【摘要】：西藏山南地區(qū)是我國典型的欠發(fā)達地區(qū)和民族文化發(fā)源地,區(qū)域內文化獨特、經(jīng)濟滯后、生態(tài)脆弱,經(jīng)濟發(fā)展以農業(yè)為主,第二產業(yè)和第三產業(yè)比重低,城鄉(xiāng)居民收入差距大,邊遠地區(qū)農牧民收入低,生活貧困。另一方面,該區(qū)位于我國地緣政治前緣區(qū),與印度接壤,跟印度政府之間存在著約4萬平方公里的爭議區(qū),既是我國國土安全屏障區(qū),又是我國生態(tài)安全屏障區(qū)；是國家級重點開發(fā)區(qū)——藏中南經(jīng)濟圈的重要組成部分；是國家生態(tài)安全屏障保護與建設的重要區(qū)域；是以水電為主,太陽能、風能、地熱能發(fā)電為輔的藏中能源基地；是藏源文化保護地和以藏民族之宗、藏文化之源為標志的藏源旅游基地；是以生態(tài)農牧業(yè)、優(yōu)勢礦產業(yè)、民族手工業(yè)為重點的藏中特色產業(yè)基地。為促進山南地區(qū)社會經(jīng)濟發(fā)展,山南地區(qū)提出了 “六個模范區(qū)”的奮斗目標,大力實施生態(tài)強地戰(zhàn)略,扎實推進生態(tài)美好模范區(qū)和美麗山南建設,在造林綠化、污染減排、城鄉(xiāng)環(huán)境綜合整治、生活垃圾處置和醫(yī)療廢物處置市場化托管運營、環(huán)保制度建設等方面積累了先進經(jīng)驗,走在了全區(qū)前列。在這一背景下,本案例分析西藏山南地區(qū)生態(tài)文明示范區(qū)建設途徑與對策,在探索區(qū)域發(fā)展階段、資源環(huán)境稟賦以及主體功能要求的基礎上,分析該地區(qū)生態(tài)文明示范區(qū)建設的有利條件和制約因素,探索促進經(jīng)濟、社會、生態(tài)共同發(fā)展的建設途徑,進而總結欠發(fā)達地區(qū)生態(tài)文明示范區(qū)建設途徑,提煉推廣模式,為欠發(fā)達地區(qū)生態(tài)文明建設提供經(jīng)驗。論文共分為七大部分,第一章為緒論,重點探討論文選題背景、意義、研究目的、研究進展、技術路線以及論文的主要創(chuàng)新點和不足之處等；第二章為西藏山南地區(qū)概況,包括山南地區(qū)交通、位置、經(jīng)濟發(fā)展水平、氣候與自然條件特征等,從宏觀上介紹案例區(qū)生態(tài)文明示范區(qū)建設基礎與前提；第三章為山南地區(qū)發(fā)展態(tài)勢及制約因素分析,基于驅動力-壓力-狀態(tài)-影響-響應(DPSIR)分析框架從經(jīng)濟發(fā)展質量、資源能源節(jié)約利用、生態(tài)建設與環(huán)境保護、文化培育、體制機制建設等五個方面共53項指標分析山南地區(qū)生態(tài)文明示范區(qū)建設的基礎和面臨的挑戰(zhàn),為示范區(qū)建設途徑提供依據(jù)；第四章為山南地區(qū)生態(tài)文明示范區(qū)的戰(zhàn)略定位分析和建設目標；第五章重點探討了山南地區(qū)生態(tài)文明示范區(qū)的重點建設工程和發(fā)展途徑；第六章分析了西藏山南地區(qū)生態(tài)文明示范區(qū)建設帶來的經(jīng)濟、社會和生態(tài)效益區(qū)；第七章為結論與建議,重點探討了以西藏山南地區(qū)為案例的生態(tài)脆弱的欠發(fā)達地區(qū)建設生態(tài)文明先行示范區(qū)的途徑與對策。通過案例分析發(fā)現(xiàn),西藏山南地區(qū)面臨著經(jīng)濟發(fā)展滯后、生態(tài)服務功能減退、生態(tài)脆弱等問題,同時又是我國民族文化的發(fā)源地、生態(tài)安全屏障區(qū)以及水能資源基地,促進區(qū)域生態(tài)文明示范區(qū)建設能有效保障社會、經(jīng)濟和生態(tài)效益的協(xié)調。未來發(fā)展中,應通過謀劃空間開發(fā)格局、調整優(yōu)化產業(yè)結構、推動綠色循環(huán)低碳發(fā)展、節(jié)約集約利用資源、加大生態(tài)系統(tǒng)和環(huán)境保護力度、建立藏源生態(tài)文化體系、創(chuàng)新體制機制和加強基礎能力建設等促進區(qū)域生態(tài)文明示范區(qū)建設；而區(qū)域未來發(fā)展的工程主要包含產城一體化、統(tǒng)籌城鄉(xiāng)發(fā)展以及特色產業(yè)建設等。
[Abstract]:The southern area of Tibet is typical of China's underdeveloped areas and ethnic cultural birthplace, regional culture unique, economic lag, fragile ecology, agriculture is the main economic development, the proportion of the second industry and the third industry is low, the urban-rural income gap, low income of farmers and herdsmen in remote areas, living in poverty. On the other hand, the area is located in the geopolitical front region of our country, on the border with India, with the government of India between about 40 thousand square kilometers of the disputed area, is China's homeland security barrier zone, it is our country ecological security barrier; National Key Development Zone -- an important part of Tibetan central economic circle is an important regional; the ecological security barrier protection and construction of the state; to hydropower, solar, wind, geothermal power as reservoir energy base; is the source of Tibetan culture protection and the Tibetan people in cases of the source as a symbol of Tibetan The source of Tibetan tourism base; based on ecological agriculture and animal husbandry, the advantage of the mining industry, as the focus of the Tibetan nationality handicraft industry in industrial base. In order to promote social and economic development in Shannan Prefecture, Shannan area put forward "six model" goal, vigorously implement the strong ecological strategy, and promote the good ecological model area beautiful and Shannan construction, afforestation, pollution reduction, urban environment, market operators hosting the garbage disposal and medical waste disposal, environmental protection system construction has