【摘要】：自經(jīng)濟特區(qū)在我國出現(xiàn)以后，由于發(fā)展的需要，國家開始建設特殊經(jīng)濟開發(fā)區(qū)域，這便是開發(fā)區(qū)的雛形。根據(jù)開發(fā)功能及需要上的偏重，在不同地區(qū)形成了各種不同類型的開發(fā)區(qū)。自上世紀80年代至今，國內(nèi)各類型開發(fā)區(qū)在近40年間不斷發(fā)展壯大，在吸引FDI、對外貿(mào)易出口、推進城市化、增加就業(yè)等方面擔當了重要角色，同時也擔負了政府職能轉(zhuǎn)型和現(xiàn)代產(chǎn)業(yè)發(fā)展的重任，成為了各個地區(qū)經(jīng)濟增長的重要載體、外向型產(chǎn)業(yè)的集聚地和改革開放的前沿，是各地現(xiàn)代經(jīng)濟發(fā)展的重要“增長極” 本文在對入駐企業(yè)開展調(diào)查研究的基礎上，對我國開發(fā)區(qū)政府的優(yōu)惠政策與工作模式進行分析，試圖找出開發(fā)區(qū)模式政府職能改進的可行性方向。本研究以河南省XX市為例，通過對XX市某開發(fā)區(qū)政府在招商引資中對新入駐企業(yè)實施的政策性優(yōu)惠及工作方案的實證分析，討論現(xiàn)有模式的可能效果與存在的問題，探索可能的解決辦法，從而為當前的政府職能改革及以后其他開發(fā)區(qū)政府制定關于入駐企業(yè)相關政策提供參考。 本文主要由以下幾個部分組成： 第一章，緒論。主要就本文選題的研究背景、研究意義等進行闡述，就相關理論基礎、國內(nèi)外關于開發(fā)區(qū)對入駐企業(yè)的優(yōu)惠性政策及扶持研究的相關文獻資料進行了評述并做了簡要分析，并在此基礎上設計自己的研究方法與研究方向。 第二章，基本概念和發(fā)展歷史。主要介紹國內(nèi)外開發(fā)區(qū)的發(fā)展歷程及政府優(yōu)惠政策情況,并對論文中將用到的開發(fā)區(qū)及其對企業(yè)進行優(yōu)惠的基本政策與概念作一介紹，作為后面分析的背景基礎。 第三章，調(diào)研對象的基本情況描述。主要對選定的幾個企業(yè)進行調(diào)研的背景進行簡單描述，特別是對各家企業(yè)的相關特征、比如規(guī)模、產(chǎn)業(yè)性質(zhì)等進行簡要介紹，做出適當歸類，并對其開辦過程中的政府管理效率作一基本判斷。 第四章，開發(fā)區(qū)政府擬定優(yōu)惠政策分析。主要將開發(fā)區(qū)建設初期，開發(fā)區(qū)政府為加大招商引資力度，擴大對外開放，加快開發(fā)建設步伐所擬定的招商引資優(yōu)惠政策作簡要的闡述，從而為后面的調(diào)查結(jié)果分析與效果分析提供一個基礎。本部分主要討論政府服務的硬件建設內(nèi)容。 第五章，政府職能改進的公共服務擬定方案。主要就開發(fā)區(qū)政府為了改進自身的服務水平，保證市場經(jīng)濟主體在發(fā)展中急需的公共產(chǎn)品得以及時供給而進行的探索方案。本部分主要討論政府服務的軟件建設設想。 第六章，開發(fā)區(qū)優(yōu)惠政策的效果分析。主要就調(diào)研過程中獲得的材料進行討論，從以企業(yè)為視角的問卷調(diào)查入手進行微觀層面的優(yōu)惠政策效果分析，將開發(fā)區(qū)政府擬定的對入駐企業(yè)的優(yōu)惠性政策及扶持與企業(yè)感受到的實際效果進行對比。 第七章，現(xiàn)有政策效果不理想的原因分析及政策建議。主要討論開發(fā)區(qū)政府給出的各種優(yōu)惠政策的讓利實質(zhì)及存在的種種不足，特別是從開發(fā)區(qū)入駐企業(yè)作為市場經(jīng)營主體的公共競爭需要的角度討論開發(fā)區(qū)政府職能改進的方向，，對進一步優(yōu)化開發(fā)區(qū)對入駐企業(yè)的優(yōu)惠性政策及扶持給出簡單的建議。
[Abstract]:Since the beginning of the 1980s , different types of development zones have been formed in different areas . Since 1980s , the development of various types of development zones has been playing an important role in attracting FDI , export of foreign trade , promoting urbanization and increasing employment .

Based on the investigation and research of the enterprises in China , this paper analyzes the preferential policies and working modes of the development zone government in China , tries to find out the feasible direction of the improvement of the government function of the development zone .

This paper mainly consists of the following parts :

The first chapter introduces the research background , the research significance and so on . On the basis of the relevant theories , the paper reviews and analyses the relevant literatures about the preferential policy and support research of the enterprises in the development zone at home and abroad , and designs its own research method and research direction .

The second chapter , the basic concept and the development history , mainly introduces the development course of the development zone at home and abroad and the government preferential policy , and introduces the development zone used in the paper and the basic policies and concepts of the preferential treatment to the enterprise as the background basis of the later analysis .

In chapter 3 , the basic information of the research object is described . The background of the investigation of selected enterprises is briefly described , especially the relevant characteristics of each enterprise , such as the scale , the property of the industry , etc . are briefly introduced , the appropriate classification is made , and the government management efficiency in the course of its start - up is made a basic judgment .

In chapter 4 , the development of preferential policy analysis is formulated by the development zone government . At the beginning of the development of the development zone , the government of the development zone provides a brief description of the investment promotion preferential policies formulated by the opening of the outside world and speeding up the development and construction , so as to provide a basis for the analysis and effect analysis of the later findings . This part mainly discusses the hardware construction of government services .

In chapter 5 , the development of public service is mainly discussed in this part in order to improve the service level of the development zone and to guarantee the timely supply of the public goods needed in the development of the market economy subject . The present part mainly discusses the idea of software construction of government services .

In the sixth chapter , the effect of preferential policies in the development zone is analyzed . This paper mainly discusses the material obtained in the investigation process , analyzes the effect of preferential policies on the micro level from the questionnaire survey with the view of enterprises , and compares the preferential policies and the support of the development zone government on the enterprises ' preferential policies .

Chapter 7 , the reason analysis and the policy suggestion of the current policy effect are not ideal . The paper mainly discusses the nature and the shortage of the preferential policies given by the government of the development zone , especially the direction of the improvement of the government function of the development zone from the angle of the development zone ' s entry into the enterprise as the public competition of the market operation subject , and gives a simple suggestion to further optimize the preferential policies and support for the enterprises in the development zone .
