【摘要】：本文基于我國52家主要銀行2007—2015年的面板數(shù)據(jù),考察了監(jiān)管壓力和經(jīng)濟周期對宏觀審慎政策效果的影響。相關(guān)實證結(jié)果表明:(1)監(jiān)管壓力的上升能夠顯著促使銀行增加資本緩沖,逆周期的宏觀審慎政策在總體是有效的。(2)監(jiān)管壓力的上升會促使銀行加快其資本緩沖的調(diào)整速度,這在城市商業(yè)銀行和農(nóng)村商業(yè)銀行等中小銀行表現(xiàn)得尤為明顯。(3)經(jīng)濟周期會對宏觀審慎政策的有效性產(chǎn)生一定影響,但這一影響在不同性質(zhì)的銀行中有所不同。對于國有商業(yè)銀行和股份制商業(yè)銀行,經(jīng)濟上行期的政策效果相對較弱,而在經(jīng)濟下行期,政策效果相對較強。對于城市商業(yè)銀行和農(nóng)村商業(yè)銀行,經(jīng)濟周期的影響恰好相反。(4)在順周期性機制下,銀行行為存在過度承擔(dān)風(fēng)險以獲取高收益的傾向,通過提升監(jiān)管壓力可以有效抑制這一傾向,從而促使銀行降低風(fēng)險,提高穩(wěn)定性。
[Abstract]:Based on panel data of 52 major banks in China from 2007 to 2015, this paper examines the effects of regulatory pressure and economic cycle on macro-prudential policies. The empirical results show that the rise of regulatory pressure can significantly promote banks to increase capital buffers. Countercyclical macroprudential policies are generally effective.) rising regulatory pressure will prompt banks to speed up the adjustment of their capital buffers. This is particularly evident in small and medium-sized banks such as urban commercial banks and rural commercial banks.) the economic cycle will have a certain impact on the effectiveness of macro-prudential policies. However, this effect is different among banks of different natures. For state-owned commercial banks and joint-stock commercial banks, the effect of policies in the upward period of the economy is relatively weak, while in the period of economic downturn, For urban commercial banks and rural commercial banks, the impact of the economic cycle is the opposite. By increasing regulatory pressure, banks can effectively curb this propensity to reduce risk and improve stability.
