【摘要】：我國(guó)具有較長(zhǎng)的海岸線,存在巨大經(jīng)濟(jì)發(fā)展?jié)摿?但隨著對(duì)海洋資源開發(fā)利用的逐漸加強(qiáng),海岸帶開發(fā)利用過程中出現(xiàn)了諸多矛盾,例如岸線資源利用不合理、海洋生態(tài)環(huán)境惡化、產(chǎn)業(yè)集聚效應(yīng)低、海洋科技力量薄弱、海洋資源開發(fā)缺乏經(jīng)費(fèi)支持等等。北部灣海岸帶資源豐富,優(yōu)勢(shì)明顯,但在開發(fā)過程中也會(huì)在功能、產(chǎn)業(yè)、交通、生態(tài)等方面出現(xiàn)問題。北部灣經(jīng)濟(jì)區(qū)正處于快速發(fā)展時(shí)期,加強(qiáng)對(duì)北部灣海岸帶開發(fā)利用的研究,對(duì)于解決開發(fā)過程中出現(xiàn)的矛盾,提出合理的開發(fā)利用與保護(hù)構(gòu)想,實(shí)現(xiàn)北部灣海岸帶可持續(xù)發(fā)展具有重要的理論意義。針對(duì)現(xiàn)實(shí)需求,以海岸帶的可持續(xù)發(fā)展為出發(fā)點(diǎn),利用GIS空間分析法、實(shí)證分析法、定性與定量結(jié)合法等方法,收集相關(guān)數(shù)據(jù),利用GIS對(duì)研究區(qū)域現(xiàn)狀數(shù)據(jù)進(jìn)行解譯,并對(duì)研究區(qū)域自然與經(jīng)濟(jì)相關(guān)的數(shù)據(jù)、文本、圖件等進(jìn)行處理,通過梳理海岸帶地區(qū)所具有的資源,了解北部灣海岸帶利用的基本情況,分析北部灣海岸帶開發(fā)利用主要存在問題;針對(duì)現(xiàn)狀,綜合研究成果,對(duì)海岸帶空間利用進(jìn)行探索,主要采用空間管制的手段,歸納空間資源類型,進(jìn)行要素評(píng)價(jià),提出海岸帶地區(qū)空間分區(qū)規(guī)劃和管制方案,確定近岸陸域和海域發(fā)展功能區(qū)規(guī)劃定位;在此基礎(chǔ)上,探索提出分類、分段的岸線利用規(guī)劃,將海岸帶分成6個(gè)類型7個(gè)岸段,以期更為合理地引導(dǎo)岸線發(fā)展;同時(shí),針對(duì)目前存在的生態(tài)環(huán)境問題,構(gòu)建生態(tài)基本格局,提出生態(tài)保護(hù)策略。最后,根據(jù)現(xiàn)狀海洋經(jīng)濟(jì)發(fā)展情況,提出海洋產(chǎn)業(yè)發(fā)展思路,確定海洋產(chǎn)業(yè)發(fā)展方向,優(yōu)化海洋產(chǎn)業(yè)區(qū)域布局。綜上所述,以北部灣海岸帶為例,以海岸帶空間的開發(fā)利用為切入點(diǎn),綜合評(píng)價(jià)海岸帶開發(fā)利用現(xiàn)狀及存在的問題,從規(guī)劃設(shè)計(jì)方面探索海岸帶的空間開發(fā),根據(jù)海岸帶利用現(xiàn)狀結(jié)果,提出北部灣海岸帶不同空間管制區(qū)域的管控要求和引導(dǎo),提出分區(qū)、分段的岸線發(fā)展引導(dǎo),優(yōu)化產(chǎn)業(yè)發(fā)展,整合產(chǎn)業(yè)資源,加強(qiáng)生態(tài)建設(shè)與保護(hù),科學(xué)統(tǒng)籌規(guī)劃北部灣海岸帶地區(qū),為北部灣海岸帶地區(qū)的開發(fā)利用與保護(hù)提供參考性建議。
[Abstract]:China has a long coastline and great potential for economic development. However, with the development and utilization of marine resources, there are many contradictions in the process of coastal zone development and utilization, such as unreasonable utilization of shoreline resources. The marine ecological environment deteriorated, the industrial agglomeration effect is low, the marine science and technology force is weak, the marine resources development lacks the funds support and so on. The coastal zone of Beibu Gulf is rich in resources and has obvious advantages, but in the process of development, there will be problems in the aspects of function, industry, transportation, ecology and so on. The Beibu Gulf economic zone is in a period of rapid development. To strengthen the research on the exploitation and utilization of the coastal zone of the Beibu Gulf, to solve the contradictions in the course of development, a reasonable conception of exploitation, utilization and protection is put forward. It is of great theoretical significance to realize the sustainable development of the Beibu Gulf coastal zone. In order to meet the actual demand, this paper takes the sustainable development of coastal zone as the starting point, using the methods of GIS spatial analysis, empirical analysis, qualitative and quantitative analysis and so on, collects the relevant data, and interprets the current situation data of the study area by GIS. And through the processing of the data, texts and maps related to the nature and economy of the study area, and through combing the resources in the coastal zone, we can understand the basic situation of the utilization of the coastal zone in the Beibu Gulf. This paper analyzes the main problems existing in the exploitation and utilization of the coastal zone in Beibu Gulf, explores the spatial utilization of the coastal zone by means of space control, summarizes the types of space resources, and evaluates the elements according to the present situation and the comprehensive research results. The spatial zoning planning and control scheme of coastal zone area is put forward to determine the planning and positioning of coastal land and sea area development function area, and on this basis, the classification and segmented coastal line utilization planning are proposed, and the coastal zone is divided into 6 types and 7 coastal sections. The aim is to guide the development of shoreline more reasonably, and at the same time, to construct the ecological basic pattern and put forward the ecological protection strategy in view of the existing ecological environment problems. Finally, according to the current situation of marine economic development, the paper puts forward the development ideas of marine industry, determines the development direction of marine industry, and optimizes the regional layout of marine industry. To sum up, taking the coastal zone of Beibu Gulf as an example, taking the development and utilization of coastal zone space as the breakthrough point, the present situation and existing problems of coastal zone development and utilization are comprehensively evaluated, and the space development of coastal zone is explored from the aspect of planning and design. According to the present situation of coastal zone utilization, this paper puts forward the control requirements and guidance of different spatial control areas in the coastal zone of Beibu Gulf, and puts forward the development guidance of shoreline in different zones and sections, optimizes industrial development, integrates industrial resources, and strengthens ecological construction and protection. The scientific planning of the Beibu Gulf coastal zone provides a reference for the development, utilization and protection of the Beibu Gulf coastal zone.
