【摘要】：在地緣經(jīng)濟(jì)發(fā)展的大環(huán)境下,區(qū)域經(jīng)濟(jì)合作已被越來越多國內(nèi)外學(xué)者所關(guān)注。隨著“一帶一路”戰(zhàn)略的逐步推進(jìn),2016年9月,國家發(fā)改委出臺(tái)了《建設(shè)中蒙俄經(jīng)濟(jì)走廊規(guī)劃綱要》。作為“一帶一路”中首個(gè)多邊合作綱要,這標(biāo)志著中蒙俄邊境地區(qū)的經(jīng)濟(jì)合作已經(jīng)進(jìn)入到落實(shí)階段,而滿洲里跨境經(jīng)濟(jì)合作區(qū)的現(xiàn)實(shí)建設(shè)也被提上日程。事實(shí)上,早在2016年3月,俄羅斯的后貝加爾邊疆區(qū)、蒙古國的東方省與中國的滿洲里市,就已經(jīng)在滿洲里舉行了中蒙俄跨境經(jīng)濟(jì)合作區(qū)建設(shè)的簽約儀式。雖然對(duì)于滿洲里跨境經(jīng)濟(jì)合作區(qū)的具體規(guī)劃三方尚未公布,但滿洲里地區(qū)的跨境經(jīng)濟(jì)合作已有了進(jìn)一步的展開。本研究分為六個(gè)章節(jié),第一章是緒論部分,主要闡述研究背景及意義,國內(nèi)外研究綜述、本文創(chuàng)新點(diǎn)和不足之處。主要從跨境區(qū)域合作概念、空間地理學(xué)角度、政府合作角度、經(jīng)濟(jì)合作角度四方面對(duì)文獻(xiàn)進(jìn)行梳理,發(fā)現(xiàn)應(yīng)將定量分析與定性分析結(jié)合起來更好的分析滿洲里跨境經(jīng)濟(jì)合作的未來發(fā)展。第二章對(duì)跨境經(jīng)濟(jì)合作的相關(guān)理論進(jìn)行介紹,包括關(guān)稅同盟理論、地緣經(jīng)濟(jì)理論和區(qū)域經(jīng)濟(jì)增長極理論等。從中可以了解到想要順利的在亞太地區(qū)實(shí)現(xiàn)地緣經(jīng)濟(jì)合作,勢必要考慮到各國的市場利益和國家安全問題。第三章從國際環(huán)境層面闡述了中蒙俄的合作現(xiàn)狀,從地理資源、政治外交、經(jīng)濟(jì)貿(mào)易、社會(huì)文化四方面進(jìn)行分析,發(fā)現(xiàn)中蒙俄三國有著良好的合作態(tài)勢,這也為日后開展跨境經(jīng)濟(jì)合作提供背景依據(jù)。第四章進(jìn)一步站在滿洲里地區(qū)的發(fā)展角度,分析當(dāng)?shù)亟?jīng)濟(jì)合作的現(xiàn)實(shí)基礎(chǔ)和存在障礙。主要從貿(mào)易、投資、基礎(chǔ)設(shè)施建設(shè)、通關(guān)便利化四方面分析,發(fā)現(xiàn)其中存在貿(mào)易合作層次不高、投資環(huán)境有待改善、對(duì)接口岸基礎(chǔ)設(shè)施發(fā)展不足,現(xiàn)代化物流水平有待提高四點(diǎn)問題。第五章通過建立模型,對(duì)滿洲里跨境經(jīng)濟(jì)合作的經(jīng)濟(jì)效應(yīng)進(jìn)行實(shí)證分析,選取1999-2015年的貿(mào)易、投資、經(jīng)濟(jì)增速、關(guān)稅和過貨量五方面的數(shù)據(jù)變量建立VAR模型,分析其中的因果關(guān)系,脈沖響應(yīng)等,發(fā)現(xiàn)加大投資、促進(jìn)貿(mào)易增長、優(yōu)惠政策實(shí)施和交通基礎(chǔ)設(shè)施建設(shè)將是快速推進(jìn)滿洲里跨境經(jīng)濟(jì)合作的發(fā)展重點(diǎn)。第六章根據(jù)實(shí)證得出的結(jié)論,結(jié)合當(dāng)前滿洲里發(fā)展現(xiàn)狀,從實(shí)施政府工作對(duì)接明確協(xié)調(diào)機(jī)制、深化貿(mào)易合作并擴(kuò)大貿(mào)易規(guī)模、改善區(qū)域內(nèi)投資環(huán)境、完善基礎(chǔ)設(shè)施實(shí)現(xiàn)互聯(lián)互通,積極開展文化交流等方面進(jìn)行探討,為深化滿洲里跨境經(jīng)濟(jì)合作提出一些具體的對(duì)策建議。
[Abstract]:In the environment of geo-economic development, regional economic cooperation has been paid more and more attention by domestic and foreign scholars. With the gradual development of the "Belt and Road" strategy, in September 2016, the National Development and Reform Commission issued the outline for the Construction of China, Mongolia and Russia's Economic Corridor. As the first multilateral cooperation program in Belt and Road, this indicates that the economic cooperation in the border area between China, Mongolia and Russia has entered the stage of implementation, and the practical construction of Manchuria cross-border economic cooperation zone has also been put on the agenda. In fact, as early as March 2016, Russia's post-Baikal border region, Mongolia's Orientale province and China's Manchuria city already held a signing ceremony in Manchuria for the construction of a cross-border economic cooperation zone between China, Mongolia and Russia. Although the plan for the Manchuria cross-border economic cooperation zone has not been announced, but the Manchuria cross-border economic