我國戰(zhàn)略性新興產(chǎn)業(yè)環(huán)境技術效率的動力機制研究

【摘要】:隨著戰(zhàn)略性新興產(chǎn)業(yè)的興起,各國政府都把戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展作為經(jīng)濟戰(zhàn)略發(fā)展的關鍵。我國政府正著手對戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展進行全面規(guī)劃,并將戰(zhàn)略性新興產(chǎn)業(yè)的培育和發(fā)展提升到國家戰(zhàn)略層面。在加快發(fā)展我國戰(zhàn)略性新興產(chǎn)業(yè)的過程中,對產(chǎn)業(yè)結(jié)構(gòu)進行調(diào)整和優(yōu)化,由數(shù)量型、消耗型的傳統(tǒng)經(jīng)濟增長方式轉(zhuǎn)向質(zhì)量型、效率型的新型經(jīng)濟增長方式,并注重經(jīng)濟增長中效益與質(zhì)量的均衡以及產(chǎn)業(yè)結(jié)構(gòu)的協(xié)調(diào),成為實現(xiàn)我國經(jīng)濟可持續(xù)發(fā)展的重要途徑。因此,研究戰(zhàn)略性新興產(chǎn)業(yè)環(huán)境技術效率及其動力機制,對加快我國戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展具有極其重要的意義。 首先,通過與傳統(tǒng)技術效率的比較,本文介紹了環(huán)境技術效率的內(nèi)涵與特征,并采用非徑向DEA方法——RAM模型對2003—-2011年我國30個省市的戰(zhàn)略性新興產(chǎn)業(yè)環(huán)境技術效率進行測算,繼而對測算結(jié)果進行經(jīng)濟意義分析。結(jié)果表明:戰(zhàn)略性新興產(chǎn)業(yè)環(huán)境技術效率整體上比較低且呈現(xiàn)先降后升的趨勢;在各個省市間,環(huán)境技術效率存在區(qū)域差異。 其次,本文分析了環(huán)境技術效率內(nèi)外部影響因素。其中內(nèi)部影響因素有創(chuàng)新戰(zhàn)略、科研經(jīng)費和高素質(zhì)人才;外部影響因素有技術進步、市場環(huán)境、政府扶持和環(huán)境約束。在此基礎上,本文構(gòu)建了環(huán)境技術效率內(nèi)外部影響因素系統(tǒng)的共生Logistic模型,并對環(huán)境技術效率內(nèi)外部影響因素系統(tǒng)的演化速度做了仿真分析。結(jié)果表明:共生模式下環(huán)境技術效率內(nèi)外部影響因素系統(tǒng)的最優(yōu)演化速度均突破了非共生模式下演化速度的上限。 再次,本文選取了與內(nèi)外部影響因素指標對應的變量:擁有專利發(fā)明數(shù)、RD經(jīng)費內(nèi)部支出、勞動力素質(zhì)、技術變更額、市場集中度、所有制結(jié)構(gòu)以及C02排放量。基于2003—-2011年我國30個省市戰(zhàn)略性新興產(chǎn)業(yè)的樣本數(shù)據(jù),本文采用面板Tobit模型對環(huán)境技術效率影響因素進行實證分析,分析環(huán)境技術效率與其內(nèi)外部影響因素之間的關系。結(jié)果表明:各內(nèi)外部影響因素對環(huán)境技術效率的影響顯著,并且其影響存在差異性;擁有專利發(fā)明數(shù)、RD經(jīng)費內(nèi)部支出、勞動力素質(zhì)以及技術變更額與環(huán)境技術效率呈正相關,市場集中度以及C02排放量與環(huán)境技術效率呈負相關,而所有制結(jié)構(gòu)與環(huán)境技術效率的關系則要依據(jù)不同的產(chǎn)業(yè)類型而定。 最后,依據(jù)戰(zhàn)略性新興產(chǎn)業(yè)環(huán)境技術效率影響因素的實證結(jié)果,本文分別從內(nèi)源動力角度和外源動力角度提出了增強戰(zhàn)略性新興產(chǎn)業(yè)環(huán)境技術效率動力的政策建議。 本文的創(chuàng)新主要體現(xiàn)在兩個方面。第一,在環(huán)境約束下,本文將戰(zhàn)略性新興產(chǎn)業(yè)和環(huán)境技術效率結(jié)合到一起,采用非徑向DEA方法——RAM模型測算我國戰(zhàn)略性新興產(chǎn)業(yè)的環(huán)境技術效率,繼而分析戰(zhàn)略性新興產(chǎn)業(yè)環(huán)境技術效率的變化趨勢;第二,在充分考慮環(huán)境技術效率內(nèi)外部影響因素的基礎上,本文構(gòu)建了我國戰(zhàn)略性新興產(chǎn)業(yè)環(huán)境技術效率的影響機制,并建立了環(huán)境技術效率內(nèi)外部影響因素系統(tǒng)的共生Logistic模型。
[Abstract]:With the rise of strategic emerging industries, the governments of all countries regard the development of strategic emerging industries as the key to the development of economic strategy. Our government is starting to plan the development of strategic emerging industries in an all-round way, and promote the cultivation and development of strategic emerging industries to the strategic level of the country. In the process of developing industry, the adjustment and optimization of the industrial structure, the transformation of the quantitative and consumptive traditional economic growth mode to the quality type, the efficient mode of economic growth, the balance of the benefit and quality in the economic growth and the coordination of the industrial structure have become an important way to realize the sustainable development of China's economy. It is of great significance to study the environmental technology efficiency and its driving mechanism of strategic emerging industries to accelerate the development of China's strategic emerging industries.
First, through the comparison with the traditional technical efficiency, this paper introduces the connotation and characteristics of environmental technology efficiency, and uses the non radial DEA method - RAM model to calculate the environmental technical efficiency of the strategic emerging industries in 30 provinces and cities of China from 2003 to -2011, and then analyzes the economic significance of the calculation of the results. The results show that the strategy is strategic. The environmental technology efficiency of emerging industries is relatively low and showing a trend of first decline and then rise.
