【摘要】：近年來，，隨著二氧化碳等溫室氣體的排放量不斷增加，全球氣候變暖情況加劇。低碳經(jīng)濟(jì)因此日益受到世界各國的關(guān)注，中國在2010年也吹響了進(jìn)入低碳經(jīng)濟(jì)時代的號角，在“十二五”規(guī)劃中制定了低碳經(jīng)濟(jì)的發(fā)展路線。低碳經(jīng)濟(jì)是以“低污染、低排放、低能耗”為特征的經(jīng)濟(jì)發(fā)展模式，而任何形態(tài)的經(jīng)濟(jì)發(fā)展都離不開金融的支持，金融作為解決經(jīng)濟(jì)活動中不確定因素的一種有效手段，在優(yōu)化資源配置、調(diào)劑資金余缺、提供金融服務(wù)支持等方面都發(fā)揮著重要作用。因而，低碳產(chǎn)業(yè)發(fā)展、低碳技術(shù)研發(fā)都離不開金融部門的支持。甘肅的經(jīng)濟(jì)發(fā)展以高污染、高耗能、資源性的產(chǎn)業(yè)為主，國家當(dāng)前重點(diǎn)監(jiān)控的鐵、建材、石化、有色、化工、電力等高耗能行業(yè)基本上是甘肅的支柱行業(yè)。雖然甘肅的碳排放總量在全國所占比例較小，但甘肅經(jīng)濟(jì)發(fā)展中的“高碳”特征十分顯著。因此，探究甘肅低碳經(jīng)濟(jì)發(fā)展的金融支持對推動該省低碳經(jīng)濟(jì)發(fā)展，加速經(jīng)濟(jì)增長方式轉(zhuǎn)型，實(shí)現(xiàn)國家節(jié)能減排目標(biāo)都具有重要意義。 基于以上的選題背景和研究意義，本文通過分析國內(nèi)金融支持低碳經(jīng)濟(jì)發(fā)展的主要方式和甘肅能源消耗、碳排放、經(jīng)濟(jì)增長等變化趨勢，總結(jié)出了甘肅金融支持低碳經(jīng)濟(jì)發(fā)展存在的問題。研究發(fā)現(xiàn)：甘肅金融對低碳經(jīng)濟(jì)發(fā)展的支持水平與國際和國內(nèi)發(fā)達(dá)地區(qū)水平有明顯差距，不僅缺少相關(guān)的激勵政策和人才，而且金融機(jī)構(gòu)的自身創(chuàng)新能力不足、缺乏統(tǒng)一的監(jiān)管制度。在上述研究的基礎(chǔ)上，本文結(jié)合甘肅自身的碳金融發(fā)展優(yōu)勢，建議從以下幾方面發(fā)展甘肅的碳金融：首先，政府應(yīng)加大對碳金融的政策激勵和支持，并著手建立、完善甘肅省的碳交易市場。其次，金融機(jī)構(gòu)應(yīng)通過向綠色信貸傾斜、提高碳金融創(chuàng)新能力以及積極參與國際低碳經(jīng)濟(jì)活動等途徑支持甘肅碳金融發(fā)展。此外，還要加強(qiáng)專業(yè)人才的儲備與培養(yǎng)，同時健全碳金融風(fēng)險管理機(jī)制。
[Abstract]:In recent years, with the increasing emissions of carbon dioxide and other greenhouse gases, global warming has intensified.Therefore, low-carbon economy has been paid more and more attention in the world. In 2010, China also sounded the horn of entering the era of low-carbon economy, and formulated the development route of low-carbon economy in the 12th Five-Year Plan.Low-carbon economy is an economic development model characterized by "low pollution, low emission and low energy consumption", and any form of economic development can not be separated from the support of finance. Finance is an effective means to solve the uncertain factors in economic activities.It plays an important role in optimizing resource allocation, adjusting fund shortage and providing financial service support.Therefore, the development of low-carbon industry, low-carbon technology research and development are inseparable from the financial sector support.Although the total carbon emission in Gansu is small in China, the characteristics of "high carbon" in the economic development of Gansu are very significant.Therefore, it is of great significance to explore the financial support for the development of low-carbon economy in Gansu Province to promote the development of low-carbon economy in Gansu Province, accelerate the transformation of economic growth mode, and achieve the goal of national energy saving and emission reduction.Based on the background and significance of the above topics, this paper analyzes the main ways of supporting the development of low-carbon economy in domestic finance and the changing trends of energy consumption, carbon emissions and economic growth in Gansu.Summed up Gansu financial support low-carbon economy development problems.It is found that the support level of Gansu finance to the development of low-carbon economy is obviously different from the level of international and domestic developed regions, and not only lacks the relevant incentive policies and talents, but also lacks the innovation ability of the financial institutions themselves.There is a lack of a unified regulatory system.On the basis of the above research, this paper proposes to develop the carbon finance of Gansu from the following aspects: first, the government should increase the policy incentives and support to carbon finance, and start to establish.Improve the carbon trading market in Gansu Province.Secondly, financial institutions should support the development of carbon finance in Gansu through the way of favoring green credit, improving the ability of carbon finance innovation and actively participating in international low-carbon economic activities.In addition, we also need to strengthen the reserve and training of professionals, and improve the carbon financial risk management mechanism.
