【摘要】：本文通過深入研究分析宜賓市老工業(yè)基地產(chǎn)業(yè)發(fā)展歷程、現(xiàn)狀以及發(fā)展的基礎(chǔ)優(yōu)勢和存在的主要問題，以國內(nèi)外關(guān)于老工業(yè)基地產(chǎn)業(yè)轉(zhuǎn)型升級相關(guān)理論研究為指導(dǎo)，借鑒國內(nèi)外老工業(yè)基地產(chǎn)業(yè)轉(zhuǎn)型升級實踐經(jīng)驗，將理論分析和實踐分析相結(jié)合，為宜賓市老工業(yè)基地產(chǎn)業(yè)轉(zhuǎn)型升級提出了針對性的對策建議。本文共四部分。第一部分具體論述了國內(nèi)外老工業(yè)基地產(chǎn)業(yè)轉(zhuǎn)型升級的相關(guān)理論綜述。第二部分主要通過研究宜賓市老工業(yè)基地產(chǎn)業(yè)發(fā)展歷程，具體分析了宜賓市老工業(yè)基地產(chǎn)業(yè)轉(zhuǎn)型升級的基礎(chǔ)優(yōu)勢、存在問題和重要意義。第三部分深入研究了國外的英國倫敦、日本北九州和國內(nèi)的沈陽鐵西區(qū)、吉林哈達(dá)灣這四個老工業(yè)基地產(chǎn)業(yè)轉(zhuǎn)型升級典型案例，歸納總結(jié)出了實現(xiàn)老工業(yè)基地產(chǎn)業(yè)轉(zhuǎn)型升級的成功實踐經(jīng)驗。第四部分是本文的核心內(nèi)容，，也是作者的主要觀點(diǎn)，在前三部分理論分析和實踐分析的基礎(chǔ)上，針對宜賓實際情況，為宜賓市推進(jìn)老工業(yè)基地產(chǎn)業(yè)轉(zhuǎn)型升級提供對策建議，宜賓要從本地資源和優(yōu)勢出發(fā)，科學(xué)制定產(chǎn)業(yè)發(fā)展規(guī)劃，堅持走新型工業(yè)化道路、走創(chuàng)新驅(qū)動發(fā)展道路、走綠色發(fā)展道路；在具體產(chǎn)業(yè)選擇方面要加快打造“六大產(chǎn)業(yè)基地”，大力發(fā)展現(xiàn)代服務(wù)業(yè)，淘汰衰退落后產(chǎn)能，積極承接產(chǎn)業(yè)轉(zhuǎn)移；重點(diǎn)通過打造現(xiàn)代化交通樞紐、加快城市老工業(yè)區(qū)改造、制定扶持政策、全面深化改革這四個方面保障宜賓市老工業(yè)基地產(chǎn)業(yè)轉(zhuǎn)型升級的順利推進(jìn)。
[Abstract]:In this paper, through in-depth research and analysis of the development process, current situation, basic advantages and main problems of the old industrial base of Yibin City, and guided by the theoretical research on the transformation and upgrading of the old industrial base at home and abroad, Based on the practical experience of industrial transformation and upgrading of old industrial bases at home and abroad, this paper combines theoretical analysis with practical analysis, and puts forward some countermeasures and suggestions for the industrial transformation and upgrading of old industrial bases in Yibin City. There are four parts in this paper. The first part concretely discusses the domestic and foreign old industrial base industry transformation and upgrading related theory summary. The second part mainly through the research Yibin old industrial base industry development process, has analyzed the Yibin old industrial base industry transformation and upgrading the foundation superiority, the existence question and the significance concretely. In the third part, the typical cases of industrial transformation and upgrading of four old industrial bases, such as London, Kitakyushu, Japan and Tiexi, Jilin Hada Bay, are studied in depth. Summarized the successful practical experience of realizing the industrial transformation and upgrading of the old industrial base. The fourth part is the core content of this article, also is the author's main point of view. On the basis of theoretical analysis and practical analysis of the first three parts, aiming at the actual situation of Yibin, it provides countermeasures and suggestions for the promotion of the industrial transformation and upgrading of the old industrial base in Yibin City. Yibin should proceed from local resources and advantages, scientifically formulate industrial development plans, adhere to the road of new-type industrialization, take the road of innovation-driven development, take the road of green development, and speed up the establishment of "six major industrial bases" in the selection of specific industries. Vigorously develop modern service industries, eliminate declining and backward production capacity, actively undertake industrial transfer; focus on building modern transportation hubs, speed up the transformation of old urban industrial zones, and formulate supporting policies, The four aspects of comprehensive deepening reform ensure the smooth promotion of the industrial transformation and upgrading of Yibin's old industrial base.
