【摘要】：隨著經(jīng)濟(jì)社會(huì)的快速發(fā)展以及科學(xué)技術(shù)的不斷進(jìn)步，各國(guó)對(duì)海洋的開(kāi)發(fā)力度逐漸加大，全球海洋經(jīng)濟(jì)日益發(fā)展，世界性大國(guó)都不同程度地把海洋開(kāi)發(fā)與海洋保護(hù)問(wèn)題提到了政府重要工作議程之中。在此背景下，我國(guó)黨和政府更加重視海洋資源的開(kāi)發(fā)與利用工作。在黨的十八大報(bào)告中將“建設(shè)海洋強(qiáng)國(guó)”提升至國(guó)家發(fā)展戰(zhàn)略的高度，提出了建設(shè)海洋強(qiáng)國(guó)的戰(zhàn)略構(gòu)想，為開(kāi)發(fā)海洋指明了方向。隨后，沿海省市紛紛響應(yīng)，積極提出了建設(shè)海洋強(qiáng)省的戰(zhàn)略。在當(dāng)前形勢(shì)下，實(shí)施海洋強(qiáng)市戰(zhàn)略，提高我國(guó)沿海城市的海洋經(jīng)濟(jì)發(fā)展能力，成為增強(qiáng)沿海城市競(jìng)爭(zhēng)力的重要發(fā)展趨勢(shì)。 青島地處黃海之濱，擁有豐富的海洋資源，海洋科技優(yōu)勢(shì)突出，是山東半島的龍頭城市，發(fā)展海洋經(jīng)濟(jì)的條件得天獨(dú)厚。多年來(lái)，青島海洋產(chǎn)業(yè)蓬勃發(fā)展，如濱海旅游、港口、造船、海洋生物產(chǎn)業(yè)等，有著廣闊的海洋產(chǎn)業(yè)發(fā)展前景。 海洋發(fā)展戰(zhàn)略的制定首先要以現(xiàn)存國(guó)內(nèi)外的國(guó)家與地區(qū)的海洋發(fā)展戰(zhàn)略為基礎(chǔ)，探尋發(fā)展歷程，借鑒成功經(jīng)驗(yàn)，總結(jié)失敗不足。青島市海洋強(qiáng)市戰(zhàn)略研究的思路是沿著三步主線展開(kāi)的，首先梳理國(guó)內(nèi)外沿海地區(qū)海洋發(fā)展戰(zhàn)略的發(fā)展與研究狀況，進(jìn)而對(duì)青島市海洋強(qiáng)市綜合實(shí)力進(jìn)行評(píng)價(jià)，最后提出青島市建設(shè)海洋強(qiáng)市的發(fā)展戰(zhàn)略。 鑒于此，本文立足于海洋經(jīng)濟(jì)學(xué)、可持續(xù)發(fā)展論、區(qū)域經(jīng)濟(jì)學(xué)等理論與方法，以青島市為研究對(duì)象，利用文獻(xiàn)研究法、比較分析法、定量分析于與定性分相結(jié)合法，運(yùn)用SWOT分析模型對(duì)青島市海洋強(qiáng)市分析，，結(jié)合國(guó)外海灣城市發(fā)展經(jīng)驗(yàn)，提出青島海洋強(qiáng)市的戰(zhàn)略定位和戰(zhàn)略性任務(wù)，進(jìn)而提出青島市海洋強(qiáng)市發(fā)展戰(zhàn)略，旨在向青島海洋強(qiáng)市提供可行性建議，通過(guò)促進(jìn)青島市海洋產(chǎn)業(yè)的發(fā)展帶動(dòng)青島整體經(jīng)濟(jì)的發(fā)展，增強(qiáng)城市競(jìng)爭(zhēng)力。論文主要內(nèi)容如下： （1）通過(guò)吸收借鑒國(guó)內(nèi)外關(guān)于海洋經(jīng)濟(jì)、海洋強(qiáng)國(guó)戰(zhàn)略和海洋強(qiáng)�。ㄊ校⿷�(zhàn)略等的最新研究成果，對(duì)海洋強(qiáng)國(guó)戰(zhàn)略理論進(jìn)行梳理，進(jìn)而對(duì)海洋強(qiáng)市戰(zhàn)略的相關(guān)概念進(jìn)行界定，運(yùn)用演繹歸納法對(duì)海洋強(qiáng)市的內(nèi)涵特征進(jìn)行了總結(jié)，為文章的進(jìn)一步闡述提供了理論基礎(chǔ)。 （2）借鑒國(guó)內(nèi)外已具規(guī)模的海洋強(qiáng)國(guó)綜合國(guó)力評(píng)價(jià)指標(biāo)體系和學(xué)者們提出的海洋強(qiáng)省指標(biāo)體系等研究，構(gòu)建海洋強(qiáng)市綜合實(shí)力評(píng)價(jià)指標(biāo)體系。此為本文的創(chuàng)造性成果。 （3）結(jié)合評(píng)價(jià)指標(biāo)，對(duì)青島市海洋強(qiáng)市發(fā)展的現(xiàn)狀進(jìn)行定量分析，在海洋經(jīng)濟(jì)產(chǎn)出、海洋產(chǎn)業(yè)結(jié)構(gòu)、港口產(chǎn)業(yè)發(fā)展等方面，將青島市與國(guó)內(nèi)其他海洋強(qiáng)市進(jìn)行比較，得出青島市海洋強(qiáng)市總體水平在全國(guó)沿海城市范圍內(nèi)處于中等偏上，在山東省內(nèi)是龍頭城市。 （4）結(jié)合評(píng)價(jià)指標(biāo)的七個(gè)子系統(tǒng)，對(duì)青島市發(fā)展海洋強(qiáng)市做SWOT分析，可見(jiàn)青島市港口產(chǎn)業(yè)和海洋科技優(yōu)勢(shì)突出，得出青島市海洋強(qiáng)市的戰(zhàn)略選擇為SO戰(zhàn)略。 （5）結(jié)合國(guó)際海灣城市發(fā)展經(jīng)驗(yàn)和前文的研究結(jié)果，對(duì)青島市發(fā)展海洋強(qiáng)市進(jìn)行戰(zhàn)略定位，結(jié)合青島市海洋強(qiáng)市的優(yōu)勢(shì)劣勢(shì)，提出了加快港口建設(shè)、打造特色海洋旅游經(jīng)濟(jì)帶、發(fā)展可再生能源產(chǎn)業(yè)、保護(hù)海洋生態(tài)環(huán)境四大戰(zhàn)略性任務(wù)，并從樹(shù)立現(xiàn)代海洋強(qiáng)市發(fā)展觀、完善海洋強(qiáng)市法律法規(guī)、堅(jiān)持科技興海、加強(qiáng)海域管理等方面提出了保障青島市海洋強(qiáng)市戰(zhàn)略實(shí)施的對(duì)策建議。
[Abstract]:With the rapid development of the economy and society and the continuous progress of science and technology, the development of the ocean is gradually increasing, and the global marine economy is developing. All the world powers have mentioned the issue of marine development and marine protection to the important work agenda of the government to varying degrees. In this context, the party and government of our country pay more attention to the sea. The development and utilization of ocean resources. In the eighteen major report of the party, "building a powerful ocean power" to the national development strategy, the strategic concept of building a marine power has been proposed, and the direction for the development of the ocean is pointed out. Subsequently, the coastal provinces and cities have responded, actively put forward the strategy of building a strong marine province. Under the current situation, the implementation of the strategy is implemented. The strategy of strengthening the ocean market and improving the marine economic development capacity of coastal cities in China has become an important trend of enhancing the competitiveness of coastal cities.
