【摘要】：在全球經(jīng)濟(jì)日漸緊縮的背景下，俄羅斯資源依賴型經(jīng)濟(jì)和出口導(dǎo)向型經(jīng)濟(jì)的發(fā)展模式面臨著較大的調(diào)整壓力。在經(jīng)濟(jì)轉(zhuǎn)軌初期，這種發(fā)展模式為國家?guī)砹舜罅康睦麧�，但是受�?008年國際市場油價(jià)暴跌和國際金融危機(jī)的雙重打擊，俄羅斯經(jīng)濟(jì)連續(xù)10年快速的經(jīng)濟(jì)增長被迫中止，，到2009年國內(nèi)生產(chǎn)總值甚至出現(xiàn)了負(fù)增長。因此，俄羅斯經(jīng)濟(jì)轉(zhuǎn)型和未來發(fā)展的問題再次引起了俄羅斯高層和各界的重視。為了應(yīng)對(duì)金融危機(jī)，降低對(duì)能源出口的依賴，加快經(jīng)濟(jì)發(fā)展模式的轉(zhuǎn)變，俄羅斯政府決定走創(chuàng)新發(fā)展的道路。2008年2月俄羅斯總統(tǒng)普京提出2020年前俄羅斯社會(huì)經(jīng)濟(jì)發(fā)展的構(gòu)想，明確提出俄羅斯要走創(chuàng)新發(fā)展的道路，并指出了創(chuàng)新發(fā)展的基本方向?yàn)榘l(fā)展人力資本、建立良好的制度環(huán)境和實(shí)現(xiàn)經(jīng)濟(jì)的多樣化等。如果想要?jiǎng)?chuàng)新經(jīng)濟(jì)得到快速的發(fā)展，俄羅斯盡快完成經(jīng)濟(jì)的轉(zhuǎn)型，那么就需要?jiǎng)?chuàng)新政策的指導(dǎo)，因此，對(duì)俄羅斯創(chuàng)新政策的研究具有較強(qiáng)的現(xiàn)實(shí)意義。
[Abstract]:Under the background of the global economy becoming increasingly tight, the development model of Russia's resource-dependent economy and export-oriented economy is facing great adjustment pressure. In the early stage of economic transition, this mode of development brought a large number of profits to the country. However, the Russian economy was forced to suspend its rapid economic growth for 10 consecutive years because of the double blow of the collapse in oil prices on the international market and the international financial crisis in 2008. By 2009, GDP even showed negative growth. Therefore, the Russian economic transformation and future development of the issue again attracted the attention of the Russian high-level and all walks of life. In order to cope with the financial crisis, reduce dependence on energy exports, and accelerate the transformation of the economic development model, the Russian government decided to take the road of innovation and development. In February 2008, Russian President Vladimir Putin put forward the idea of Russia's social and economic development by 2020. The paper points out that Russia should take the road of innovation and development, and points out that the basic direction of innovation development is the development of human capital, the establishment of a good institutional environment and the realization of economic diversification. If the innovation economy is to get rapid development and Russia completes the economic transformation as soon as possible, it needs the guidance of the innovation policy. Therefore, the research on the Russian innovation policy has a strong practical significance.
