【摘要】：近年來，國家重視縣域經濟的發(fā)展�？h域經濟是我國國民經濟的基本單元，縣域協調發(fā)展是協調發(fā)展理論在縣域的必然要求。經濟與社會協調發(fā)展，有利于縣域經濟的發(fā)展壯大。本課題選擇了位于環(huán)首都經濟圈的河北省懷來縣作為縣域經濟、社會協調發(fā)展的研究區(qū)域。懷來縣在全國縣域經濟社會協調發(fā)展方面有一定代表性。 本文借鑒國內外相關理論，采用文獻研究法、調查分析法、比較分析法，通過與張家口十三縣和三個參照縣的經濟社會發(fā)展相關數據的比較，顯示出：懷來縣的經濟發(fā)展、社會事業(yè)發(fā)展在張家口地區(qū)具有顯著優(yōu)勢，經濟與社會發(fā)展較為協調。懷來縣以葡萄產業(yè)作為主導產業(yè)，推進科技創(chuàng)新，促進產業(yè)升級，帶動了全縣整體經濟較快較好發(fā)展。懷來縣致力于統籌城鄉(xiāng)、經濟與社會發(fā)展，在經濟快速發(fā)展的同時，實現了各項社會事業(yè)的全面較快進步，實現了經濟與社會較好地協調發(fā)展。但作為欠發(fā)達地區(qū)的縣域，懷來的經濟基礎還較差、基礎設施薄弱、工業(yè)規(guī)模小，高新技術產業(yè)處于起步發(fā)展階段，人口、勞動力素質及就業(yè)能力有待提高，社會保障工作還不完善，貧困人口還有相當多數量。針對存在問題提出了對策建議：以科技進步，促進工業(yè)特別是高新技術產業(yè)的發(fā)展；做大做強優(yōu)勢主導產業(yè)，促進生產力發(fā)展；加強基礎設施建設，提高公共服務能力；依托資源與地域優(yōu)勢，打造特色旅游業(yè)；注重教育與技能培訓工作，提升人口素質，增強就業(yè)能力；完善社會保障體系，提高保障水平；加大扶貧力度，著力改善貧困人口生活。 本論文創(chuàng)新點：1.本課題研究縣域經濟與社會協調發(fā)展，與單純縣域經濟研究相比，具有創(chuàng)新性。2.本課題采用比較法，與相鄰縣、所在地區(qū)十三縣平均水平相比較，其結論更為全面、真實、可信。3.本課題以馬克思主義理論為指導，剖析典型縣經濟社會協調發(fā)展的經驗和存在問題，提出發(fā)展對策，在理論和實踐上都有創(chuàng)新性。
[Abstract]:In recent years, the state attaches importance to the development of county economy. County economy is the basic unit of our national economy, and the coordinated development of county area is the inevitable requirement of coordinated development theory in county area. The coordinated development of economy and society is beneficial to the development of county economy. This paper chooses Huailai County of Hebei Province as the research area of coordinated development of county economy and society. Huailai County in the country's county economic and social development has a certain degree of representativeness. This article draws lessons from the domestic and foreign related theories, uses the literature research method, the investigation analysis method, the comparative analysis method, through the comparison with the Zhangjiakou thirteen counties and three reference counties' economic and social development related data, shows: Huailai County's economic development, Social development in Zhangjiakou area has significant advantages, economic and social development is more coordinated. Huailai County takes grape industry as the leading industry, promotes scientific and technological innovation, promotes industrial upgrading, and drives the whole county economy to develop faster and better. Huailai County is committed to coordinating urban and rural areas, economic and social development, in the rapid economic development, the realization of the rapid progress of all social undertakings, to achieve a better coordinated development of economy and society. However, as a county in an underdeveloped region, its economic base is still poor, its infrastructure is weak, its industrial scale is small, the high-tech industry is in its initial stage of development, and its population, labor quality and employment ability need to be improved. Social security work is not perfect, the number of poor people is still quite large. In view of the existing problems, the paper puts forward countermeasures and suggestions: to promote the development of industry, especially high-tech industry, to expand and strengthen the dominant industry, to promote the development of productive forces, to strengthen the construction of infrastructure, and to improve the capacity of public service. Relying on the advantages of resources and regions, creating characteristic tourism, paying attention to education and skills training, improving the quality of the population, enhancing the ability of employment, perfecting the social security system, improving the level of security, strengthening poverty alleviation, Efforts should be made to improve the lives of the poor. This paper innovates point: 1. This subject studies the coordinated development of county economy and society, compared with pure county economy research, it is innovative. 2. Compared with the average level of 13 counties in neighboring counties and regions, the conclusion of this paper is more comprehensive, truthful and credible. Under the guidance of Marxist theory, this paper analyzes the experience and existing problems of the coordinated development of economy and society in typical counties, and puts forward the development countermeasures, which are innovative in theory and practice.
