【摘要】：隨著經濟全球化和區(qū)域經濟一體化的發(fā)展,世界各國都面臨著全新的開放環(huán)境,對外開放在區(qū)域經濟發(fā)展中的作用也日益深刻,而對外開放度在一定程度上體現(xiàn)了區(qū)域經濟發(fā)展的內涵和潛力,決定著區(qū)域經濟競爭力的提升速度。因此,對外開放度理論研究也成為國內學術界關注的熱點課題。國家實施中原崛起戰(zhàn)略以來,河南省抓住時機,實施開放帶動戰(zhàn)略,規(guī)劃建設鄭州航空港經濟綜合實驗區(qū),力爭加快形成全方位、多層次、寬領域對外開放新格局。 在這樣的新形勢下,如何合理測量、客觀評價河南省對外開放度,并以此為基礎指導河南開放型經濟的快速可持續(xù)發(fā)展尤為重要。近年來學者們多致力于國家層面的對外開放研究,但國內各省份之間經濟開放情況迥然不同,因此針對具體區(qū)域測評其對外開放度是有必要的。文章在借鑒國內外有關對外開放度研究成果基礎上,根據河南省具體開放現(xiàn)狀,構建適宜的指標體系,對河南省對外開放度進行定量分析,同時與全國及其他省份進行了對比分析,得出了河南省對外開放度仍然偏低,有進一步提升潛力的結論。接著對影響河南省對外開放因素進行剖析,最后從外貿、外資、外經、航空港建設四個方面提出擴大經濟開放的對策建議。 文章對河南省開放型經濟研究進行了補充,并與時事相結合,突出航空港建設內陸高地戰(zhàn)略的重要意義,但由于數(shù)據的可得性所限,指標體系的構建仍有待于繼續(xù)完善。
[Abstract]:With the development of economic globalization and regional economic integration, all countries in the world are facing a completely new open environment, and the role of opening to the outside world in the development of regional economy is becoming more and more profound. To a certain extent, the degree of opening to the outside world reflects the connotation and potential of regional economic development, and determines the speed of promoting regional economic competitiveness. Therefore, the theory of opening to the outside world has become a hot topic in domestic academic circles. Since the implementation of the Central Plains rising strategy, Henan Province has seized the opportunity to implement the strategy of opening up to the outside world, planning and building a comprehensive economic experimental area of Zhengzhou Airport, and striving to accelerate the formation of a new pattern of opening to the outside world in all directions, at various levels and in a wide range of Under such a new situation, it is very important to measure reasonably and objectively evaluate the degree of Henan's opening to the outside world and guide the rapid and sustainable development of Henan's open economy. In recent years, scholars mostly devote themselves to the study of opening to the outside world at the national level, but the situation of economic opening among different provinces in China is very different, so it is necessary to evaluate the degree of opening to the outside world in view of specific regions. Based on the domestic and foreign research on the degree of opening to the outside world and according to the current situation of Henan Province's opening up, this paper constructs an appropriate index system to quantitatively analyze the degree of opening up in Henan Province. At the same time, by comparing with other provinces and the whole country, it is concluded that the degree of Henan's opening to the outside world is still on the low side, which has potential for further improvement. Then it analyzes the factors influencing Henan's opening to the outside world, and finally puts forward countermeasures and suggestions for expanding economic opening from four aspects: foreign trade, foreign capital, foreign economy and airport construction. This paper complements the study of open economy in Henan Province and combines it with current events to highlight the importance of the strategy of building inland highlands by air ports. However, due to the limited availability of data, the construction of the index system still needs to be further improved.
