湖北省漢江生態(tài)經(jīng)濟(jì)帶協(xié)調(diào)發(fā)展研究

【摘要】:湖北省漢江生態(tài)經(jīng)濟(jì)帶不僅是長(zhǎng)江經(jīng)濟(jì)帶的重要組成部分,還是南水北調(diào)的重要水源區(qū),起著“貫穿南北、承東啟西”的作用。目前,湖北省漢江生態(tài)經(jīng)濟(jì)帶的發(fā)展被提升到戰(zhàn)略性地位,引起了政府和人們的高度重視;然而,在實(shí)際的發(fā)展過(guò)程中存在諸多的問(wèn)題,例如區(qū)域發(fā)展不協(xié)調(diào)、空間發(fā)展差異大等。因此,如何促進(jìn)漢江生態(tài)經(jīng)濟(jì)帶協(xié)調(diào)發(fā)展,從而實(shí)現(xiàn)資源有效利用,進(jìn)而提高經(jīng)濟(jì)帶整體競(jìng)爭(zhēng)力是擺在當(dāng)前的必答題。基于以上考慮,筆者作了如下研究。首先,從目標(biāo)層、系統(tǒng)層、基礎(chǔ)指標(biāo)著眼,構(gòu)建城市綜合發(fā)展水平評(píng)價(jià)體系,運(yùn)用主成份分析法,計(jì)算出各城市的綜合發(fā)展質(zhì)量得分,并對(duì)城市綜合發(fā)展水平作了簡(jiǎn)要評(píng)估,同時(shí)也為下文的綜合發(fā)展度測(cè)算及城市引力強(qiáng)度分析作了鋪墊。其次,基于修正后的引力模型,對(duì)湖北省漢江生態(tài)經(jīng)濟(jì)帶十大城市的聯(lián)系強(qiáng)度作了分析,將十大城市的聯(lián)系強(qiáng)度劃分為四大類,即強(qiáng)聯(lián)系、較強(qiáng)聯(lián)系、一般聯(lián)系、弱聯(lián)系,指出當(dāng)前各城市間的聯(lián)系強(qiáng)度呈金字塔形式,著重分析城市之間的協(xié)調(diào)發(fā)展?fàn)顩r。同時(shí),引入?yún)f(xié)調(diào)發(fā)展度模型,對(duì)湖北省漢江生態(tài)經(jīng)濟(jì)帶城市協(xié)調(diào)發(fā)展的空間差異性及時(shí)間演變規(guī)律作了分析,著重研究城市各子系統(tǒng)協(xié)調(diào)發(fā)展?fàn)顩r,而得出以下結(jié)論:從整體來(lái)看,湖北省漢江生態(tài)經(jīng)濟(jì)帶失調(diào)現(xiàn)象突出,空間分布差異較為明顯。從橫向來(lái)看,以2015年為例,湖北省漢江生態(tài)經(jīng)濟(jì)帶十大市(林區(qū))主要處于失調(diào)衰退與過(guò)渡調(diào)和兩大類,其中,失調(diào)衰退類的城市有3個(gè),過(guò)渡調(diào)和類城市有7個(gè)。區(qū)域協(xié)調(diào)發(fā)展度差異大,最高的城市可達(dá)0.7471,而最低的城市僅有0.3496。從縱向來(lái)看,湖北省漢江生態(tài)經(jīng)濟(jì)帶協(xié)調(diào)發(fā)展?fàn)顩r可劃分為兩階段:2008-2011年,湖北省漢江生態(tài)經(jīng)濟(jì)帶處于勉強(qiáng)協(xié)調(diào)發(fā)展類(0.5-0.6),此間,僅在2009年出現(xiàn)短暫上升,而后又有所回落;2012-2015年,湖北省漢江生態(tài)經(jīng)濟(jì)帶處于初級(jí)協(xié)調(diào)發(fā)展類(0.6-0.7),到2015年上升至0.6988,且有向中度協(xié)調(diào)發(fā)展突破的態(tài)勢(shì)。湖北省漢江生態(tài)經(jīng)濟(jì)帶協(xié)調(diào)發(fā)展水平雖整體上呈上升趨勢(shì),但截至2015年,其仍處于過(guò)渡區(qū),尚未達(dá)到協(xié)調(diào)可接受區(qū)。
[Abstract]:The Hanjiang Eco-economic Belt in Hubei Province is not only an important part of the Yangtze River Economic Belt, but also an important water source for the South-to-North Water diversion, which plays the role of "running through the north and south, connecting the east with the west". At present, the development of the Hanjiang Eco-economic Belt in Hubei Province has been promoted to a strategic position, which has aroused great attention from the government and people. However, there are many problems in the actual development process, such as the regional development is not coordinated. The space development difference is big and so on. Therefore, how to promote the harmonious development of the ecological economic belt of the Hanjiang River, so as to realize the effective use of resources, and then to improve the overall competitiveness of the economic belt is a must answer question at present. Based on the above considerations, the author made the following research. First of all, the evaluation system of urban comprehensive development level is constructed from target level, system level and basic index. The comprehensive development quality score of each city is calculated by principal component analysis method, and the comprehensive development level of city is evaluated briefly. At the same time, it also lays the groundwork for the calculation of comprehensive development degree and the analysis of urban gravitational strength. Secondly, based on the modified gravity model, the paper analyzes the connection intensity of ten cities in the Hanjiang Eco-economic Belt of Hubei Province, and divides the connection intensity of the ten cities into four categories, that is, strong connection, general connection and weak connection. It is pointed out that the intensity of connection among cities is in the form of pyramids, and the coordinated development of cities is analyzed. At the same time, by introducing the coordinated development degree model, this paper analyzes the spatial difference and temporal evolution of the coordinated development of the cities in the Hanjiang Eco-economic Belt of Hubei Province, focusing on the coordinated development of the subsystems in the cities. The following conclusions are drawn: from the overall point of view, the imbalance of the Hanjiang Eco-economic Zone in Hubei Province is prominent, and the spatial distribution difference is obvious. From the horizontal point of view, taking 2015 as an example, ten cities (forest areas) in the Hanjiang Eco-economic Belt of Hubei Province are mainly in the two categories of maladjusted recession and transition and harmony. Among them, there are 3 cities in the class of maladjustment and 7 in the category of transition and harmony. The degree of regional coordinated development varies greatly, with the highest city reaching 0. 7471, while the lowest city is only 0. 3496. Vertically, the coordinated development of the Hanjiang Eco-economic Belt in Hubei Province can be divided into two stages: 2008-2011, and the Hanjiang Eco-Economic Belt in Hubei Province is in the category of barely coordinated development (0.5-0.6). In Hubei Province, only a brief rise occurred in 2009, and then fell back to 2012-2015. The ecological economic belt of Hanjiang River in Hubei Province is in the category of primary coordinated development (0.6-0.7), rising to 0.6988 by 2015, and has a breakthrough trend towards moderate coordinated development. Although the level of coordinated development of the Hanjiang Eco-economic Belt in Hubei Province is on the whole rising, it is still in the transitional area by 2015, and has not yet reached the compatible acceptable area.
