【摘要】：東北振興戰(zhàn)略實施以來,取得的成效主要體現(xiàn)在糧食綜合生產(chǎn)能力、耕地面積、城鎮(zhèn)居民人均可支配收入增長較快等方面;存在的問題主要包括地區(qū)生產(chǎn)總值年均增長率全國墊底、第三產(chǎn)業(yè)發(fā)展遲緩、進(jìn)出口降幅較大、節(jié)能減排進(jìn)展緩慢、產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)換升級遲滯、投資拉動型經(jīng)濟(jì)發(fā)展方式不可持續(xù)。應(yīng)從戰(zhàn)略高度把握東北振興問題,通過深化機(jī)制體制改革、創(chuàng)新驅(qū)動等途徑,促進(jìn)東北全面振興。
[Abstract]:Since the implementation of the Northeast revitalization strategy, the achievements have been mainly reflected in the comprehensive production capacity of grain, the area of cultivated land and the rapid growth of the per capita disposable income of urban residents. The existing problems mainly include the lowest annual growth rate of the region's GDP, the slow development of the tertiary industry, the large decline in imports and exports, the slow progress in energy conservation and emission reduction, and the sluggish transformation and upgrading of the industrial structure. The mode of investment-driven economic development is not sustainable. We should grasp the issue of northeast revitalization from the strategic perspective and promote the all-round revitalization of Northeast China through deepening the institutional reform and innovation-driven.