Qingdao, located in the shore of the Yellow Sea, has rich marine resources, marine science and technology has outstanding advantages. It is the leading city of Shandong Peninsula, and the conditions of developing the marine economy are unique. For many years, the Qingdao marine industry has developed vigorously, such as coastal tourism, port, shipbuilding, marine bio production, and so on, and has a broad prospects for the development of the marine industry.
First of all, the development strategy of marine development should be based on the current national and regional marine development strategy at home and abroad, explore the development process, draw lessons from the successful experience and summarize the failure. The train of thought of the strategic study of Qingdao city's marine strong city is carried out along the three main lines. First, the development and research of the marine development strategy at home and abroad are combed. Finally, it puts forward the development strategy of Qingdao to build a strong marine city in Qingdao.
In view of this, this article is based on the theories and methods of marine economics, sustainable development and regional economics, taking Qingdao as the research object, using the literature research method, comparative analysis method, quantitative analysis and qualitative analysis, using the SWOT analysis model to analyze Qingdao ocean strong city and combining the experience of the development of foreign Gulf cities. The strategic positioning and strategic task of Shima Mihiro strong city, and then put forward the development strategy of Qingdao ocean strong city, aiming at providing feasible suggestions to Qingdao ocean strong city, promoting the overall economic development of Qingdao by promoting the development of the Qingdao ocean industry and enhancing the competitiveness of the city. The main contents of the article are as follows:
(1) through absorbing and drawing on the latest research achievements of marine economy, marine power strategy and marine strong province (city) strategy, this paper combs the strategic theory of marine power, defines the related concepts of the ocean strong city strategy, and sums up the connotation and characteristics of the strong city by deductive induction. The step elaboration provides the theoretical basis.
(2) to draw on the comprehensive national strength evaluation index system of marine power at home and abroad and the marine strong province index system proposed by scholars, the comprehensive strength evaluation index system of marine strong city is constructed. This is the creative achievement of this article.
(3) according to the evaluation index, the present situation of the development of Qingdao ocean strong city is quantitatively analyzed. In the marine economic output, the marine industrial structure and the development of the port industry, the comparison between Qingdao and other domestic strong cities is made, and it is concluded that the overall water level of the Qingdao city is in the middle of the national coastal city, and in Shandong. The city is the leading city in the province.
(4) combining the seven sub-systems of the evaluation index, the SWOT analysis of the Qingdao city to develop the strong marine city shows that the advantages of the Qingdao port industry and the marine science and technology are prominent, and the strategic choice of the strong city of Qingdao is the strategy of SO.
(5) combining the experience of the development of the international Gulf city and the results of the previous study, the strategic positioning of the Qingdao city to develop the strong marine city and the advantages and disadvantages of the strong marine city in Qingdao have been put forward, and the four strategic tasks of speeding up the construction of the port, creating the characteristic Marine Tourism Economic Zone, developing the renewable energy industry and protecting the marine ecological environment are put forward. To set up the concept of modern marine strong city development, improve the laws and regulations of the ocean strong city, adhere to the scientific and technological development of the sea, strengthen the sea area management, and so on, put forward the countermeasures and suggestions to ensure the implementation of the Qingdao city's strong city strategy.
