京津冀城市交通優(yōu)勢度與產(chǎn)業(yè)對接耦合關(guān)系研究

【摘要】:京津冀協(xié)同發(fā)展是新形勢下國家的重要戰(zhàn)略部署,以京津冀城市群為核心的“第三增長極”是引領(lǐng)未來中國經(jīng)濟總體格局的戰(zhàn)略支點。《京津冀協(xié)同發(fā)展規(guī)劃綱要》的出臺標志著協(xié)同發(fā)展由“頂層設(shè)計”階段轉(zhuǎn)向“全面實施”階段,以疏解非首都功能為核心的京津冀協(xié)同發(fā)展戰(zhàn)略,對于促進要素資源在區(qū)域內(nèi)的合理分配、優(yōu)化城市規(guī)模分布、形成良好的區(qū)域城市體系具有重要意義。作為率先重點突破的三大領(lǐng)域之一,產(chǎn)業(yè)升級在有序疏解非首都功能中占據(jù)著重要地位。“一個中心、五區(qū)五帶五鏈、若干特色基地”產(chǎn)業(yè)發(fā)展格局的提出,有利于全面推進京津冀產(chǎn)業(yè)協(xié)同發(fā)展,充分發(fā)揮三地比較優(yōu)勢,引導(dǎo)產(chǎn)業(yè)有序轉(zhuǎn)移和承接,形成空間布局合理、產(chǎn)業(yè)鏈有機銜接、各類生產(chǎn)要素優(yōu)化配置的發(fā)展格局。交通一體化是京津冀協(xié)同發(fā)展的另一重點領(lǐng)域,交通區(qū)位的優(yōu)劣是影響城市競爭力和未來發(fā)展?jié)摿Φ闹匾蛩刂弧!毒┙蚣絽f(xié)同發(fā)展交通一體化規(guī)劃》中提出推進“單中心放射狀”通道格局向“四縱四橫一環(huán)”網(wǎng)絡(luò)化格局轉(zhuǎn)變,對京津冀協(xié)同發(fā)展具有基礎(chǔ)性、支撐性和先導(dǎo)性作用。本文以古典區(qū)位理論、競爭優(yōu)勢理論等產(chǎn)業(yè)集聚相關(guān)理論,和比較優(yōu)勢理論、勞動地域分工理論、產(chǎn)業(yè)梯度轉(zhuǎn)移理論等區(qū)域分工與產(chǎn)業(yè)轉(zhuǎn)移相關(guān)理論,以及增長極理論、中心地理論等區(qū)域交通與產(chǎn)業(yè)發(fā)展等理論為基礎(chǔ),并結(jié)合京津冀產(chǎn)業(yè)與交通的研究與發(fā)展現(xiàn)狀,構(gòu)建“交通一體化+產(chǎn)業(yè)轉(zhuǎn)型升級”下城市空間布局優(yōu)化適應(yīng)性框架,深入剖析非首都功能疏解下各城市功能定位,就各自產(chǎn)業(yè)發(fā)展的重點領(lǐng)域提出相應(yīng)的產(chǎn)業(yè)對接策略和產(chǎn)業(yè)發(fā)展方向,引導(dǎo)京津冀三地形成各有特色的產(chǎn)業(yè)分工優(yōu)化組合。在此基礎(chǔ)上,運用GIS等現(xiàn)代方法工具甄別京津冀城市交通優(yōu)勢度與產(chǎn)業(yè)結(jié)構(gòu)之間的耦合關(guān)系,并得出結(jié)論:京津冀城市群各城市交通優(yōu)勢度差距較大,兩極分化趨勢比較明顯;京津冀城市群各城市產(chǎn)業(yè)結(jié)構(gòu)差異性明顯,產(chǎn)業(yè)分工格局亟待優(yōu)化;京津冀城市群交通優(yōu)勢與產(chǎn)業(yè)結(jié)構(gòu)耦合—協(xié)調(diào)度水平整體較高,但個別城市需要實現(xiàn)突破性發(fā)展。進而提出明確京津冀城市功能定位,積極協(xié)調(diào)區(qū)域整體利益、優(yōu)化城市群交通網(wǎng)絡(luò)系統(tǒng),形成京津石為中心的“多層次網(wǎng)絡(luò)式”格局、合理引導(dǎo)京津冀產(chǎn)業(yè)梯度轉(zhuǎn)移,助推產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型、積極推進交通與產(chǎn)業(yè)協(xié)調(diào)發(fā)展,優(yōu)化區(qū)域發(fā)展空間結(jié)構(gòu),為京津冀產(chǎn)業(yè)升級與城市功能提升提供參考。
[Abstract]:The coordinated development of Beijing-Tianjin-Hebei is an important strategic arrangement for the country under the new situation.The "third growth pole", with the core of Beijing-Tianjin-Hebei urban agglomeration as the core, is the strategic fulcrum leading to the overall pattern of China's economy in the future. The introduction of the "Beijing, Tianjin and Hebei coordinated Development Program" marks the shift from the "top-level design" stage to the coordinated development."full implementation" phase,The coordinated development strategy of Beijing-Tianjin-Hebei, which takes the function of non-capital as the core, is of great significance in promoting the rational distribution of the essential resources in the region, optimizing the distribution of urban scale and forming a good regional urban system.As one of the three key breakthrough areas, industrial upgrading plays an important role in the orderly decontamination of non-capital functions.The proposal of the industrial development pattern of "one center, five zones, five belts, five chains, and several characteristic bases" is conducive to comprehensively promoting the coordinated development of the Beijing-Tianjin-Hebei industry, giving full play to the comparative advantages of the three places, and guiding the orderly transfer and undertaking of the industry.Form a reasonable spatial layout, industrial