【摘要】：江蘇省泰州市海陵區(qū)作為江蘇省中部中心城市的中心城區(qū),改革開放以來,經(jīng)濟(jì)發(fā)展迅速,多次榮獲中國綜合實(shí)力百強(qiáng)縣市、全國首批小康縣市等榮譽(yù)稱號(hào)。但由于長(zhǎng)江天塹的阻隔,過去交通條件的不利,與蘇南城市相比,海陵的發(fā)展速度還不快,經(jīng)濟(jì)運(yùn)行質(zhì)量還不高,接受上海和蘇南輻射的能力較弱。 隨著近年來基礎(chǔ)設(shè)施條件的改善,特別是江陰長(zhǎng)江大橋的建成,江海高速公路的開通,寧啟鐵路的建成通車,以及蘇中機(jī)場(chǎng)的通航。作為長(zhǎng)三角經(jīng)濟(jì)圈十六個(gè)城市中的一員,上海自貿(mào)區(qū)的利好,泰州又被江蘇省列為綜合改革試驗(yàn)點(diǎn),作為主城區(qū)的海陵經(jīng)濟(jì)社會(huì)發(fā)展將迎來千載難逢的機(jī)遇。海陵必須要充分抓住這一機(jī)遇,發(fā)揮自身優(yōu)勢(shì),揚(yáng)長(zhǎng)避短,及早規(guī)劃,統(tǒng)籌謀劃海陵發(fā)展大計(jì),制定切實(shí)可行的發(fā)展戰(zhàn)略,實(shí)現(xiàn)海陵經(jīng)濟(jì)社會(huì)的可持續(xù)發(fā)展。 本文運(yùn)用區(qū)域經(jīng)濟(jì)發(fā)展和區(qū)域增長(zhǎng)的相關(guān)理論,通過對(duì)海陵經(jīng)濟(jì)發(fā)展的歷史地位、潛在優(yōu)勢(shì)、經(jīng)濟(jì)發(fā)展的特征與存在問題運(yùn)用SWOT分析法進(jìn)行深入剖析,同時(shí)借鑒新加坡和江蘇昆山的發(fā)展經(jīng)驗(yàn),提出在海陵的交通條件得到改善,中心城區(qū)地位更加顯現(xiàn)的歷史性時(shí)刻,海陵經(jīng)濟(jì)應(yīng)該明確的發(fā)展定位、發(fā)展方向、發(fā)展目標(biāo)和重點(diǎn)任務(wù),應(yīng)該采取的戰(zhàn)略以及實(shí)施該戰(zhàn)略的路徑和措施。
[Abstract]:As the central city of the central city of Jiangsu Province , Taizhou Hailing District of Jiangsu Province has been named as the center of the central city of Jiangsu Province . Since the reform and opening up , the economic development has been rapidly and many times have been awarded the honorary title of the comprehensive strength of China , the city of the first batch of well - off counties and the like . However , because of the barrier of the Yangtze River and the past traffic conditions , the development speed of the Hailing is not fast , the economic operation quality is not high , and the ability to accept the radiation from Shanghai and South Jiangsu is weak .

With the improvement of infrastructure conditions in recent years , especially the completion of the Yangtze River Bridge , the opening of the Yangtze River Expressway , the completion of the Ningqi Railway and the navigation of the airport in Jiangsu . As a member of the 16 cities of the Yangtze River Delta Economic Circle , the city of Taizhou is listed as a comprehensive reform test point .

Based on the relevant theories of regional economic development and regional growth , this paper analyzes the historical status , potential advantages and economic development characteristics and existing problems of the economic development of Hailing . At the same time , using the development experience of Singapore and Jiangsu Kunsan , this paper puts forward the historic moment of improving the traffic conditions and the status of the central urban area in the Hauling economy . The Hailing economy should have a clear development orientation , development direction , development goals and key tasks , strategies that should be adopted , and the path and measures to implement the strategy .
