【摘要】：黨的十八大提出了要大力推進(jìn)生態(tài)文明建設(shè),努力建設(shè)美麗中國的戰(zhàn)略任務(wù),并首次將生態(tài)文明建設(shè)納入中國特色社會(huì)主義事業(yè)“五位一體”總體布局。這是繼黨的十七大之后,再次論及“生態(tài)文明”,回答經(jīng)濟(jì)發(fā)展與資源環(huán)境關(guān)系問題所取得的最新理論成果。作為我國一個(gè)重要的革命老區(qū)——四川革命老區(qū),由于在長期的發(fā)展過程中,過分注重社會(huì)經(jīng)濟(jì)發(fā)展,忽視生態(tài)環(huán)境保護(hù)與建設(shè),使得其生態(tài)環(huán)境保護(hù)和生態(tài)建設(shè)工作離生態(tài)文明要求還有一定差距,難以滿足廣大人民群眾對(duì)生態(tài)環(huán)境質(zhì)量的需求。 本文通過文獻(xiàn)分析、理論分析和實(shí)地研究等方法,對(duì)四川革命老區(qū)生態(tài)文明建設(shè)現(xiàn)狀和存在的問題進(jìn)行了深入的研究,并在此基礎(chǔ)上,科學(xué)分析了這些問題存在的背后原因,最后結(jié)合馬克思主義生態(tài)文明理論和“外部效應(yīng)”理論等相關(guān)理論,為四川革命老區(qū)生態(tài)文明建設(shè)提供科學(xué)、合理的對(duì)策與建議。 論文由以下四個(gè)部分組成： 第一部分是緒論。緒論分為四個(gè)方面的內(nèi)容。第一,指出了四川革命老區(qū)生態(tài)文明建設(shè)研究的背景,明確了研究的目的和意義；第二,梳理了國內(nèi)外對(duì)四川革命老區(qū)生態(tài)文明建設(shè)研究的最新成果；第三,說明了本章的理論依據(jù)是馬克思主義生態(tài)文明理論和“外部效應(yīng)”等相關(guān)理論；最后,指出了本章所采用的研究方法。 第二部分是四川革命老區(qū)建設(shè)與生態(tài)文明。在這部分內(nèi)容中,首先對(duì)革命老區(qū)、四川革命老區(qū)和生態(tài)文明等相關(guān)概念做了科學(xué)的界定,并探討了四川革命老區(qū)建設(shè)與生態(tài)文明建設(shè)的相互關(guān)系：四川革命老區(qū)建設(shè)為老區(qū)生態(tài)文明建設(shè)打下了堅(jiān)實(shí)基礎(chǔ)；四川革命老區(qū)生態(tài)文明建設(shè)為老區(qū)建設(shè)可持續(xù)發(fā)展提供了重要保證。 第三部分是四川革命老區(qū)生態(tài)文明建設(shè)現(xiàn)狀、存在的問題以及原因分析。通過文獻(xiàn)研究、實(shí)地考察等研究方法,明確了四川革命老區(qū)在生態(tài)文明建設(shè)過程中面臨著水資源短缺、水土流失嚴(yán)重、環(huán)境污染加劇等生態(tài)環(huán)境問題,分析了這些問題產(chǎn)生的背后原因。主要有：四川革命老區(qū)生態(tài)文明建設(shè)制度、機(jī)制不完善與管理缺失；四川革命老區(qū)生態(tài)文明建設(shè)與經(jīng)濟(jì)發(fā)展不協(xié)調(diào)；缺乏環(huán)保人才和環(huán)�？萍贾我约袄蠀^(qū)人民環(huán)保意識(shí)淡薄,生態(tài)文明建設(shè)缺乏社會(huì)力量參與。 第四部分是四川革命老區(qū)生態(tài)文明建設(shè)的對(duì)策與建議。針對(duì)四川革命老區(qū)生態(tài)文明建設(shè)所存在的問題,文章基于中國特色生態(tài)文明建設(shè)理論,提出了四川革命老區(qū)生態(tài)文明建設(shè)的相應(yīng)對(duì)策與建議。具體包括：建立和完善相關(guān)制度、機(jī)制和環(huán)保法規(guī),強(qiáng)化政府對(duì)環(huán)境的管理職能；統(tǒng)籌經(jīng)濟(jì)發(fā)展和生態(tài)文明建設(shè),實(shí)現(xiàn)四川革命老區(qū)經(jīng)濟(jì)、生態(tài)的協(xié)調(diào)發(fā)展；加強(qiáng)生態(tài)文明建設(shè)的人才培養(yǎng),大力推進(jìn)科技進(jìn)步,著力提高生態(tài)建設(shè)的水平；加強(qiáng)生態(tài)文明建設(shè)的宣傳和教育,提高四川革命老區(qū)人民的環(huán)保意識(shí)與環(huán)保參與。
[Abstract]:The eighteen Party's proposed to vigorously promote the construction of ecological civilization, and strive to build a beautiful Chinese strategic task, and for the first time the construction of ecological civilization into Chinese socialism "five in one overall layout. This is the second party Congress again, and the" ecological civilization ", the latest theoretical results to answer the question of economic development and resources environment the relationship between the China. As an important revolutionary base of Sichuan old revolutionary base areas, because in the long process of development, too much emphasis on the social and economic development, ignoring the ecological environment protection and construction, the ecological environment protection and ecological construction from there is a certain gap between the requirements of ecological civilization, it is difficult to meet the needs of the masses the quality of the ecological environment.
