【摘要】：江河湖泊與人類的存續(xù)與發(fā)展、文明的孕育和傳承、經(jīng)濟(jì)的發(fā)展與繁榮,都與有著千絲萬縷的聯(lián)系。世界上很多國家的工業(yè)化和現(xiàn)代化進(jìn)程都與江河湖泊結(jié)下了不解之緣,例如英國的泰晤士河孕育出全球最早的工業(yè)化國家,美國的密西西比河、德國的萊茵河段、法國的羅納河和塞納河、加拿大的圣勞倫斯河以及俄羅斯的伏爾加河及沿岸地區(qū)等,都成為早期工業(yè)發(fā)展的搖籃。而與之相比,洞庭湖吞吐長江,匯聚四水。岳陽、常德、益陽三市,圍繞洞庭湖而倚湖相望,洞庭湖的重要性不言而喻,且湖南省早在2009年就提出建立洞庭湖生態(tài)經(jīng)濟(jì)區(qū),縱觀中外,這是優(yōu)化生態(tài)環(huán)境、促進(jìn)經(jīng)濟(jì)和社會發(fā)展、兼顧城鄉(xiāng)統(tǒng)籌、惠及子孫后代的必然要求。洞庭湖生態(tài)經(jīng)濟(jì)區(qū)必然成為湖南省最具開發(fā)潛力和對全省經(jīng)濟(jì)最具帶動作用的區(qū)域,而要實現(xiàn)經(jīng)濟(jì)與生態(tài)環(huán)境的協(xié)調(diào)發(fā)展,必須兼顧經(jīng)濟(jì)和生態(tài)環(huán)境,在加快經(jīng)濟(jì)發(fā)展和堅持“一湖清水”之間找到平衡點,所以,探索生態(tài)系統(tǒng)與經(jīng)濟(jì)系統(tǒng)相能夠互適應(yīng)、相互促進(jìn)和相互協(xié)調(diào)的經(jīng)濟(jì)發(fā)展模式是當(dāng)前理論工作者的首要任務(wù)。 本文的主要工作包括以下三個方面：(1)文章對洞庭湖生態(tài)經(jīng)濟(jì)區(qū)的現(xiàn)狀做了比較全面的概述,并著重對洞庭湖生態(tài)經(jīng)濟(jì)區(qū)產(chǎn)業(yè)發(fā)展進(jìn)行了SWOT分析；(2)基于洞庭湖生態(tài)經(jīng)濟(jì)區(qū)建設(shè)的構(gòu)成要素、內(nèi)容以及分析工具構(gòu)建了洞庭湖生態(tài)經(jīng)濟(jì)區(qū)的系統(tǒng)體系,并以此為基礎(chǔ)建構(gòu)了組合評級系統(tǒng)模型、AHP層次系統(tǒng)模型和灰色系統(tǒng)模型對洞庭湖生態(tài)經(jīng)濟(jì)區(qū)產(chǎn)業(yè)發(fā)展程度和水平進(jìn)行分析和評價。為了檢驗評價模型的準(zhǔn)備性和科學(xué)性,本文選取了洞庭湖生態(tài)經(jīng)濟(jì)區(qū)的一手真實經(jīng)濟(jì)數(shù)據(jù)進(jìn)行了實證研究；(3)本文研究的目的是通過對洞庭湖生態(tài)經(jīng)濟(jì)區(qū)發(fā)展體系的科學(xué)而合理分析,構(gòu)建其支撐體系。本文提出了包括進(jìn)行合理的規(guī)劃、積極發(fā)展生態(tài)文明、建構(gòu)完善的信息平臺、加強(qiáng)生態(tài)科技創(chuàng)新能力、大力引進(jìn)建設(shè)型人才、建設(shè)生態(tài)型新農(nóng)村、完善生態(tài)稅收政策、建立合理的生態(tài)補(bǔ)償機(jī)制以及生態(tài)行政管理制度等一系列政策措施。 本研究采取了理論研究與實證驗證、定性研究與定量研究、歸納與演繹相結(jié)合的方法。綜合運(yùn)用生態(tài)產(chǎn)業(yè)學(xué)、生態(tài)經(jīng)濟(jì)學(xué)、數(shù)理經(jīng)濟(jì)學(xué)的理論和分析方法,進(jìn)行理論和實證研究,建構(gòu)分析框架,運(yùn)用AHP層次分析法和灰色系統(tǒng)綜合評價模型,通過個案分析和實際調(diào)研走訪,開展了實證研究與對策研究。
[Abstract]:The existence and development of rivers, lakes and human beings, the gestation and inheritance of civilization, the development and prosperity of economy are inextricably linked with the progress of industrialization and modernization of many countries in the world. For example, the Thames in Britain gave birth to the earliest industrialized countries in the world, the Mississippi River in the United States, the Rhine River in Germany, the Rhone and Seine rivers in France, the St. Lawrence River in Canada and the Volga River and its coastal areas in Russia. Dongting Lake swallows the Yangtze River and gathers four rivers. Yueyang, Changde and Yiyang are surrounded by Dongting Lake, whose importance is self-evident. As early as 2009, Hunan Province proposed the establishment of Dongting Lake Ecological Economic Zone. Throughout China and abroad, it is to optimize the ecological environment, promote economic and social development, and take into account the overall planning of urban and rural areas. The ecological economic zone of Dongting Lake must become the region with the most development potential and the most driving effect to the economy of Hunan Province, and the coordinated development of economy and ecological environment will be realized. We must take into account the economic and ecological environment and find a balance between accelerating economic development and insisting on "clean water from one lake". Therefore, we should explore how ecosystems and economic systems can adapt to each other. Promoting and coordinating the economic development model is the primary task of current theorists. The main work of this paper includes the following three aspects: 1) the article gives a comprehensive overview of the current situation of the ecological economic zone of Dongting Lake. The SWOT analysis of the industrial development of the ecological economic zone of Dongting Lake is emphasized. Based on the elements and contents of the construction of the ecological economic zone of Dongting Lake, the system system of the ecological economic zone of Dongting Lake is constructed. On the basis of this, the combined rating system model, AHP hierarchy system model and grey system model are constructed to analyze and evaluate the industrial development degree and level of Dongting Lake Eco-Economic Zone, in order to test the preparation and scientific nature of the evaluation model. The purpose of this paper is to analyze the development system of Dongting Lake Ecological Economic Zone scientifically and reasonably. In this paper, we put forward the following aspects: carrying out reasonable planning, actively developing ecological civilization, constructing perfect information platform, strengthening the ability of ecological science and technology innovation, introducing construction-oriented talents, and constructing ecological new countryside. Improve the ecological tax policy, establish a reasonable ecological compensation mechanism and ecological administration system and a series of policy measures. This study adopts the methods of theoretical research and empirical verification, qualitative and quantitative research, induction and deduction, and makes comprehensive use of the theories and analytical methods of ecological industry, ecological economics, mathematical economics, and so on. The theoretical and empirical research, the construction of an analytical framework, the use of AHP analytic hierarchy process and grey system comprehensive evaluation model, through case analysis and actual investigation and visit, carried out empirical research and countermeasures.
