【摘要】:隨著技術(shù)創(chuàng)新的復雜性增強、技術(shù)更新速度的加快以及全球化的發(fā)展,創(chuàng)新模式已突破傳統(tǒng)的線性和鏈式模式,逐步演變?yōu)橐远嘣黧w協(xié)同互動為基礎(chǔ)的協(xié)同創(chuàng)新模式,該模式既符合當前創(chuàng)新資源從封閉、分散到整合、協(xié)同的現(xiàn)實背景,同時也符合創(chuàng)新研究從獨立創(chuàng)新、集成創(chuàng)新到開放式創(chuàng)新的理論研究背景,它成為推動創(chuàng)新的重要發(fā)展模式,由此受到了我國國家領(lǐng)導人的高度重視。但是,當前我國創(chuàng)新體系的協(xié)同創(chuàng)新深度和廣度遠遠不夠,并且在協(xié)同創(chuàng)新實踐過程中缺乏協(xié)同創(chuàng)新理論指導,這對于我國推進協(xié)同創(chuàng)新發(fā)展建設(shè)非常不利。為此,本文從績效評價和提升途徑兩個方面對區(qū)域科技協(xié)同創(chuàng)新進行研究,通過客觀科學的評價我國區(qū)域科技協(xié)同創(chuàng)新績效,掌握我國區(qū)域科技協(xié)同創(chuàng)新績效水平狀況,并在研究提升區(qū)域科技協(xié)同創(chuàng)新績效的關(guān)鍵要素基礎(chǔ)上,提出我國區(qū)域科技協(xié)同創(chuàng)新績效的政策建議。這不僅豐富了區(qū)域科技協(xié)同創(chuàng)新理論,而且對于我國區(qū)域科技協(xié)同創(chuàng)新建設(shè)發(fā)展同樣具有重要的現(xiàn)實意義。 本文研究首先界定區(qū)域科技協(xié)同創(chuàng)新績效的內(nèi)涵,通過系統(tǒng)的研究區(qū)域創(chuàng)新理論和績效評價理論,提出了區(qū)域科技協(xié)同創(chuàng)新績效評價概念和內(nèi)涵。區(qū)域科技協(xié)同創(chuàng)新績效評價就是依照區(qū)域科技協(xié)同創(chuàng)新的評價標準和的評價程序,運用科學的評價方法,采用特定的指標體系,按照評價的內(nèi)容和標準對區(qū)域科技協(xié)同創(chuàng)新運行狀態(tài)進行客觀綜合評判和系統(tǒng)分析的過程。 其次,通過文獻研究及邏輯框架法構(gòu)建了區(qū)域科技協(xié)同創(chuàng)新績效評價指標體系,該指標體系根據(jù)協(xié)同創(chuàng)新的邏輯框架劃分為四大評價目標模塊:協(xié)同投入、協(xié)同過程、協(xié)同產(chǎn)出和協(xié)同影響,形成18個二級指標以及82個三級指標,并通過專家咨詢、隸屬度分析、相關(guān)分析、鑒別力分析和信度效度分析對指標體系進行篩選和檢驗。在確定區(qū)域科技協(xié)同創(chuàng)新績效評價指標體系的基礎(chǔ)上,根據(jù)指標體系結(jié)構(gòu)多層次和指標值模糊性和隨機性共存的特點,采用云層次分析法和云模型相結(jié)合的綜合評價方法,構(gòu)建了區(qū)域科技協(xié)同創(chuàng)新績效評價模型。 再次,運用構(gòu)建的區(qū)域科技協(xié)同創(chuàng)新的績效評價指標體系和評價模型,對我國內(nèi)地31個省級行政區(qū)域(不包括臺灣、香港和澳門)的科技協(xié)同創(chuàng)新績效進行實證分析和綜合評價。實證分析得出我國區(qū)域科技協(xié)同創(chuàng)新績效排名第一的是江蘇,排名最后的是西藏。按照我國四大區(qū)域劃分法,可以得出我國區(qū)域科技協(xié)同創(chuàng)新績效可以劃分為三個水平層次,第一層次是東部省市,處于全國領(lǐng)先水平,第二層次是中部和東北部省市,處于全國中游水平,第三層次是西部省市,處于全國落后水平。 之后,通過采用結(jié)構(gòu)方程模型的方法確定提升區(qū)域科技協(xié)同創(chuàng)新績效的關(guān)鍵要素,通過數(shù)據(jù)驗證發(fā)現(xiàn):協(xié)同創(chuàng)新能力、知識共享程度、領(lǐng)導支持、有效溝通、激勵機制、協(xié)同創(chuàng)新意愿、資源依賴性、利益分配和組織氛圍均能夠正向的提升區(qū)域科技協(xié)同創(chuàng)新績效,而且利益分配和協(xié)同創(chuàng)新能力為兩個特別的關(guān)鍵要素。 最后,為了保障區(qū)域科技協(xié)同創(chuàng)新績效評價科學化、規(guī)范化,本文從評價主體的選擇,評價實施的流程和評價的保障機制三個方面對區(qū)域科技協(xié)同創(chuàng)新績效評價制度安排進行了深入研究。同時,,針對我國區(qū)域科技協(xié)同創(chuàng)新存在的主要問題,提出了通過統(tǒng)籌資金投入體系、扶持科技中介發(fā)展、完善政府的政策支持體系、搭建多方聯(lián)動的組織體系、規(guī)范創(chuàng)新利益分配、構(gòu)建科技協(xié)同創(chuàng)新人才培養(yǎng)體系、營造良好的協(xié)同創(chuàng)新組織氛圍和建設(shè)多層次溝通協(xié)調(diào)體系等系列政策建議來進一步提升我國區(qū)域科技協(xié)同創(chuàng)新績效水平,完善我國區(qū)域科技協(xié)同創(chuàng)新的建設(shè)。 