In this paper, through literature analysis, theoretical analysis and field research, the old revolutionary base of Sichuan ecological civilization construction situation and existing problems are studied, and on this basis, the scientific analysis of the reasons behind these problems, combining with Marx's ecological civilization theory and externality theory, provide science is the old revolutionary base areas of ecological civilization construction in Sichuan, reasonable countermeasures and suggestions.
The thesis consists of the following four parts:
The first part is the introduction. The introduction is divided into four aspects. First, pointed out the old revolutionary base of Sichuan ecological civilization construction in the background of the research, clarifies the purpose and significance of the research; second, combing the latest achievements of the Sichuan revolutionary base of ecological civilization construction of the domestic and foreign research; third, illustrates the theoretical basis of this chapter is the Marx doctrine theory of ecological civilization and the "externality" and other related theories; finally, points out the research methods used in this chapter.
The second part is the Sichuan revolutionary base construction and ecological civilization. In this part, firstly, the old revolutionary base areas, old revolutionary base areas of Sichuan and ecological civilization and other related concepts do a scientific definition, the relationship between the Sichuan revolutionary base construction and the construction of ecological civilization and discusses the Sichuan old revolutionary base areas and lay a solid foundation for the construction of ecological civilization construction of the old revolutionary base areas; the construction of ecological civilization in Sichuan provided an important guarantee for the sustainable development of the old building.
The third part is the Sichuan revolutionary base of ecological civilization construction of the status quo, analysis of existing problems and reasons. The fourth part is the countermeasures and suggestions of the old revolutionary base areas of ecological civilization construction in Sichuan. In view of the existing old revolutionary base areas of ecological civilization construction in Sichuan, the theory of ecological civilization construction based on the characteristics of China, puts forward corresponding countermeasures and suggestions of old revolutionary base areas of ecological civilization construction in Sichuan. Including: establish and improve the relevant system, mechanism and environmental protection laws and regulations, strengthen the the functions of the government management of the environment; economic development and ecological civilization construction, the realization of Sichuan revolutionary base economy, coordinated development of ecological environment; strengthening the construction of ecological civilization and the cultivation of talents, vigorously promote scientific and technological progress, and strive to improve the level of ecological construction; strengthen the publicity and education of ecological civilization construction, improve the awareness of environmental protection and environmental protection of Sichuan people's revolutionary base participation.
