【摘要】：所謂產(chǎn)業(yè)轉(zhuǎn)移,是指一個(gè)國家或者是某一個(gè)地區(qū)的產(chǎn)業(yè),向另一個(gè)國家和地區(qū)轉(zhuǎn)移的過程。其產(chǎn)生的原因主要是因?yàn)樵搰一蛘叩貐^(qū)的產(chǎn)品需求有所變化,其原先的資源的供給無法滿足現(xiàn)在情況。產(chǎn)業(yè)轉(zhuǎn)移有利于促進(jìn)資源的重新配置和優(yōu)化,從而帶動(dòng)地區(qū)經(jīng)濟(jì)的發(fā)展。產(chǎn)業(yè)轉(zhuǎn)移是一個(gè)必然的趨勢(shì),是地區(qū)經(jīng)濟(jì)發(fā)展到一定程度的結(jié)果。對(duì)于區(qū)域的內(nèi)部來說,產(chǎn)業(yè)轉(zhuǎn)移可以有利于結(jié)構(gòu)的優(yōu)化升級(jí),有利于產(chǎn)業(yè)完善,提高地區(qū)經(jīng)濟(jì)的質(zhì)量,加速經(jīng)濟(jì)的發(fā)展態(tài)勢(shì),從而增強(qiáng)整個(gè)地區(qū)經(jīng)濟(jì)在宏觀經(jīng)濟(jì)中的競(jìng)爭(zhēng)能力；從產(chǎn)業(yè)的轉(zhuǎn)出地來說,可以減少不必要的勞動(dòng)力,將高能耗的污染企業(yè)轉(zhuǎn)移到其它地方,升級(jí)產(chǎn)業(yè),減少勞動(dòng)密集型和資源密集型企業(yè)在經(jīng)濟(jì)中的比重；而通過產(chǎn)業(yè)轉(zhuǎn)移,各個(gè)區(qū)域間可以合作,協(xié)調(diào)發(fā)展,達(dá)到雙贏局面。要想更好的實(shí)現(xiàn)專業(yè)轉(zhuǎn)移,就需要學(xué)習(xí)西方發(fā)達(dá)國家的先進(jìn)經(jīng)驗(yàn)。 改革開放的步伐中,安徽的經(jīng)濟(jì)得到騰飛。但是安徽要推動(dòng)經(jīng)濟(jì)的進(jìn)一步發(fā)展,就必須進(jìn)行產(chǎn)業(yè)轉(zhuǎn)移。目前,安徽已經(jīng)確定了中部崛起戰(zhàn)略,并且以產(chǎn)業(yè)轉(zhuǎn)移示范區(qū)為基點(diǎn),開展產(chǎn)業(yè)轉(zhuǎn)移。產(chǎn)業(yè)轉(zhuǎn)移能夠創(chuàng)造新的就業(yè)機(jī)會(huì),提高政府的經(jīng)濟(jì)收入,同時(shí)能夠優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)。安徽通過產(chǎn)業(yè)轉(zhuǎn)移能夠得到急需的資本,獲得技術(shù)人才,并且學(xué)習(xí)到管理經(jīng)驗(yàn)。在產(chǎn)業(yè)轉(zhuǎn)移的過程中,安徽要注意營造良好的產(chǎn)業(yè)承接的氛圍,有步驟、有條理的進(jìn)行產(chǎn)業(yè)轉(zhuǎn)移。掌握產(chǎn)業(yè)轉(zhuǎn)移中的內(nèi)在的規(guī)律,將產(chǎn)業(yè)轉(zhuǎn)移看作是結(jié)構(gòu)調(diào)整的窗口。對(duì)于安徽來說,解決產(chǎn)業(yè)轉(zhuǎn)移的效率問題,如何將產(chǎn)業(yè)轉(zhuǎn)移和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整結(jié)合起來,都是需要重點(diǎn)考慮的。 本論文,從以上的認(rèn)識(shí)出發(fā),通過對(duì)數(shù)據(jù)進(jìn)行分析,在理論基礎(chǔ)上,分析產(chǎn)業(yè)轉(zhuǎn)移帶來的影響,發(fā)現(xiàn)安徽在產(chǎn)業(yè)轉(zhuǎn)移中存在的問題,并且就這些問題提出解決方法。筆者希望通過本論文能夠?yàn)榘不盏漠a(chǎn)業(yè)機(jī)構(gòu)升級(jí),提高產(chǎn)業(yè)結(jié)構(gòu)科學(xué)性和合理性,為安徽的經(jīng)濟(jì)和社會(huì)進(jìn)一步發(fā)展出謀劃策。 全文共分六章：導(dǎo)論是第一章的主要內(nèi)容。在導(dǎo)論的部分,筆者介紹了本論文研究的基本背景,論文研究的意義。通過查閱和分析國內(nèi)外的研究成果,學(xué)習(xí)優(yōu)秀的研究方法和思路,提出本論文自身的特色,論文的創(chuàng)新點(diǎn),并且說明論文存在的不足。第二章主要是分析安徽的產(chǎn)業(yè)結(jié)構(gòu)。其出發(fā)點(diǎn)主要是兩個(gè)方面。第一個(gè)方面是產(chǎn)業(yè)結(jié)構(gòu)的現(xiàn)實(shí)情況,第二是方面是分析安徽產(chǎn)業(yè)結(jié)構(gòu)的不足。