chain organic link, various production factors optimized allocation of the development pattern.Transportation integration is another important area of coordinated development between Beijing, Tianjin and Hebei.The advantages and disadvantages of traffic location are one of the important factors that influence the city's competitiveness and future development potential. In the "Beijing-Tianjin-Hebei Cooperative Development Transportation Integration Plan", it is proposed to promote the "single center radial" channel pattern to "four vertical, four horizontal, one link"."the change in the pattern of networking,It has the basic, supporting and leading function to the coordinated development of Beijing, Tianjin and Hebei.In this paper, the theories of regional division and industrial transfer, such as classical location theory, competitive advantage theory, comparative advantage theory, regional division of labor theory, industrial gradient transfer theory, and growth pole theory are used.Based on the theories of regional transportation and industrial development, and combining the research and development status of Beijing-Tianjin-Hebei industry and transportation, this paper constructs the adaptive framework of urban spatial layout optimization under the condition of "Industry Transformation and upgrading of Transportation Integration".This paper deeply analyzes the function orientation of each city under the unattended function of non-capital city, puts forward the corresponding industrial docking strategy and industrial development direction in the key fields of their respective industrial development, and guides the three places of Beijing, Tianjin and Hebei to form their own industrial division of labor optimization combination with their own characteristics.On this basis, using modern methods such as GIS to identify the coupling relationship between the degree of traffic dominance and industrial structure of Beijing-Tianjin-Hebei cities, and draw a conclusion: the disparity of traffic dominance degree of cities in Beijing-Tianjin-Hebei urban agglomeration is large, and the trend of polarization is obvious;The industrial structure of Beijing-Tianjin-Hebei urban agglomeration is different obviously, the industrial division pattern needs to be optimized urgently, the level of coupling and coordination between traffic advantage and industrial structure of Beijing-Tianjin-Hebei urban agglomeration is relatively high as a whole, but individual cities need to realize breakthrough development.Furthermore, the paper puts forward a clear function orientation of Beijing-Tianjin-Hebei city, actively coordinates the overall regional interests, optimizes the traffic network system of urban agglomeration, forms a "multi-level network" pattern with Beijing-Tianjin-Hebei as the center, and reasonably guides the industrial gradient transfer of Beijing-Tianjin-Hebei industry.To promote the transformation of industrial structure, actively promote the coordinated development of traffic and industry, optimize the spatial structure of regional development, and provide a reference for the upgrading of industry and the upgrading of urban functions in Beijing, Tianjin and Hebei.