Secondly, this paper analyzes the internal and external factors of environmental technology efficiency. The internal factors include innovation strategy, scientific research funds and high-quality talents, and the external factors include technological progress, market environment, government support and environmental constraints. On this basis, this paper constructs a symbiotic Logi of the internal and external influencing factors of the environmental technology efficiency. The stic model and the evolution speed of the internal and external factors of the environmental technology efficiency are simulated and analyzed. The results show that the optimal evolution speed of the internal and external factors of the environmental technology efficiency under the symbiotic model breaks through the upper limit of the evolution speed under the non symbiotic mode.
Thirdly, this paper selects the variables corresponding to the internal and external factors: the number of patent inventions, the internal expenditure of RD funds, the quality of labor, the change of technology, the market concentration, the ownership structure and the emission of C02. Based on the sample data of the strategic emerging industries in 30 provinces and cities of China from 2003 to -2011, this paper uses the panel Tobit model The influence factors of environmental technology efficiency are analyzed and the relationship between the environmental technical efficiency and the internal and external factors is analyzed. The results show that the influence factors of the internal and external factors have significant influence on the environmental technology efficiency, and there are differences in its influence; the number of patent inventions, the internal expenditure of RD funds, the quality of labor force and the technology are also shown. There is a positive correlation between change and environmental technical efficiency. Market concentration and C02 emissions are negatively related to environmental technical efficiency, while the relationship between ownership structure and environmental technical efficiency depends on different industrial types.
Finally, based on the empirical results of the factors affecting the environmental technical efficiency of strategic emerging industries, this paper puts forward the policy proposals to enhance the dynamic of the environmental technology efficiency of strategic emerging industries from the perspective of endogenous power and exogenous power.
The innovation of this paper is mainly embodied in two aspects. Firstly, under the environment constraints, this paper combines the strategic emerging industries and the environmental technology efficiency together, uses the non radial DEA method - RAM model to calculate the environmental technology efficiency of China's strategic emerging industries, and then analyzes the changing trend of the environmental technology efficiency of the new and emerging industries. Second, on the basis of fully considering the internal and external factors of environmental technology efficiency, this paper constructs the impact mechanism of the environmental technology efficiency of strategic emerging industries in China, and establishes a symbiotic Logistic model of the internal and external factors of environmental technology efficiency.
