【摘要】：20世紀西方國家經(jīng)濟政策的主要范式經(jīng)歷了從傳統(tǒng)自由主義到凱恩斯主義再到新自由主義的轉變,這是兩次180°的轉變,即從偏右轉到偏左再轉到偏右。這樣一種轉變背后的邏輯是:新、老自由主義與凱恩斯主義是兩種對立的經(jīng)濟主張,各有優(yōu)點和局限性。凱恩斯主義的缺點即是自由主義經(jīng)濟學的優(yōu)點,反之亦然。這兩種經(jīng)濟主張很難結合起來,因為其本質是對立的。故而,當自由主義經(jīng)濟學符合某一時期經(jīng)濟發(fā)展的客觀要求時便會興盛,但隨著自由主義經(jīng)濟政策得到長期推行,其缺點也會暴露出來,進而造成經(jīng)濟問題。要克服自由主義經(jīng)濟政策帶來的問題和弊端,政府必須采用與自由主義經(jīng)濟學相反的經(jīng)濟主張,凱恩斯主義經(jīng)濟學恰好能夠克服此類問題。而在凱恩斯主義經(jīng)濟學興起之后,其缺點也會暴露出來,發(fā)展到一定程度之后又必然要求用自由主義經(jīng)濟政策來克服凱恩斯主義經(jīng)濟政策引發(fā)的經(jīng)濟問題,這也正是20世紀西方國家經(jīng)濟政策嬗變的深層邏輯。
[Abstract]:In the 20th century, the main paradigm of economic policy in western countries underwent a transformation from traditional liberalism to Keynesianism to neoliberalism, which was a transformation of 180 擄, that is, from right to left and then to right.The logic behind such a shift is that new, old liberalism and Keynesianism are two opposing economic claims, each with its advantages and limitations.The drawback of Keynesianism is the strength of liberal economics, and vice versa.The two economic claims are difficult to combine because they are intrinsically opposed.Therefore, when liberal economics meets the objective requirements of a certain period of economic development, it will flourish, but with the long-term implementation of liberal economic policy, its shortcomings will also be exposed, thus causing economic problems.To overcome the problems and drawbacks brought about by liberal economic policy, the government must adopt the economic proposition contrary to liberal economics, which can be overcome by Keynesian economics.However, after the rise of Keynesian economics, its shortcomings will also be exposed, and when it develops to a certain extent, it will inevitably require the use of liberal economic policies to overcome the economic problems caused by Keynesian economic policies.This is also the deep logic of the evolution of the economic policies of the western countries in the 20 th century.