cooperation has been further developed. This research is divided into six chapters, the first chapter is the introduction part, mainly describes the research background and significance, domestic and foreign research review, this paper innovation and shortcomings. Mainly from the concept of cross-border regional cooperation, spatial geography perspective, government cooperation perspective, economic cooperation perspective to comb the literature, It is found that quantitative analysis and qualitative analysis should be combined to better analyze the future development of Manchuria cross-border economic cooperation. The second chapter introduces the theory of cross-border economic cooperation, including customs union theory, geo-economic theory and regional economic growth pole theory. From this, we can learn that in order to smoothly realize geo-economic cooperation in the Asia-Pacific region, we must take into account the market interests and national security issues of various countries. The third chapter expounds the current situation of Sino-Mongolian and Russian cooperation from the international environmental level, and analyzes from the four aspects of geographical resources, political diplomacy, economic and trade, and social culture, and finds that China, Mongolia and Russia have good cooperation situation. This also provides the background for the future development of cross-border economic cooperation. The fourth chapter analyzes the actual basis and obstacles of local economic cooperation from the perspective of Manzhouli region. Mainly from the four aspects of trade, investment, infrastructure construction and customs clearance facilitation, it is found that the level of trade cooperation is not high, the investment environment needs to be improved, and the infrastructure at docking ports is underdeveloped. The level of modern logistics needs to be raised four problems. In chapter 5, the economic effects of cross-border economic cooperation in Manzhouli are empirically analyzed, and the VAR model is established based on the data variables of trade, investment, economic growth, tariff and volume from 1999 to 2015. By analyzing the causality, impulse response and so on, it is found that increasing investment, promoting trade growth, implementing preferential policies and building transport infrastructure will be the key points for the rapid development of cross-border economic cooperation in Manzhouli. The sixth chapter according to the empirical conclusions, combined with the current development of Manzhouli, from the implementation of government work to clear the coordination mechanism, deepen trade cooperation and expand the scale of trade, improve the intraregional investment environment. In order to deepen the cross-border economic cooperation of Manzhouli, this paper puts forward some concrete countermeasures and suggestions on how to improve infrastructure connectivity and actively carry out cultural exchanges.