本文以提升我國區(qū)域科技協(xié)同創(chuàng)新績效水平為目標,研究了區(qū)域科技協(xié)同創(chuàng)新績效評價與提升途徑兩方面。構(gòu)建了一套科學合理的區(qū)域科技協(xié)同創(chuàng)新績效評價指標體系,建立了區(qū)域科技協(xié)同創(chuàng)新績效評價模型,并選取了我國各省(直轄市)為區(qū)域科技協(xié)同創(chuàng)新績效評價實證對象,研究了提升區(qū)域科技協(xié)同創(chuàng)新績效的關(guān)鍵要素,以上研究極大的豐富了區(qū)域科技協(xié)同創(chuàng)新理論和現(xiàn)代績效評價理論。
[Abstract]:With the enhancement of the complexity of technological innovation, the acceleration of the speed of technology renewal and the development of globalization, the innovation model has broken through the traditional linear and chain mode, and gradually evolved into a collaborative innovation model based on the cooperative interaction of multiple subjects. The model not only conforms to the realistic background of the current innovation resources from closed, dispersed to integration and synergistic. At the same time, it also conforms to the theoretical research background of innovation research from independent innovation, integrated innovation to open innovation. It has become an important development model to promote innovation, which has been highly valued by Chinese national leaders. However, the depth and breadth of synergy innovation in the current innovation system of our country is far from enough, and in the practice of collaborative innovation. There is a lack of collaborative innovation theory guidance, which is very unfavorable to the development of cooperative innovation and development in China. Therefore, this paper studies the regional scientific and technological synergy innovation from two aspects of performance evaluation and promotion approach, and through the objective and scientific evaluation of the synergy of regional science and technology in China, to grasp the performance level of regional scientific and technological synergy innovation in China. On the basis of the key factors of improving the performance of regional scientific and technological synergy innovation, this paper puts forward the policy suggestions on the performance of regional scientific and technological synergy innovation in China. This not only enriches the theory of regional scientific and technological synergy innovation, but also has important practical significance for the development and development of regional scientific and technological cooperation in China.
