【摘要】：作為全球經(jīng)濟(jì)合作的首要平臺(tái),二十國集團(tuán)(G20)在二十一世紀(jì)飛速發(fā)展,議程不斷擴(kuò)大。在集團(tuán)內(nèi)新興國家的推動(dòng)下,發(fā)展議程由邊緣地位逐步上升為G20峰會(huì)的核心議程。G20發(fā)展議程的變遷十分曲折,在歷經(jīng)11屆峰會(huì)后趨于穩(wěn)定。G20下的發(fā)展議程取得大幅進(jìn)步的原因是新興國家的崛起,表現(xiàn)在新興國家經(jīng)濟(jì)高速增長(zhǎng),經(jīng)濟(jì)總量顯著增多,協(xié)調(diào)合作不斷深化。新興國家的崛起增加了其在G20內(nèi)的制度權(quán)力,擴(kuò)大了其在議程設(shè)定上的影響,并且新興國家在發(fā)展議程上具有較大的共同偏好。在杭州峰會(huì)上,發(fā)展議程首次成為G20峰會(huì)核心議程,標(biāo)志著其發(fā)展歷程的歷史性進(jìn)展;但其仍面臨新興國家關(guān)于發(fā)展問題的共同偏好的困境,G20機(jī)制的困境和新興國家與發(fā)達(dá)國家關(guān)系的困境。針對(duì)這些困境,筆者提出三條對(duì)策,即各國盡快制定并落實(shí)可持續(xù)發(fā)展議程國別方案,集團(tuán)加強(qiáng)在發(fā)展議程上的合作與協(xié)調(diào),G20完善對(duì)發(fā)展議程的治理。在《G20落實(shí)2030年可持續(xù)發(fā)展議程行動(dòng)計(jì)劃》通過后,G20下的發(fā)展議程進(jìn)入新階段。中國已率先發(fā)布《國別方案》,起到了表率作用。隨著各國國別方案的提交和落實(shí),發(fā)展議程在廣度和深度上將得到進(jìn)一步擴(kuò)展。盡管仍面臨諸多困難,G20下發(fā)展議程的良性發(fā)展會(huì)是大趨勢(shì)。
[Abstract]:As the premier platform for global economic cooperation, the Group of Twenty (G-20) developed rapidly in the 21 century, with an expanding agenda. Driven by the emerging countries within the Group, The development agenda has gradually risen from a marginal position to the core agenda of the G20 summit. The evolution of the G20 development agenda has been very tortuous. After 11 summits, the development agenda under the G20 has made substantial progress because of the rise of emerging countries. The rise of emerging countries has increased their institutional power within the G20 and expanded their influence on agenda setting. At the Hangzhou Summit, the development agenda became the core agenda of the G20 Summit for the first time, marking the historic progress of its development process. However, it still faces the dilemma of the common preference of emerging countries on development issues and the plight of the G20 mechanism and the relationship between emerging countries and developed countries. In view of these difficulties, the author puts forward three countermeasures. That is, countries develop and implement country programmes for the sustainable development agenda as soon as possible, After the adoption of the G20 Action Plan for implementing the 2030 Sustainable Development agenda, the development agenda under the G20 has entered a new stage. China has taken the lead in issuing the <. With the submission and implementation of country programmes, The development agenda will be further expanded in scope and depth.
