【摘要】：根據(jù)SBM模型測算出的效率值將我國29個省市劃分為四個梯隊和一個異常組,并通過對每個決策單元的Malmquist指數(shù)進行分解,進一步分析和評價了我國不同地區(qū)的科技創(chuàng)新資源配置效率。結(jié)果表明:我國整體科技創(chuàng)新資源配置效率低下,但有緩慢提升趨勢;區(qū)域科技創(chuàng)新資源的配置效率與地區(qū)經(jīng)濟發(fā)展水平有關(guān),呈現(xiàn)出明顯的兩極分化的趨勢;相較于知識創(chuàng)新成果,經(jīng)濟產(chǎn)出有很大的不足。最后針對此現(xiàn)狀提出優(yōu)化科技創(chuàng)新資源配置效率的對策建議。
[Abstract]:According to the efficiency calculated by SBM model, 29 provinces and cities in China are divided into four echelons and one abnormal group, and the Malmquist index of each decision-making unit is decomposed. Further analysis and evaluation of science and technology innovation resources allocation efficiency in different regions of China. The results show that the overall allocation efficiency of scientific and technological innovation resources in China is low, but it has a tendency to increase slowly, and the allocation efficiency of regional science and technology innovation resources is related to the level of regional economic development, showing an obvious trend of polarization. Compared with the results of knowledge innovation, the economic output has a lot of shortcomings. Finally, the countermeasures and suggestions for optimizing the efficiency of scientific and technological innovation resource allocation are put forward.
