【摘要】："一帶一路"倡議已進(jìn)入具體推進(jìn)、落地階段。在此過程中,"一帶一路"沿線國(guó)家的投資需求巨大,但潛在風(fēng)險(xiǎn)也值得關(guān)注。本文提供了三個(gè)角度,對(duì)中國(guó)參與建設(shè)共贏、可持續(xù)的"一帶一路"投融資機(jī)制提出了建議。第一,投資主體借力借勢(shì)布局。中資銀行業(yè)在非洲的布局分析,說明了中資金融機(jī)構(gòu)的布局還可以利用現(xiàn)有國(guó)際金融中心之間的競(jìng)爭(zhēng)關(guān)系,為拓展布局找到新空間。第二,綁定各方投資伙伴的利益。馬歇爾計(jì)劃特殊賬戶機(jī)制的啟示,就是要將相關(guān)方的利益進(jìn)行綁定,推動(dòng)"一帶一路"線上的雙邊合作、第三方合作。其三,對(duì)投資對(duì)象需要約法三章。以津巴布韋使用人民幣提議為例,相關(guān)思考的啟示是:投資對(duì)象國(guó)必須整肅金融紀(jì)律,改善營(yíng)商環(huán)境,培育具有國(guó)際競(jìng)爭(zhēng)力的有效產(chǎn)能。
[Abstract]:The "Belt and Road" initiative has entered a specific stage of advancement and landing. In the process, the investment needs of the countries along the Belt and Road are huge, but the potential risks are also worthy of attention. In this paper, the author puts forward three suggestions for China to participate in the construction of win-win, sustainable "Belt and Road" investment and financing mechanism. First, the main body of investment to seize the opportunity layout. The analysis of the layout of Chinese banking in Africa shows that the layout of Chinese financial institutions can also make use of the competitive relationship between the existing international financial centers to find new space for the expansion of the layout. Second, bind the interests of investment partners. The inspiration of the Marshall Plan special account mechanism is to bind the interests of relevant parties to promote "Belt and Road" online bilateral cooperation, third party cooperation. Third, the object of investment needs three chapters. Take Zimbabwe's proposal to use the renminbi as an example. The implications of this thinking are that investment targets must purge financial discipline, improve the business environment and foster internationally competitive capacity.
