【摘要】：招商引資是中國(guó)重要的經(jīng)濟(jì)政策,也是目前地方政府普遍實(shí)行的經(jīng)濟(jì)政策,深刻地影響著當(dāng)?shù)氐慕?jīng)濟(jì)和社會(huì)生活。招商引資在給當(dāng)?shù)亟?jīng)濟(jì)帶來(lái)新的活力,激發(fā)當(dāng)?shù)亟?jīng)濟(jì)發(fā)展的同時(shí),也產(chǎn)生了很多問題,有些問題是非常嚴(yán)重的。一些地方政府的招商引資成績(jī)不是很理想,它受地理?xiàng)l件、資源條件、產(chǎn)業(yè)基地和其它因素的影響,也有其地方政府不同的行為選擇的影響。一些地區(qū)依靠?jī)?yōu)惠政策,對(duì)投資項(xiàng)目實(shí)行盲目退稅、免稅和其他激勵(lì)措施,吸引了大量的投資項(xiàng)目,但質(zhì)量并不高。因此,要充分發(fā)揮招商引資的積極作用,也要避免其消極影響。 鄂爾多斯市在近些年,牢牢抓住西部大開發(fā)和國(guó)家能源戰(zhàn)略的發(fā)展機(jī)遇,全力轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式,促進(jìn)富民強(qiáng)市進(jìn)程,經(jīng)濟(jì)、社會(huì)、文化等各個(gè)領(lǐng)域均發(fā)生了翻天覆地的變化。但是,面臨金融危機(jī)的沖擊,鄂爾多斯市與其他能源型城市一樣,也面臨著產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和轉(zhuǎn)型發(fā)展。本文分析了鄂爾多斯市招商引資存在配套建設(shè)滯后、要素約束增強(qiáng)、審批程序偏多等問題,結(jié)合鄂爾多斯市的實(shí)際情況,提出解決問題的辦法,以及對(duì)提高鄂爾多斯市招商引資效率的建議,同時(shí)探索一種新的投資理論和實(shí)踐模式。
[Abstract]:Attracting investment is an important economic policy in China, and it is also an economic policy widely implemented by local governments at present, which has a profound impact on local economic and social life. Attracting investment brings new vitality to the local economy and stimulates the development of the local economy, at the same time, it also produces a lot of problems, some of which are very serious. The achievements of some local governments in attracting investment are not ideal. They are influenced by geographical conditions, resource conditions, industrial bases and other factors, as well as by different behavior choices of local governments. Some regions rely on preferential policies to implement blind tax rebates, tax exemptions and other incentives for investment projects, which attract a large number of investment projects, but the quality is not high. Therefore, to give full play to the positive role of investment, but also to avoid its negative impact. In recent years, Ordos has firmly grasped the opportunity of the development of the western region and the national energy strategy, changed the mode of economic development, and promoted the process of enriching the people and strengthening the city. The economic, social, cultural and other fields have undergone earth-shaking changes. However, in the face of the financial crisis, Ordos, like other energy cities, is also facing the adjustment of industrial structure and the development of transformation. This paper analyzes the problems such as lagged construction, enhanced constraint of elements, more examination and approval procedure, and puts forward some solutions to the problems, combining with the actual situation of Ordos city. The paper also explores a new investment theory and practice model for improving the efficiency of investment promotion in Ordos.
