【摘要】：隨著公共事務(wù)的日益復(fù)雜化,以政府為單一主體的"自上而下"的傳統(tǒng)治理模式已無(wú)法滿足現(xiàn)代社會(huì)的需求,如何將"多元共治"的理念和方法運(yùn)用到公共問(wèn)題的解決中,不僅關(guān)系到社會(huì)公共利益的實(shí)現(xiàn),而且還關(guān)系到公共部門的合法性。由治理與政策網(wǎng)絡(luò)理論衍生而來(lái)的網(wǎng)絡(luò)治理方式,是新時(shí)代背景下公共事務(wù)治理的有效方式之一。我國(guó)縣域統(tǒng)籌城鄉(xiāng)發(fā)展實(shí)踐需要政府治理方式的創(chuàng)新,網(wǎng)絡(luò)治理為其提供了新思路。本文首先對(duì)治理、網(wǎng)絡(luò)治理理論進(jìn)行闡釋,其次對(duì)我國(guó)的縣域統(tǒng)籌城鄉(xiāng)發(fā)展與地方治理進(jìn)行分析,再次從網(wǎng)絡(luò)治理的視角對(duì)K市統(tǒng)籌城鄉(xiāng)發(fā)展實(shí)踐進(jìn)行分析,最后基于K市的實(shí)踐經(jīng)驗(yàn),提出改善縣域統(tǒng)籌城鄉(xiāng)發(fā)展的相關(guān)對(duì)策。
[Abstract]:With the increasing complexity of public affairs, the traditional "top-down" governance model with the government as a single subject has been unable to meet the needs of modern society. How to apply the concept and method of "multiple co-governance" to the solution of public problems? Not only related to the realization of social public interest, but also related to the legitimacy of the public sector. Network governance, derived from the theory of governance and policy network, is one of the effective ways to govern public affairs in the new era. The practice of county planning urban and rural development needs the innovation of government governance, and network governance provides a new way of thinking for it. This paper first explains the theory of governance and network governance, secondly analyzes the county overall planning of urban and rural development and local governance, and then analyzes the practice of urban and rural development in K city from the perspective of network governance. Finally, based on the practical experience of K City, the paper puts forward the relevant countermeasures to improve the urban and rural development in the county.
