【摘要】："一帶一路"戰(zhàn)略是黨中央、國(guó)務(wù)院統(tǒng)籌國(guó)內(nèi)國(guó)際兩個(gè)大局作出的重大決策,對(duì)于開(kāi)創(chuàng)我國(guó)全方位對(duì)外開(kāi)放新格局,促進(jìn)地區(qū)及世界和平發(fā)展具有重大意義。在經(jīng)濟(jì)全球化的時(shí)代背景下,各國(guó)、各地區(qū)的經(jīng)濟(jì)發(fā)展環(huán)環(huán)相扣,緊緊相連,一榮俱榮,一損俱損,沒(méi)有哪一個(gè)國(guó)家可以獨(dú)善其身,走對(duì)外開(kāi)放、合作共贏的道路已經(jīng)成為了世界各國(guó)的必然選擇。福建作為21世紀(jì)海上絲綢之路的核心區(qū),應(yīng)把握歷史機(jī)遇,在"一帶一路"戰(zhàn)略的背景下,提高開(kāi)放型經(jīng)濟(jì)發(fā)展水平,為建設(shè)"機(jī)制活、產(chǎn)業(yè)優(yōu)、百姓富、生態(tài)美"的新福建提供強(qiáng)大支撐和持久動(dòng)力。本文以"一帶一路"戰(zhàn)略實(shí)施為時(shí)代背景,以福建開(kāi)放型經(jīng)濟(jì)發(fā)展作為研究對(duì)象,運(yùn)用文獻(xiàn)分析法、歸納演繹法、調(diào)研訪談法等研究方法對(duì)福建開(kāi)放型經(jīng)濟(jì)發(fā)展面臨的挑戰(zhàn)及對(duì)策進(jìn)行分析研究,一共分為六個(gè)部分。第一部分為緒論,主要介紹選題的時(shí)代背景和理論意義,對(duì)國(guó)內(nèi)外研究現(xiàn)狀進(jìn)行述評(píng),闡述本文的研究思路與方法以及創(chuàng)新之處。第二部分介紹我國(guó)實(shí)施"一帶一路"戰(zhàn)略的理論依據(jù),主要有馬克思列寧主義關(guān)于對(duì)外開(kāi)放的觀點(diǎn)、中國(guó)共產(chǎn)黨關(guān)于對(duì)外開(kāi)放思想、中國(guó)古代對(duì)外開(kāi)放的理念,以及國(guó)外關(guān)于對(duì)外開(kāi)放的理論成果。第三部分闡述實(shí)施"一帶一路"戰(zhàn)略對(duì)福建開(kāi)放型經(jīng)濟(jì)發(fā)展的重大意義。主要有三點(diǎn):有利于福建探尋新的經(jīng)濟(jì)增長(zhǎng)動(dòng)力;有利于促進(jìn)福建與國(guó)內(nèi)周邊地區(qū)的協(xié)同發(fā)展;有利于推動(dòng)福建同周邊國(guó)家的合作交流。第四部分從政策優(yōu)勢(shì)、歷史淵源、現(xiàn)實(shí)條件、華僑資源等四個(gè)方面分析"一帶一路"戰(zhàn)略下福建開(kāi)放型經(jīng)濟(jì)發(fā)展的有利條件。第五部分從內(nèi)部要素和外部因素兩個(gè)角度,總結(jié)歸納了 "一帶一路"戰(zhàn)略下福建開(kāi)放型經(jīng)濟(jì)發(fā)展面臨的挑戰(zhàn)。第六部分針對(duì)福建開(kāi)放型經(jīng)濟(jì)發(fā)展可能面臨的挑戰(zhàn),提出相應(yīng)的對(duì)策。福建應(yīng)貫徹落實(shí)國(guó)家外交政策、實(shí)施創(chuàng)新驅(qū)動(dòng)發(fā)展與優(yōu)進(jìn)優(yōu)出戰(zhàn)略推動(dòng)福建海洋經(jīng)濟(jì)發(fā)展、突出福建自由貿(mào)易試驗(yàn)區(qū)優(yōu)勢(shì)、加強(qiáng)開(kāi)放型經(jīng)濟(jì)建設(shè)所需人才培養(yǎng)、構(gòu)建開(kāi)放型經(jīng)濟(jì)安全保障體系、發(fā)揮華人華僑的重要作用、推進(jìn)與海上絲綢之路國(guó)家間的文化交流。
[Abstract]:The strategy of "Belt and Road" is an important decision made by the CPC Central Committee and the State Council as a whole, which is of great significance for creating a new pattern of all-round opening to the outside world in China and promoting the peaceful development of the region and the world.Under the background of economic globalization, the economic development of various countries and regions is closely linked, linked, prosperous, and damaged. No country can be left alone and open to the outside world.The road of win-win cooperation has become the inevitable choice of all countries in the world.Fujian, as the core area of the 21st century maritime Silk Road, should seize the historical opportunity to improve the level of open economy development under the background of "Belt and Road" strategy, in order to build "mechanism, excellent industry, rich people,"The ecological beauty of the new Fujian provides strong support and lasting power.Taking the implementation of Belt and Road's strategy as the background of the times, taking the development of Fujian's open economy as the research object, this paper uses the literature analysis method to sum up the deductive method.The research methods, such as investigation and interview, analyze the challenges and countermeasures faced by Fujian's open economy, which are divided into six parts.The first part is the introduction, mainly introduces the background and theoretical significance of the topic, reviews the current research situation at home and abroad, expounds the research ideas, methods and innovations of this paper.The second part introduces the theoretical basis for the implementation of "Belt and Road" strategy in China, including Marxism-Leninist views on opening to the outside world, the Communist Party of China's thought on opening to the outside world, and the ancient Chinese concept of opening to the outside world.And the foreign opening to the outside world on the theoretical results.The third part expounds the great significance of carrying out Belt and Road's strategy to the development of Fujian's open economy.There are three main points: it is helpful for Fujian to explore new economic growth power, to promote the coordinated development between Fujian and the surrounding areas in China, and to promote the cooperation and exchange between Fujian and neighboring countries.The fourth part analyzes the favorable conditions of Fujian's open economy development under the strategy of "Belt and Road" from four aspects: policy advantage, historical origin, realistic condition and overseas Chinese resources.The fifth part summarizes the challenges faced by Fujian's open economy under the strategy of "Belt and Road" from two angles of internal and external factors.The sixth part puts forward the corresponding countermeasures against the challenges that Fujian's open economy may face.Fujian should carry out the national foreign policy, implement the strategy of innovation-driven development and superior entry and exit to promote Fujian's marine economic development, highlight the advantages of Fujian's free trade experimental area, and strengthen the training of talents needed for the construction of an open economy.To build an open economic security system, to play an important role of overseas Chinese, and to promote cultural exchanges with the maritime Silk Road countries.