accumulated experience, walk in the forefront of the region. In this background, analysis of the demonstration area of ecological civilization construction way in Shannan Area of Tibet and Countermeasures in this case, in the exploration stages of regional development, resources and environment foundation endowment and the main functional requirements, the favorable conditions of the demonstration area of ecological civilization construction in the area and factors, explore the promotion The economic, social, ecological construction way of common development, then summarizes in the demonstration area of ecological civilization construction in developed regions, refining the promotion mode, to provide experience for the construction of ecological civilization in less developed areas. This paper is divided into seven parts, the first chapter is the introduction, mainly discuss the background, significance, research purpose, research progress the main innovation technical route as well as the shortcomings and so on; the second chapter is the situation in southern area of Tibet, including the Shannan area traffic, location, level of economic development, natural conditions and climate characteristics, the foundation and the premise of building ecological civilization case demonstration area from the macro; the third chapter is the analysis of the development situation of Shannan area and restricting factors, based on the driving force pressure state impact response (DPSIR) framework from the quality of economic development, conservation and utilization of energy resources, ecological construction and environmental protection, culture Five aspects of mechanism construction, a total of 53 indicators of the demonstration area of ecological civilization construction in Shannan area and challenge, provide the basis for the construction of the demonstration zone approach; the fourth chapter is strategic positioning in Shannan area of ecological civilization demonstration area construction and analysis; the fifth chapter focuses on the key construction project and development way, in the demonstration area of ecological civilization; the sixth chapter analyzes the construction of ecological civilization demonstration area in Shannan area of Tibet economic, social and ecological benefits; the seventh chapter is the conclusion and suggestion, discussed in south mountain area of Tibet as the case approaches and Countermeasures of ecological fragility of ecological civilization construction in less developed areas of demonstration area. Through case study, Shannan Prefecture of Tibet is facing backward economic development, ecological service function, ecological fragility, and China's national culture The birthplace of the barrier zone of ecological security and water resources base, promoting the construction of regional ecological civilization demonstration area can effectively protect the society, coordination of economic and ecological benefits. In the future, should be through the planning space development pattern, adjust and optimize the industrial structure, promote green low-carbon development cycle, saving and intensive use of resources, improve the ecological system and efforts to protect the environment, establish the source of Tibetan ecological culture system, institutional innovation and strengthen infrastructure construction, promote the construction of regional demonstration area of ecological civilization; and the future development of regional engineering mainly includes integrated production city, urban and rural development and industrial construction.
