【摘要】：在世界經(jīng)濟全球化和區(qū)域經(jīng)濟一體化進程不斷加快的今天，開展不同層次的區(qū)域合作已成為各國各地區(qū)的廣泛共識。國際間的亞太經(jīng)合組織(APEC)、歐洲聯(lián)盟、北美自由貿(mào)易區(qū)等區(qū)域合作組織深刻地影響了世界經(jīng)濟的發(fā)展，國內(nèi)的長三角、珠三角、環(huán)渤海等經(jīng)濟合作區(qū)域也對推動我國經(jīng)濟協(xié)調(diào)發(fā)展發(fā)揮了重要作用。2012年11月17日，國務(wù)院批復(fù)《中原經(jīng)濟區(qū)規(guī)劃》，中原經(jīng)濟區(qū)正式上升到國家戰(zhàn)略層面，成為國家經(jīng)濟發(fā)展的重點開發(fā)區(qū)域，并成為中部崛起戰(zhàn)略的重要一環(huán)。該區(qū)域地處我國中心地帶，具有貫通南北、承東啟西的特殊戰(zhàn)略位置，自其提出之日起就引起了社會各界的廣泛關(guān)注。山西與河南作為中原經(jīng)濟區(qū)的重要組成部分，山水相依，文化相親，自古以來民間交往活躍，商貿(mào)往來頻繁。然而，由于行政區(qū)劃的分割，兩省之間的經(jīng)濟合作進程明顯滯后，不僅阻礙了兩省各自的經(jīng)濟發(fā)展，也嚴重影響了中原經(jīng)濟區(qū)乃至中部地區(qū)的經(jīng)濟崛起。因此，研究中原經(jīng)濟區(qū)規(guī)劃背景下的晉豫合作對助推中原經(jīng)濟發(fā)展具有十分重要的現(xiàn)實意義。 本文在系統(tǒng)分析晉豫合作的優(yōu)勢、劣勢、機遇和挑戰(zhàn)的基礎(chǔ)上，探析了兩省開展區(qū)域合作的現(xiàn)狀及存在問題，并借鑒國內(nèi)外區(qū)域合作的成功模式，構(gòu)建了晉豫合作的創(chuàng)新模式，重點提出了促進兩省合作的戰(zhàn)略舉措。本文共分為六個部分：第一章主要闡述選題背景、研究內(nèi)容及方法和創(chuàng)新點，綜述國內(nèi)外區(qū)域合作的理論及研究現(xiàn)狀；第二章運用SWOT分析法對晉豫兩省開展區(qū)域合作的優(yōu)勢、劣勢、機遇和挑戰(zhàn)進行系統(tǒng)分析；第三章在分析晉豫合作現(xiàn)狀的基礎(chǔ)上，，提出了目前晉豫之間的合作主要存在規(guī)劃實施不力、政府協(xié)調(diào)機制尚未建立、產(chǎn)業(yè)合作領(lǐng)域較窄等問題；第四章通過對國內(nèi)外區(qū)域合作成功模式的分析和總結(jié)，提出了晉豫開展區(qū)域合作的創(chuàng)新模式，即“政府主導(dǎo)下的點線面合作模式”；第五章是本文的重點，針對晉豫合作中存在的問題，提出了加強晉豫兩省合作的戰(zhàn)略舉措；第六章是本文的結(jié)論。 希望本文的研究成果能對山西和河南兩省開展全方位的區(qū)域合作起到一定的指導(dǎo)和借鑒作用。
[Abstract]:With the globalization of the world economy and the accelerating process of regional economic integration, it has become a common understanding of all countries and regions to carry out regional cooperation at different levels.Regional cooperation organizations such as APEC, the European Union and the North American Free Trade area have had a profound impact on the development of the world economy.The Bohai Rim and other economic cooperation regions have also played an important role in promoting the coordinated development of China's economy. On November 17, 2012, the State Council approved the Central Plains Economic Zone Planning, and the Central Plains Economic Zone officially rose to the national strategic level.Become the national economic development key development area, and become the central rise strategy of an important link.The region is located in the heart of our country and has a special strategic position of connecting the north and the south and connecting the east with the west, which has aroused widespread concern from all walks of life since it was put forward.As an important part of the Central Plains Economic Zone, Shanxi and Henan are closely related to each other.However, due to the division of administrative divisions, the process of economic cooperation between the two provinces is obviously lagging behind, which not only hinders the economic development of the two provinces, but also seriously affects the economic rise of the Central Plains Economic Zone and even the Central China region.Therefore, it is of great practical significance to study the cooperation between Shanxi and Henan under the background of Central Plains Economic Zone Planning to boost the economic development of Central Plains.Based on the systematic analysis of the strengths, weaknesses, opportunities and challenges of Shanxi and Henan cooperation, this paper analyzes the present situation and existing problems of regional cooperation between the two provinces, and draws lessons from the successful models of regional cooperation at home and abroad, and constructs the innovative mode of Shanxi and Henan cooperation.The strategic measures to promote cooperation between the two provinces were put forward.This paper is divided into six parts: the first chapter mainly describes the background of the topic, research content and methods and innovations, summarizes the domestic and foreign regional cooperation theory and research status, the second chapter uses SWOT analysis to develop the advantages of regional cooperation in Shanxi and Henan provinces.On the basis of analyzing the present situation of Shanxi and Henan cooperation, the third chapter points out that the cooperation between Shanxi and Henan is mainly lack of planning and implementation, and the government coordination mechanism has not yet been established.The fourth chapter analyzes and summarizes the successful modes of regional cooperation at home and abroad, and puts forward the innovative mode of regional cooperation in Shanxi and Henan, that is, "the dot-line cooperation mode led by the government".The fifth chapter is the focal point of this paper, aiming at the problems existing in the cooperation between Shanxi and Henan, it puts forward the strategic measures to strengthen the cooperation between Shanxi and Henan, and the sixth chapter is the conclusion of this paper.I hope that the research results of this paper can play a guiding and referential role in carrying out all-round regional cooperation between Shanxi and Henan provinces.
