東北地區(qū)城市群協(xié)調(diào)發(fā)展問題研究

【摘要】:隨著我國城市化進程的加快,以城市為主體的市場經(jīng)濟逐步完善。城市群作為城市的發(fā)展成熟階段,其形成和發(fā)展對于所處地域乃至整個國民經(jīng)濟的發(fā)展有著深遠影響。成熟的城市群不僅在經(jīng)濟總量上領(lǐng)先于周邊地區(qū),還能打破行政區(qū)域的劃分,實現(xiàn)產(chǎn)業(yè)在區(qū)域內(nèi)的合理分工,各種商品和生產(chǎn)要素能夠在城市群區(qū)域內(nèi)自由流動,實現(xiàn)資源的優(yōu)化配置。此外,還要求區(qū)域內(nèi)各城市在交通、環(huán)境、政策條件等方面的協(xié)調(diào)統(tǒng)一,完善基礎(chǔ)設(shè)施建設(shè)的對接,實現(xiàn)各地區(qū)市政交通的一體化,最終形成核心城市以技術(shù)服務(wù)業(yè)為主導(dǎo),周邊城市產(chǎn)業(yè)互錯發(fā)展的經(jīng)濟共同體。目前我國的城市群建設(shè)已處于快速擴張階段,長三角、珠三角以及京津冀等城市群的經(jīng)濟總量已逐步達到世界級水平,其經(jīng)濟發(fā)展的成功為其他地區(qū)城市群的建設(shè)提供了先進經(jīng)驗。東北地區(qū)作為老工業(yè)基地,盡管有著較為深厚的工業(yè)基礎(chǔ),但由于整個地區(qū)的地域氣候條件、產(chǎn)業(yè)結(jié)構(gòu)偏重以及產(chǎn)能過剩等問題,導(dǎo)致整個東北地區(qū)的經(jīng)濟發(fā)展處于國內(nèi)落后水平。因此,城市群的建設(shè)是當(dāng)前東北地區(qū)經(jīng)濟發(fā)展重要的途徑。目前,東北地區(qū)主要的城市群包括哈長城市群以及遼中南城市群。哈長城市群是哈爾濱經(jīng)濟圈與長春經(jīng)濟圈的融合,遼中南城市群是環(huán)渤海經(jīng)濟圈的分支。確立時間晚、經(jīng)濟總量低以及人口外流是當(dāng)前東北地區(qū)城市群發(fā)展所面臨的共同問題,而不同的地域結(jié)構(gòu)和經(jīng)濟發(fā)展水平又使得兩城市群在選擇城市群的發(fā)展路徑也存在相應(yīng)的差異性。另一方面,哈長城市群與遼中南城市群有著不同產(chǎn)業(yè)比較優(yōu)勢以及區(qū)位優(yōu)勢,實現(xiàn)兩城市群之間的經(jīng)濟合作,對于提高整個東北地區(qū)經(jīng)濟整體競爭力有著重要意義。這表明東北地區(qū)的協(xié)調(diào)發(fā)展不僅需要城市群內(nèi)部經(jīng)濟一體化,更需要城市群間實現(xiàn)全方位的協(xié)調(diào)統(tǒng)一,這也要求哈長城市群和遼中南城市群要在更廣泛區(qū)域內(nèi)實現(xiàn)經(jīng)濟融合、產(chǎn)業(yè)分工以及政策統(tǒng)一等。本文也正是基于以上分析,從多角度、全方面的分析了當(dāng)前哈長城市群以及遼中南城市群的發(fā)展現(xiàn)狀,并從經(jīng)濟聯(lián)系度、區(qū)域分工度以及市場一體化程度等角度對東北地區(qū)城市群經(jīng)濟一體化的程度進行探究,并基于整個東北地區(qū)經(jīng)濟發(fā)展的角度,對東北地區(qū)城市群的經(jīng)濟發(fā)展提出針對性建議。為推動?xùn)|北地區(qū)城市群的協(xié)調(diào)發(fā)展,各城市群需要注重城市群發(fā)展規(guī)劃協(xié)調(diào),促進各地區(qū)產(chǎn)業(yè)互補,在加強各級主體間的協(xié)調(diào)合作的同時,推動整個東北地區(qū)各城市群走可持續(xù)發(fā)展的道路。
[Abstract]:With the acceleration of China's urbanization process, the market economy with the city as the main body is gradually improved. As a mature stage of urban development, urban agglomeration is the mature stage of urban development. Its formation and development have a profound influence on the development of the region and the national economy as a whole. The mature urban agglomeration not only leads the surrounding areas in terms of economic aggregate, but also breaks down the division of administrative regions. To achieve a reasonable division of labour within the region, the free flow of various commodities and factors of production within the urban agglomeration region, and the optimal allocation of resources. The coordination and unification of policy conditions and other aspects, the improvement of the docking of infrastructure construction, the realization of the integration of municipal transportation in various regions, and the ultimate formation of core cities dominated by technical services, At present, the construction of urban agglomerations in China is in the stage of rapid expansion, and the total economic volume of urban agglomerations in the Yangtze River Delta, Pearl River Delta and Beijing-Tianjin-Hebei has gradually reached a world-class level. The success of its economic development has provided advanced experience for the construction of urban agglomerations in other regions. The problems of industrial structure and overcapacity have resulted in the economic development of the whole northeast region in the backward level at home. Therefore, the construction of urban agglomeration is an important way to develop the economy in Northeast China. At present, the urban agglomeration is an important way of economic development in Northeast China. The main urban agglomerations in Northeast China include Ha-Chang urban agglomeration and central and southern Liaoning urban agglomeration, which is the fusion of Harbin economic circle and Changchun economic circle, and the central and southern Liaoning urban agglomeration is the branch of Bohai economic circle. Low aggregate economic volume and population outflow are the common problems facing the development of urban agglomeration in Northeast China. The different regional structure and economic development level make the two urban agglomeration have the corresponding difference in choosing the development path of the urban agglomeration. On the other hand, the Ha-Chang urban agglomeration and the central and southern Liaoning urban agglomeration have different industrial comparative advantages and location advantages. The realization of economic cooperation between the two urban agglomerations plays an important role in improving the overall economic competitiveness of the whole Northeast region, which indicates that the coordinated development of the Northeast region requires not only the integration of the internal economy of the urban agglomeration, It is also necessary to realize the overall coordination and unification among the urban agglomeration, which also requires the economic integration, the division of labor and the policy unification in the broader region between the Ha-Chang urban agglomeration and the central and southern Liaoning urban agglomeration. From various angles, the paper analyzes the present situation of the development of the urban agglomeration in Harbin and South Liaoning, and analyzes the degree of economic connection. From the angle of regional division of labor and degree of market integration, this paper probes into the degree of economic integration of urban agglomeration in Northeast China, and based on the angle of economic development of the whole Northeast region, In order to promote the coordinated development of urban agglomeration in Northeast China, all urban agglomerations need to pay attention to the coordination of urban agglomeration development planning and promote the complementary industries of different regions. While strengthening the coordination and cooperation among the main bodies at all levels, it is necessary to promote the urban agglomeration in Northeast China to take the road of sustainable development.
