【摘要】：正改革開(kāi)放以來(lái),黨和政府根據(jù)不同時(shí)期的經(jīng)濟(jì)社會(huì)發(fā)展戰(zhàn)略目標(biāo)和科技事業(yè)發(fā)展的需要,出臺(tái)了一系列扶持和激勵(lì)科技創(chuàng)新活動(dòng)的政策,覆蓋了科技工作的各個(gè)方面和科技創(chuàng)新鏈條的各個(gè)環(huán)節(jié),初步形成了具有中國(guó)特色的科技創(chuàng)新政策體系框架。面對(duì)新的國(guó)際國(guó)內(nèi)形勢(shì),黨的十八大提出實(shí)施創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略,強(qiáng)調(diào)科技創(chuàng)新是提升社會(huì)生產(chǎn)力和綜合國(guó)力的戰(zhàn)略支撐,必須將其擺在國(guó)家發(fā)展全局的核心位置。為實(shí)施創(chuàng)新驅(qū)動(dòng)戰(zhàn)略,當(dāng)前需要進(jìn)一步開(kāi)
[Abstract]:Since the beginning of reform and opening up, the Party and the government have issued a series of policies to support and encourage scientific and technological innovation in accordance with the strategic objectives of economic and social development and the needs of the development of science and technology in different periods. It covers all aspects of scientific and technological work and links of scientific and technological innovation chain, and initially forms a policy framework of science and technology innovation with Chinese characteristics. Facing the new international and domestic situation, the 18th National Congress of the Communist Party of China put forward the strategy of innovation-driven development, emphasizing that scientific and technological innovation is the strategic support for improving social productivity and comprehensive national strength, and must be placed at the core of the overall situation of national development. In order to implement the innovation-driven strategy, it needs to be further developed.
