【摘要】：區(qū)域創(chuàng)新能力提升的關鍵是實現(xiàn)創(chuàng)新資源跨區(qū)域多維層次的有效協(xié)同。本文以客觀創(chuàng)新資源為研究視角,在協(xié)同學、創(chuàng)新資源理論基礎上,定義跨區(qū)域創(chuàng)新資源協(xié)同的概念并總結其特征;基于創(chuàng)新主體、創(chuàng)新環(huán)境以及創(chuàng)新基礎三個層次,對跨區(qū)域創(chuàng)新資源協(xié)同的驅動機理進行全面和深入分析;針對不同發(fā)展水平及不同種類資源區(qū)域的情形,提出和設計了不同的跨區(qū)域創(chuàng)新資源協(xié)同框架與模式;最后,基于跨區(qū)域創(chuàng)新資源協(xié)同的主體利益、市場環(huán)境及政策制度等方面,分別提出了相應的協(xié)調機制。
[Abstract]:The key to the improvement of regional innovation ability is to realize the effective coordination of innovation resources at multi-dimensional and cross-regional levels. This paper takes objective innovation resources as a research angle of view, based on the theory of synergy and innovation resources. This paper defines the concept of cross-regional innovation resource collaboration and summarizes its characteristics, and analyzes the driving mechanism of cross-regional innovation resource coordination based on three levels: innovation subject, innovation environment and innovation foundation. According to the situation of different development levels and different kinds of resources regions, different frameworks and models of cross-regional innovation resources coordination are proposed and designed. Finally, based on the main interests of cross-regional innovation resources coordination, Market environment and policy system, respectively, put forward the corresponding coordination mechanism.
