【摘要】：隨著經(jīng)濟(jì)發(fā)展速度的快速發(fā)展,環(huán)境污染問題日益嚴(yán)重,逐漸受到政府重視。尤其是黨的十八大召開以來,生態(tài)文明建設(shè)被納入“五位一體”的中國(guó)特色社會(huì)主義事業(yè)總體布局,生態(tài)文明建設(shè)上升為國(guó)家戰(zhàn)略,且2016年3月出臺(tái)的《十三五規(guī)劃綱要》中指出要深入實(shí)施污染防治行動(dòng),并針對(duì)污染制定計(jì)劃與目標(biāo)。吉林省作為典型東北老工業(yè)基地之一,隨著經(jīng)濟(jì)不斷增長(zhǎng),環(huán)境壓力越來越大,研究在東北老工業(yè)基地轉(zhuǎn)型期間,吉林省經(jīng)濟(jì)增長(zhǎng)與環(huán)境污染治理治理之間的互動(dòng)關(guān)系十分必要。本文運(yùn)用系統(tǒng)動(dòng)力學(xué)模型,分析吉林省經(jīng)濟(jì)增長(zhǎng)與環(huán)境污染治理治理之間的互動(dòng)關(guān)系,將影響吉林省經(jīng)濟(jì)增長(zhǎng)與環(huán)境污染治理二者關(guān)系的各方面因素納入模型中,所涉及到的因素包括經(jīng)濟(jì)因素、社會(huì)因素、技術(shù)因素等,并對(duì)各個(gè)因素建立方程,利用vensim軟件進(jìn)行仿真模擬,研究主要指標(biāo)之間的正負(fù)影響關(guān)系,從而對(duì)吉林省經(jīng)濟(jì)增長(zhǎng)與環(huán)境污染治理互動(dòng)發(fā)展提出建議。研究結(jié)果表明,GDP增長(zhǎng)量為代表的經(jīng)濟(jì)因素對(duì)環(huán)境污染治理有正向促進(jìn)效應(yīng);產(chǎn)業(yè)結(jié)構(gòu)因素中,增加第一產(chǎn)業(yè)、第三產(chǎn)業(yè)占比對(duì)環(huán)境污染治理狀況改善作用明顯,而第二產(chǎn)業(yè)占比則為不顯著因素;城鎮(zhèn)化率為代表的社會(huì)因素以及以單位GDP能耗為代表的技術(shù)因素對(duì)吉林省環(huán)境污染治理狀況的改善具有顯著的正效應(yīng);環(huán)境污染方面,環(huán)境污染治理投資對(duì)GDP影響為正,其隨著時(shí)間推移對(duì)GDP增長(zhǎng)的作用更加明顯,但環(huán)境污染指數(shù)對(duì)GDP增長(zhǎng)并無明顯促進(jìn)作用,可見以資源環(huán)境為代價(jià)的經(jīng)濟(jì)增長(zhǎng)并不能持久。最后,根據(jù)模型結(jié)果,針對(duì)性提出促進(jìn)吉林省經(jīng)濟(jì)增長(zhǎng)與環(huán)境污染治理互動(dòng)發(fā)展的政策建議:提高環(huán)境污染治理投資,加大環(huán)境污染治理力度;優(yōu)化產(chǎn)業(yè)結(jié)構(gòu);加強(qiáng)技術(shù)支持,推進(jìn)環(huán)境污染治理技術(shù)進(jìn)步;加快新型城鎮(zhèn)化建設(shè),注重可持續(xù)發(fā)展;加強(qiáng)生態(tài)環(huán)境建設(shè),創(chuàng)新環(huán)境污染治理模式等。
[Abstract]:With the rapid development of economy, environmental pollution is becoming more and more serious. In particular, since the 18th National Congress of the Party, the construction of ecological civilization has been incorporated into the overall layout of the "five-in-one" cause of socialism with Chinese characteristics, and the construction of ecological civilization has become a national strategy. Moreover, the outline of the 13th Five-Year Plan issued in March 2016 points out the need to carry out the action of pollution prevention and control in depth, and to formulate plans and targets for pollution. As one of the typical old industrial bases in Northeast China, Jilin Province is under increasing environmental pressure as the economy continues to grow. During the transition period of the old industrial base in Northeast China, The interactive relationship between economic growth and environmental pollution control in Jilin Province is very necessary. In this paper, the system dynamics model is used to analyze the interactive relationship between economic growth and environmental pollution control in Jilin Province, and the factors affecting the relationship between economic growth and environmental pollution control in Jilin Province are brought into the model. The factors involved include economic factors, social factors, technical factors and so on. The equations of each factor are established, and the positive and negative relationships between the main indexes are studied by using vensim software. In order to Jilin Province economic growth and environmental pollution control interactive development put forward suggestions. The results show that the economic factors, represented by GDP growth, have a positive effect on environmental pollution control, and that the increase of primary industry and the proportion of tertiary industry in industrial structure have obvious effects on the improvement of environmental pollution treatment. The social factors represented by urbanization rate and the technical factors represented by unit GDP energy consumption have significant positive effects on the improvement of environmental pollution in Jilin Province. The effect of environmental pollution control investment on GDP is positive, and the effect on GDP growth is more obvious with time, but the environmental pollution index has no obvious promoting effect on GDP growth, so the economic growth at the cost of resources and environment can not be sustained. Finally, according to the results of the model, the paper puts forward some policy suggestions to promote the interactive development of economic growth and environmental pollution control in Jilin Province: to increase the investment in environmental pollution control, to increase the intensity of environmental pollution control, to optimize the industrial structure, and to strengthen technical support. Promote the progress of environmental pollution control technology, accelerate the construction of new urbanization, pay attention to sustainable development, strengthen the construction of ecological environment, innovate the mode of environmental pollution treatment, etc.
