【摘要】：海西戰(zhàn)略作為全國(guó)性的發(fā)展戰(zhàn)略，肩負(fù)著加快海西區(qū)的全方位發(fā)展及推動(dòng)兩岸關(guān)系發(fā)展的雙重任務(wù)。在這個(gè)意義下，海西戰(zhàn)略也將成為中國(guó)特色社會(huì)主義理論在對(duì)臺(tái)領(lǐng)域的延伸與發(fā)展，，亦是兩岸人民交流合作先行先試的前沿平臺(tái)。海西是因?yàn)榕_(tái)灣而名，海西的建設(shè)需要臺(tái)灣，臺(tái)灣的發(fā)展也離不開海西，海西若能配合國(guó)家政策、資源的支持，發(fā)揮特有的對(duì)臺(tái)交流合作優(yōu)勢(shì)，整合兩岸發(fā)展資源則各種困難必能引刃而解，進(jìn)而提升海西與臺(tái)灣的經(jīng)濟(jì)增長(zhǎng)和產(chǎn)業(yè)發(fā)展，共創(chuàng)雙贏。 廈門經(jīng)濟(jì)特區(qū)做為國(guó)內(nèi)最早實(shí)施對(duì)外開放的地區(qū)之一，對(duì)臺(tái)交流也先行一步，最具對(duì)臺(tái)工作的經(jīng)驗(yàn)與互信基礎(chǔ)，此外，廈門特區(qū)作為海峽西岸經(jīng)濟(jì)區(qū)的核心城市，其自身的發(fā)展及對(duì)臺(tái)的交流合作亦隸屬于海西戰(zhàn)略的一環(huán)，海西建設(shè)的先行先試功能也可以在廈門身上得到體現(xiàn)，在海西建設(shè)的各種政策支持下，廈臺(tái)的經(jīng)濟(jì)交流亦可讓產(chǎn)業(yè)互補(bǔ)，帶動(dòng)兩地自身的經(jīng)濟(jì)成長(zhǎng)。因此，對(duì)廈臺(tái)兩地經(jīng)濟(jì)交流合作的歷史與現(xiàn)況進(jìn)行分析，總結(jié)出兩地經(jīng)貿(mào)合作的實(shí)踐經(jīng)驗(yàn)，以此做為廈門在海西戰(zhàn)略背景下對(duì)臺(tái)工作的前提與基礎(chǔ)，在此基礎(chǔ)上，面對(duì)挑戰(zhàn)，立足自我優(yōu)勢(shì)，開啟新思維，走出區(qū)別以往的新的對(duì)臺(tái)經(jīng)濟(jì)交流合作的路徑。
[Abstract]:As a national development strategy, Hercynian strategy shoulders the dual task of accelerating the all-round development of Hercynian and promoting the development of cross-strait relations. In this sense, the Hercynian strategy will also become the extension and development of the theory of socialism with Chinese characteristics in the field of Taiwan, and it will also be the leading platform for the people's exchange and cooperation between the two sides of the Taiwan Strait. Hercynian is famous for Taiwan. The construction of Hercynian needs Taiwan, and the development of Taiwan cannot be separated from Hercynia.If the Hercynian can cooperate with the state policy and the support of resources, it will give play to its unique advantages of exchange and cooperation with Taiwan. The integration of cross-strait development resources will lead to the solution of various difficulties, thereby enhancing the economic growth and industrial development of Hercynian and Taiwan, and creating a win-win situation. As one of the earliest areas in China to open to the outside world, Xiamen Special Economic Zone is also a first step in exchanges with Taiwan and has the most experience and foundation of mutual trust in Taiwan work. In addition, Xiamen Special Economic Zone is the core city of the economic zone on the west coast of the Straits. Its own development and exchanges and cooperation with Taiwan are also part of the Hercynian strategy. The pilot function of the Hercynian construction can also be reflected in Xiamen, supported by various policies of the Hercynian construction. Xiamen-Taiwan's economic exchanges can also allow industries to complement each other, driving their own economic growth. Therefore, by analyzing the history and current situation of economic exchanges and cooperation between Xiamen and Taiwan, and summing up the practical experience of economic and trade cooperation between the two places, this paper takes this as the premise and foundation of Xiamen's work on Taiwan under the Hercynian strategic background, and on this basis, faces challenges. Based on self-advantage, open new thinking and walk out the new way of economic exchange and cooperation with Taiwan.
