【摘要】：經濟增長在經濟學理論中是其研究的重點之一,而經濟增長的因素也在經濟學研究的不斷完善過程中不斷變化和更正。這一過程中美國著名經濟學家西奧多·舒爾茨提出的人力資本理論更是給經濟增長動力因素帶來了翻天覆地的改變。該理論更好的解釋了工業(yè)革命后,工業(yè)革命的始發(fā)國在經濟上日本和德國等二戰(zhàn)重創(chuàng)國家所趕超的原因。新疆經濟能否在激烈的市場競爭中保持持續(xù)、穩(wěn)定增長,能否建設穩(wěn)定和諧的新疆,其中人力資本投資發(fā)揮著重要作用。在合理加大人力資本投資的基礎上,如何縮小區(qū)域性差異,是新疆經濟快速提高和建設和諧新疆的關鍵,也是推動國民經濟更快發(fā)展的關鍵。本文嘗試在借鑒國內外“人力資本投資對經濟增長貢獻”研究分析的基礎上,對人力資本投資與新疆經濟增長進行現狀分析。再根據人力資本投資的表現形式,基于柯布—道格拉斯生產函數,建立人力資本投資對經濟增長影響的模型。根據指標的選取,收集和整理2000-2014年全疆和疆內13個地州市相關數據并進行測算,按全疆、北疆、東疆和南疆區(qū)域界定劃分來分別整理數據。首先,對全疆、北疆、東疆和南疆各相關數據分別進行平穩(wěn)性檢驗,再對其各相關數據之間進行協(xié)整關系檢驗,兩次檢驗通過后,在對全疆、北疆、東疆和南疆分別進行回歸分析。通過實證結果發(fā)現南疆人力資本投資比北疆和東疆人力資本投資對各其經濟增長的貢獻度更顯著,東疆人力資本投資對其經濟增長的貢獻大于北疆人力資本投資對其經濟增長的貢獻。本文從正規(guī)教育投資差異、衛(wèi)生健康投資差異和專職業(yè)培訓投資差異來分析人力資本投資對新疆經濟增長區(qū)域性差異的成因。首先,根據實證分析結果和正規(guī)教育投資相結合分析,得出成因。第一,南疆平均受教育年限還沒達到九年義務教育水平,更需要對基礎教育進行投資,因此政府對南疆基礎教育的投資遠高于北疆和東疆。第二,東疆相對而言人口少,整體人口教育素質水平高于北疆和南疆。第三,作為自治區(qū)首府,烏魯木齊市是對普通高等學校投資的重心,因此北疆擁有的普通高等學校遠高于南疆和東疆。其次,衛(wèi)生健康投資和專職業(yè)培訓投資的差異也是導致區(qū)域性差異的成因。最后提出縮小人力資本投資對經濟增長貢獻區(qū)域性差異的對策建議。
[Abstract]:Economic growth is one of the key points in the study of economic theory, and the factors of economic growth are constantly changing and correcting in the process of continuous improvement of economic research.In this process, the theory of human capital put forward by Theodore Schultz, a famous American economist, has brought about earth-shaking changes to the motive factors of economic growth.The theory better explains why the countries that started the Industrial Revolution were economically overtaken by Japan and Germany, which were hard hit by World War II.Human capital investment plays an important role in the sustained and steady growth of Xinjiang's economy in the fierce market competition and the construction of a stable and harmonious Xinjiang.On the basis of reasonable increase of human capital investment, how to reduce regional differences is the key to the rapid improvement of Xinjiang economy and the construction of harmonious Xinjiang, and also the key to promote the rapid development of national economy.Based on the study of the contribution of human capital investment to economic growth at home and abroad, this paper attempts to analyze the present situation of human capital investment and economic growth in Xinjiang.According to the form of human capital investment and based on Cobb-Douglas production function, the model of the influence of human capital investment on economic growth is established.According to the selection of indicators, the relevant data of 13 prefectures and cities in Xinjiang from 2000 to 2014 were collected and calculated, and the data were sorted out according to the definition of the whole Xinjiang, North Xinjiang, East Xinjiang and South Xinjiang.First of all, the relevant data of the whole, the northern, the eastern and the southern Xinjiang are tested for stability, and then the cointegration relationship between the relevant data is tested. After the two tests are passed, in the whole Xinjiang, the northern Xinjiang, the whole Xinjiang, the northern Xinjiang,Regression analysis was carried out in East Xinjiang and South Xinjiang respectively.The empirical results show that the contribution of human capital investment in southern Xinjiang to economic growth is more significant than that in northern and eastern Xinjiang.The contribution of human capital investment to economic growth in eastern Xinjiang is greater than that of human capital investment in northern Xinjiang.This paper analyzes the causes of the regional differences between human capital investment and economic growth in Xinjiang from the differences of investment in formal education, investment in health care and investment in specialized vocational training.First of all, according to the empirical analysis results and formal education investment combined analysis, the cause of formation.First, the average years of education in southern Xinjiang have not yet reached the level of nine-year compulsory education, and it is more necessary to invest in basic education, so the government's investment in basic education in southern Xinjiang is much higher than that in northern and eastern Xinjiang.Second, the eastern Xinjiang population is relatively small, the overall population education quality level is higher than the northern and southern Xinjiang.Third, as the capital of the autonomous region, Urumqi is the center of investment in ordinary colleges and universities, so the ordinary institutions of higher learning in northern Xinjiang are far higher than those in the south and east.Secondly, the difference between health investment and professional training is the cause of regional difference.Finally, the paper puts forward some countermeasures and suggestions for narrowing the regional difference of the contribution of human capital investment to economic growth.
