【摘要】：本文以政府職能選擇為研究對(duì)象,以新比較經(jīng)濟(jì)學(xué)為研究方法,通過對(duì)美國、日本、拉美地區(qū)的縱向和橫向比較研究,探究產(chǎn)業(yè)結(jié)構(gòu)升級(jí)中政府職能的選擇范圍。研究表明:(1)建立基礎(chǔ)性經(jīng)濟(jì)制度是產(chǎn)業(yè)結(jié)構(gòu)升級(jí)中政府職能選擇的首要任務(wù);(2)產(chǎn)業(yè)政策的制定應(yīng)以充分尊重市場機(jī)制為基本原則;(3)合乎時(shí)宜的制定有針對(duì)性的政策體系是實(shí)施產(chǎn)業(yè)政策的重中之重。
[Abstract]:This article takes the government function choice as the research object, takes the new comparative economics as the research method, through the longitudinal and horizontal comparative study of the United States, Japan and Latin America, probes into the choice scope of the government function in the industrial structure upgrading. The research shows that the establishment of basic economic system is the primary task of government function selection in industrial structure upgrading. 2) the basic principle of industrial policy should be to fully respect the market mechanism. Policy system is the most important part of implementing industrial policy.