第三章說明安徽省承接產(chǎn)業(yè)轉(zhuǎn)移的基本條件,筆者首先從安徽產(chǎn)業(yè)轉(zhuǎn)移的大背景出發(fā),分析產(chǎn)業(yè)承接的整體環(huán)境,接著分析了其承接產(chǎn)業(yè)轉(zhuǎn)移過程中的優(yōu)勢(shì)以及劣勢(shì)。第四章是分析安徽產(chǎn)業(yè)轉(zhuǎn)移帶來的影響。分析優(yōu)化升級(jí)的路徑,并且重點(diǎn)關(guān)注第三產(chǎn)業(yè)轉(zhuǎn)移的效應(yīng)。在第四章中,筆者還以實(shí)證的方式進(jìn)一步說明。第五章是說明安徽在進(jìn)行產(chǎn)業(yè)轉(zhuǎn)移中存在的問題,并且針對(duì)這些問題提出自己的解決辦法。第六章說明了研究結(jié)論,并進(jìn)一步進(jìn)行了研究展望。
[Abstract]:Industrial transfer is the process of transferring to another country and region . The reason is that the supply of the original resources cannot meet the present situation . The industrial transfer is beneficial to promote the reconfiguration and optimization of the resources , thus driving the regional economy to develop .
From the industrial revolution , it is possible to reduce unnecessary labor force , transfer high - energy pollution enterprises to other places , upgrade industries , reduce labor - intensive and resource - intensive enterprises ' specific gravity in the economy ;
Through the industrial transfer , each region can cooperate , coordinate the development , achieve win - win situation . To better realize the professional transfer , we need to learn advanced experience of the western developed countries .

In the process of reform and opening - up , Anhui ' s economy has been taken off . But Anhui is to promote the further development of the economy , and the industrial transfer must be carried out . At present , Anhui has determined the central rise strategy and carried out the industrial transfer based on the industrial transfer demonstration area . In the process of industrial transfer , Anhui should pay attention to the establishment of a good industrial undertaking atmosphere , to obtain technical talents , and to learn the management experience . In the process of industrial transfer , Anhui should pay attention to the establishment of a good industrial undertaking atmosphere , and the industrial transfer can be regarded as a window of structural adjustment .

This paper , based on the above cognition , analyzes the data , analyzes the impact of industrial transfer on the basis of theory , and finds out the problems existing in Anhui ' s industrial transfer , and puts forward a solution to these problems .