This paper first defines the connotation of the performance of regional scientific and technological synergy innovation. Through the systematic study of regional innovation theory and performance evaluation theory, the concept and connotation of regional scientific and technological collaborative innovation performance evaluation are put forward. The performance evaluation of regional scientific and technological cooperation innovation is based on the evaluation standards and evaluation procedures of regional science and Technology Co innovation. Scientific evaluation method, using specific index system, according to the content and standard of evaluation, carries out the objective comprehensive evaluation and system analysis process of regional science and technology cooperative innovation operation state.
Secondly, the performance evaluation index system of regional scientific and technological synergy innovation is constructed through literature research and logical framework method. The index system is divided into four evaluation target modules based on the logical framework of Collaborative Innovation: synergistic input, synergy process, synergistic output and synergistic effect, which form 18 two level indicators and 82 three level indexes, and through special purpose. The index system is screened and tested by family consulting, membership degree analysis, correlation analysis, discriminability analysis and reliability validity analysis. On the basis of determining the performance evaluation index system of regional scientific and technological cooperation innovation, the cloud hierarchy analysis method and cloud model are adopted in accordance with the characteristics of the multi-layer structure of the index system and the fuzziness and randomness of the index values. Combining the comprehensive evaluation method, a regional scientific and technological collaborative innovation performance evaluation model is constructed.
Thirdly, using the established performance evaluation index system and evaluation model of regional scientific and technological synergy innovation, this paper makes an empirical analysis and comprehensive evaluation on the scientific and technological synergy innovation performance of 31 provincial administrative regions (excluding Taiwan, Hongkong and Macao). The empirical analysis shows that the first of the regional scientific and technological collaborative innovation performance in China is Jiangsu. The final ranking is Tibet. According to the four major regional division of our country, we can draw a conclusion that the performance of regional scientific and technological cooperation innovation can be divided into three levels. The first level is the eastern provinces and cities, in the national leading level, the second level is the central and northeast provinces and cities, the level of the national middle reaches, the third level is the western provinces and cities, and the whole country is in the whole country. The country is backward.
Then, by using the method of structural equation model, the key elements of the synergistic innovation performance in the upgrading region are determined. Through the data verification, it is found that cooperative innovation ability, knowledge sharing, leadership support, effective communication, incentive mechanism, cooperative innovation will, resource dependence, benefit distribution and organization atmosphere are all positive in the promotion area. Domain science and technology synergy innovation performance, and profit allocation and collaborative innovation capability are two special key elements.
Finally, in order to ensure the scientific and standardized performance evaluation of regional scientific and technological synergy innovation, this paper makes an in-depth study on the arrangement of the performance evaluation system of regional scientific and technological synergy innovation from the three aspects of the selection of the subject, the process of evaluation and the guarantee mechanism of evaluation. At the same time, the main questions of the regional scientific and technological cooperation innovation are mainly asked. In this paper, we put forward a series of policies, such as coordinating the system of capital investment, supporting the development of science and technology intermediary, perfecting the policy support system of the government, setting up the organizational system of multi linkage, regulating the distribution of innovative interests, constructing the training system of scientific and technological cooperation and innovation, creating a good cooperative innovation organization atmosphere and building a multi-level communication and coordination system. In order to further enhance the performance level of regional science and Technology Collaborative Innovation in China, we will improve the construction of regional scientific and technological collaborative innovation in China.
In order to improve the performance level of regional scientific and technological synergy innovation in China, this paper studies the two aspects of the performance evaluation and promotion approach of regional scientific and technological cooperation innovation. A set of scientific and reasonable performance evaluation index system for regional scientific and technological cooperation innovation is constructed, and the performance evaluation model of regional scientific and technological synergy innovation is set up, and the provinces of our country are selected. It has studied the key elements to improve the performance of regional scientific and technological synergy innovation, which greatly enriched the theory of regional scientific and technological synergy innovation and the theory of modern performance evaluation.
