng)力增速與三次產(chǎn)業(yè)的投資速度等方面進(jìn)行深入的分析。 第四章是：新疆產(chǎn)業(yè)承接的SWOT分析。利用SWOT分析方法闡明新疆承接產(chǎn)業(yè)轉(zhuǎn)移的能力，優(yōu)勢(shì)和不利因素，并提出了承接產(chǎn)業(yè)轉(zhuǎn)移對(duì)新疆產(chǎn)業(yè)結(jié)構(gòu)發(fā)展的影響。 第五章是：產(chǎn)業(yè)承接對(duì)新疆產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化影響分析 第六章是:新疆通過承接產(chǎn)業(yè)轉(zhuǎn)移優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)的對(duì)策建議
[Abstract]:Industrial transfer is the process of enterprise location transfer and industrial spatial pattern adjustment. It is the product of commodity economy development and social division of labor. From the rapid development of global economic integration, we find that industrial transfer is an essential and important way for the adjustment and optimization of industrial structure in the countries or regions. Industrial transfer can further strengthen interregional economic cooperation and interaction, and at the same time, it can integrate regional industrial structure into a wider industrial system through the economic relevance and interaction between regions. To participate in the global industrial structure adjustment process. Xinjiang, as an important autonomous region in the western region, should proceed from the actual situation of various regions, base on comparative advantages, reasonably determine the key points of industry undertaking development, and avoid industrial similarity and low-level repeated construction. It is necessary to make full use of the opportunities for industries in developed regions in China to speed up the industrial transfer in Xinjiang, constantly improve the construction of transport infrastructure, strengthen the support of public services, improve the business environment, and actively undertake intensive processing of resources and textiles and clothing. Machinery and electronics, modern equipment manufacturing, modern service industries and high-tech industries are conducive to bringing into play and strengthening the cluster transfer of comparative advantage industries and labor-intensive industries in Xinjiang, and innovation through the introduction, digestion and absorption of these industries. The industrial chain should be extended continuously, the added value and overall competitiveness of the industry should be promoted, the industrial structure of Xinjiang should be upgraded, and the ability of absorbing employment should be improved. We will speed up the development of producer services and promote the integration of manufacturing and service industries. Based on this, this paper will take the optimization of Xinjiang's industrial structure as the starting point of the research, and analyze the objective conditions and current situation of Xinjiang's current industrial structure and undertaking industrial transfer by using the theoretical basis of industrial transfer and industrial structure. On the basis of the influence of the undertaking industry on Xinjiang's industrial structure, the advantages and disadvantages of Xinjiang's undertaking industrial transfer, and the opportunities and threats faced by Xinjiang, this paper puts forward the ideas and countermeasures for optimizing the industrial structure and undertaking the industrial transfer. Therefore, Xinjiang can carry on suitable industries to promote the optimization and upgrading of industrial structure and the overall development of regional economy. This paper is divided into six chapters: the first chapter is: combined with the current industrial structure of Xinjiang and gives the research background and significance of this paper, clear the research ideas, methods and innovative points and shortcomings of this paper. The second chapter is the theoretical basis. Based on the analysis of relevant literature on industrial transfer and industrial structure optimization, this paper expounds the internal relationship between industrial transfer and industrial structure optimization. The third chapter is the analysis of the current situation of Xinjiang's industrial structure. Combined with the present situation of Xinjiang's industrial structure, the static and dynamic analysis of the industrial structure, the dynamic analysis of the output value and industrial structure of the three regions of Xinjiang, the growth rate of labor force and the investment speed of the three industries are deeply analyzed. The fourth chapter is: the SWOT analysis of Xinjiang industry undertaking. By using SWOT analysis, this paper expounds the ability, advantages and disadvantages of undertaking industrial transfer in Xinjiang, and puts forward the influence of undertaking industrial transfer on the development of industrial structure in Xinjiang.
